MH SUPPLEMENT EFFECTIVE DATE: DURATION: This supplement is effective until superseded or removed. 51.2 Page 2 of 4 FSH 2409.15 – TIMBER SALE ADMINISTRATION CHAPTER 50- SPECIFIED TRANSPORTATION FACILITIES 51.2 – CONSTRUCTION COST ADJUSTMENT (B/BT5.25) THIS SUPPLEMENT PROVIDES INSTRUCTIONS FOR PREPARATION OF DOCUMENTS, EXECUTION AND DISTRIBUTION OF CHANGES TO THE SCHEDULE OF ITEMS IN THE 2400-6 TIMBER SALE CONTRACT. All changes with the exception of the MH 2400-14B will be sent in to the Forest Development Engineer prior to signing by the Purchaser. The Timber Resource Department will request signatures from the Purchaser. The MH 2400-14(4/82)form, Construction Cost Adjustment for Specified Roads has been adopted for use for all changes as identified by “C” provision number. In addition, the MH 2400-14B Proposed Construction Cost Adjustment for Specified Roads is approved for use. Use of this form serves the same purpose as the 7700-42a in allowing field work to proceed after proper execution and prior to formal contract change. The formal Adjustment to the contract must be completed before the purchaser credit limits may be changed in the TSA system and any payment is made to the Purchaser. This should be completed within three weeks of signing the MH 2400-14B. No work on the change in the field can proceed until a minimum of a MH 2400-14B is approved. Emergency situations can be accommodated by a phone call to the Forest Development Engineer. 1. Need for the change is discussed with the Contractors Representative. A preliminary rough cost estimate should be done at this time. A work plan will be made as to how and where the work can proceed until the change is approved. The work plan will be documented if it restricts the contractors work in any way. 2. The Engineering Representative and Systems Manager will discuss the change and determine what specialists input is needed in determining the change. The Forest Plan and E.A. will be reviewed at this time to insure the change is consistent with direction. 3. The Contracting Officer and Forest Development Engineer will be notified about the design change. (Short description along with rough estimated cost.) The Engineering Representative should contract the Sale Forest service Representative as to the availability of funds. A short e-mail message to each would be appropriate. 4. The Engineering Representative will prepare the final change which includes: A. Revised plans when necessary. B. Revised final cost estimate. The estimate needs to only show the costs that have changed and reference how the costs were determined. (example: Zone 5 Cost Guide. The change is prepared along with a justification statement which includes; reason for the change, any alternatives looked at to correct the problem, why we picked the action we did, and what would happen if we did not do the change. D. The A-9, and A-10 will not be needed unless the change involves deleting or adding segments of road. E. Check list dated and signed. ( See Exhibit II) 5. The Engineering Representative submits the change with justification statement to the Tech Center Operations Engineer, who will check the change to ensure that it is mathematically correct, the supplemental specifications and revised plans are technically correct and appropriate for this change. The Tech Center Operations engineer will then submit to the Tech Center Director for signature recommending approval of the change. 6. The Tech Center Director will then submit the signed change to the Forest Development Engineer for review and necessary signatures recommending approval of the change before forwarding to Timber Resource. Format for submission of Formal Modification to HQ. For contract Modifications refer to FSM 2453.2 FS 2400-9 prepared for Contracting Officer’s signature. Revised A9 (2400-6, page 105a) if required by change. Revised A10 (2400-6, page 105b) Copy of proposed Construction Cost Adjustment for Specified Road for each road involved with the change. (Form 2400-14B) A Justification Statement will be prepared which includes; reason for the change, any alternatives looked at to correct the problem, why we chose the action we did and what would happen if we did not do the modification.
