2. An inflation factor of 4 percent may be added to the direct costs for the estimated
years of delay before work is expected to be accomplished. Use of this factor is recommended
for use before sale closure where work will not be completed within a year.

21.12 - Indirect Costs. Indirect cost should be assessed at a rate of 20 percent of direct
project costs. These indirect costs as a percentage of the total KV program costs include:
RO/WO Costs
8.0%
RD/SO Indirect Expense (project)
12.0%
Surcharge rate = 100% - 20.0% = 80%
10.80 = 1.25
Total cost to apply to form 2400-50 should include direct project costs, adjusted for inflation.
Multiply direct costs times 1.25 to determine total project costs.
21.23 - KV - Map. The timber sale area boundary (BT1.1) as shown on the timber sale area
map will also be the KV map boundary. KV funded projects maybe carried out on any stand
within the sale area boundary.

It would be beneficial if the KV map highlighted KV detail. Color code or cross hatch different
types of work and tie the different work with stand numbers back to the environmental
assessment (EA or EIS) and to the CDS data base.
