CHAPTER 10 - STANDARD RATE
11.1 - Introduction. The Regional Forester shall publish a Standard Rate by species
or species group, product(s), and unit(s) of measure. With the exception of live
sawlogs, each Forest Supervisor has authority to establish higher Standard Rates
for their unit but shall not change species groups, product(s), or unit(s) of measure
from those published by the Regional Forester without prior approval.
Standard Rates are an inexpensive appraisal method but are only a guide and
should be used only when they meet the criteria of "fair market value". Do not use
Standard Rate appraisals for sales 2 million board feet equivalent volume or greater
except to appraise for damages or extensions under the same method of appraisal as
originally advertised. See FSH 2409.18, sections 45.13 and 45.6 and FSM 2431.42
for policy.
11.2 - Items Included in Standard Rates.
1. All selling values including any applicable byproduct values.
2. Felling, bucking, and lopping (no scattering) to a 7" or even a 4" top
diameter.
3. Felling of snags and culls up to a ratio of 1 unmerchantable snag or cull to 5
merchantable trees.
4. Skidding and loading (merchantable material only).
5. Piling landings and draining landings with skidding equipment.
6. Waterbarring skid trails with skidding equipment.
7. Branding logs/use of receipts.
8. Log hauling (up to 360 minutes/load).
9. Manufacturing costs including any applicable byproducts.
10. A normal Profit and Risk margin.
11. Normal road maintenance commensurate with haul if work can be done by
purchaser.
12. Safety signing and protection of improvements normal to the Region.
13. Temporary stump roads.
14. Slashing in or closing stump roads.

15. Cutting of damaged trees 2" and larger d.b.h. in areas where merchantable
trees are individually marked (ITM units).
11.3 - Items Specifically Not Included in Standard Rates.
1. Specified road costs.
2. Any item with Forest Service overhead.
3. Any earth work that cannot be efficiently accomplished with equipment
which will be on the site, normal for the zone to have on site, and is appropriate for
such work.
4. Felling of unmerchantable residual.
11.4 - Methodology. To use Standard Rates, the sale being appraised must contain
the items included in the Standard Rate, but must not include items which are not
included in Standard Rates or else Standard Rates will not reflect fair-market
value. However, when variances include only an item or so, a comparison with
Standard Rates may be made (See ch. 20).
