Staff directors are responsible for identifying needed training, development of safety and health plans, identification of personal protective equipment, and compliance inspections and reports within their functional area. 1. Deputy Regional Forester for Operations is the designated Safety and Health Official for Region 4 and shall: a. Administer overall Regional Employee Safety and Health Program formulation, including coordination of safety activities among the functional staffs and the Forests. Consult on safety problems, review and evaluate safety programs for field units, and ensure compliance with Forest Service safety and health policies. b. Monitor and evaluate public safety programs. c. Delegate safety and health responsibilities to directors as follows: (1) Safety and Health Manager. Responsible for formulating the overall Regional Safety and Health Program and shall: (a) Determine compliance with Forest Service and Regional safety and health policies at all levels of the Region 4 organization. (b) Serve as advisor and consultant to Regional Office Staffs and National Forests on a request basis. (c) Review all proposed safety and health direction, standards, and procedures for quality, applicability, and coordination. (d) Review all requests for variances and/or comments on existing or proposed standards concerning safety and health matters developed by functional staff personnel before they are submitted to the Regional Safety Management Team or to the Washington Office. (e) Provide direction and leadership for the following: Development and maintenance of a system for processing adoption of safety and health standards. Reporting serious accidents to the Chief's Office in accordance with current instructions. Occupation health services. Evaluation of unit safety and health performance. Safety and health inspection program. Development of Regional Safety program management standards. Communications with employees and representatives of employees on safety and health programs, including posting of notices and information material. Followup to assure that safety and health responsibilities are described in position descriptions as applicable. General safety and health training; for example, first aid training, orientation to Forest Service and Region 4 safety and health programs, inspector training, and so forth. Procedures for processing employee reports of unsafe or unhealthy situations or conditions. Fitness for duty and medical examinations. Staff assistance in the investigation and followup of accident investigations and recommendations. Maintenance of Regional Office first aid room, equipment, supplies, and materials. (2) Director of Fiscal and Accounting. (a) Maintains Office of Workers' Compensation Program data. (b) Coordination activities with the Office of Investigation and Office of General Counsel. (3) Director of Acquisition Services. (a) Administrative facilities. (b) Housekeeping and storage within offices and warehouses. (c) Temporary camps, excluding fire camps. (d) Assuring that items of procurement meet minimum requirements of established Federal and National consensus, and proprietary standards. (e) Contractor safety relative to Contracting Officers' Representatives' roles in safety. (f) New facilities and remodeled facilities meet life safety standards at time of occupancy by the Agency. (4) Director of Information Systems and Technology. (a) Plan, design, construction, and maintenance of communication systems. (b) Electromagnetic radiation, including radio frequencies and microwave. (e) Operation and development of facilities as related to all communications systems and computer systems. (5) Director of Strategic Communications. (a) Develop news releases, publications, slide programs, brochures, and other visual media for use in alerting Forest Service employees and the general public to safety and health problems unique to the Region. (b) Other information and involvement activities related to employees and public safety and health. 2. Deputy Regional Forester for Resources is responsible for the Regional Safety and Health Program as applicable to the Resource functional areas. (1) Director of Engineering. (a) Physical environment within buildings and on work sites,including air contamination, illumination, potable water supplies, (point source pollution), noise, ventilation, and ionizing radiation and structures (including laboratories) to include designs, construction, operations and maintenance of facilities and grounds; personal lift systems; and structural fire prevention and suppression, including Life Safety Code Standards. (b) Surface Transportations Systems, Associated Signing, and traffic control devices, including roads, trails, waterways, tramways and road accident surveillance. (c) Operations of self-propelled equipment, other than aircraft. (d) All surface transportation vehicles, including operators' training, licensing, and utilization. (e) Transportation, handling and storage of hazardous materials, including gases, flammable and combustible liquids, blasting agents (explosives). (f) Equipment, including repair shops and all electric and pneumatic tools. (g) Ladders, scaffolds and riggings standards. (h) Color coding for hazardous areas, surfaces, equipment, warning devices, and so forth. (i) Use of wood preserving materials. (j) Concrete, masonry, steel and iron. (k) All electrical installations, designs, and inspections for standard code compliance. (m) All use of welding equipment regardless of the heat source. (n) Water retention transmission structures (dams, large diameter pipelines, for example). (o) Solid waste. (p) Food service facilities. (q) Confined space entry. (r) Blaster's Training and Certification Program. (2) Director of Fire, Aviation, and Air. Wildfire prevention, presuppression and suppression activities, including personnel camps. (3) Aviation Safety Officer. (a) Air operations including related facilities for both rotary wing and fixed wing aircraft for all activities within the Region. (b) Prescribed burning, including management fires. (c) Suppression tools and equipment. (d) National Disasters and emergency operations. (4) Director of Vegetation Management. (a) Use and handling of pack, saddle, and range stock. (b) All range improvement programs. (c) Noxious weed farm control. (d) Wild horse and burro program. (e) Ecology Programs. (f) Vegetation manipulations. (g) Vegetation inventory and trends. (h) All other aspects of timber management activities, including sale preparation, timber marking, timber stand improvement, reforestation, scaling, and cruising. (i) The use of chain saws and power augers. (5) Director of Recreation and Lands. (a) Visitor safety and health at or in the immediate use area of facilities created for public use. (c) Safety and health aspects of Special Use Permit administration. (d) Safety and health of recreation fee collection booths and sites. (6) Director of Bio-Physical Resources. Is responsible for formulation of safety and health programs dealing with: (a) Design and application of watershed rehabilitation measures. (b) Soil, geologic, and hydrologic surveys. (c) Water measurements and quality monitoring. (d) Laws, rules, and regulations as applicable to Regional Mining engineers, Geologists and Mining Technicians. (e) Hydrogen Sulfide safety training for employees. (f) Visitor safety as related to Hydrogen Sulfide. (g) Public safety as related to mineral activity on National Forest administered lands. (h) Visitor safety as related to the oil and gas industry. (i) Fisheries habitat surveys, including scuba diving and electrofishing. (j) Terrestrial wildlife habitat surveys, including predator and rodent control projects and surveys. (7) Director of State and Private Forestry. (a) Programs involving the use of pesticides. (b) Forest pest management. (c) Hazard tree analysis. (d) Tree climbing certification for pine cone collection.
