Submit proposed modifications to prevent resource and environmental damages to the Director of Renewable Resources for review and approval. Include he timber sale contract folder with the papers for review. Submit new proposals for resource environmental (R/E) modifications to the Director of Renewable Resources for review before discussion with the purchaser and before any field work is done (other than that necessary to prepare an Environmental Assessment (EA)). In addition to the requirements in FSM 1950 the EA must contain a statement of conditions including a critique of the original sale procedures to determine what caused the nee for an R/E modification. After review of the EA and coordination with the Director of Planning and Program Budget, the Director of Renewable Resources must decide whether the proposal warrants further consideration and recommend to the Regional Forester if an interdisciplinary team should be appointed to review the proposal on the ground. The interdisciplinary team must recommend whether or not the modification proposal should proceed. If the recommendation is against an environmental modification, the team must provide an alternative solution to the Forest Supervisor. If the Regional Forester accepts the interdisciplinary team's recommendation to proceed, the Forest supervisor must complete the field work and submit the complete modification package to the Director of Renewable Resources for approval. The appropriate line officers must review and approve the ES as part of the modification package.
