Provide computer hardware and software applications needed to support decisionmaking and recordkeeping. 5. Assure the capability to electronically transfer information/data between units within the Region and throughout the Forest Service. 6. Computers and software applications will be the routine way of doing electronic business within the Region. Each employee will have access to Service-wide and Region-wide approved computers. 7. Coordinate the design, development/acquisition, and support of Region-wide and multiunit software applications. 8. Minimize the number of different information management resources to obtain the greatest sharing and transportability of information, and transferability of employee skills while maximizing useability of ADP hardware and software. 6603 - POLICY 1. Information Management Resources (IRM). a. Management of the information management resources will be integrated through: strategic planning; analysis of the processes and required data needed to support mission accomplishment; software application design; development and implementation of software applications; and configuration development of hardware technology. b. An interdisciplinary review (including the Pacific Northwest Research Station (PNW) where appropriate) will be conducted on all issues and proposals concerning information management resources that are Region-wide or multi-Forest/Area in scope. c. Objectives and policies guiding the management of information as found in FSM 1390, will be used to establish the need and planning criteria for information management resources. The planning for and acquisition of all information management resources will be guided by the requirements to share information resources, assure information integrity, and minimize the number of unique methods in use throughout the Region. f. Develop and use standardized facilities and hardware systems for multisite and multiuser applications. g. Develop and maintain plans to coordinate the acquisition and integration of information management resources. h. Develop and acquire information management resources through the Alaska Region IRM Strategic Plan. 6604 - RESPONSIBILITIES 6604.2 - Regional Foresters, Area Director, and Station Directors 1. Staff Directors. a. Implement National and Regional information management resource policy, objectives, and standards. b. Plan for the development and implementation of information management resources necessary for assigned areas of responsibility. Provide adequate support and training for the use of National and Regional software applications that primarily support single staff programs. c. Manage dedicated information management resources assigned to the staff unit. d. Grant technical approval for information management resources within delegated limitations of FSM 6615. 2. Propose and review policy, standards, and guidelines for acquisition and implementation of computer hardware and software applications. Review all proposed software application programs for adherence to National and Regional policy, objectives, and standards. f. Coordinate and direct the analysis, design, development, and support of Regionwide and multiunit information management resources. g. Assure integration and compatibility of Region-wide and multisite/multiunit information management resources where practical. h. Coordinate Region-wide software application development and maintenance through standard application development tools. i. Provide advice and assistance in the implementation of National and Regional standard information management resources. j. Related data stored on more than one computer system. Access to the data may involve logging on to other computers or may be transparently handled by built in database links. 8. Distributed Processing System. Computer systems networked together to provide a means of sharing information and computing resources. 9. Information Management Resources. Computer hardware, operating systems software, software applications, telecommunications, and people resources. This also includes database software (for example: Oracle, GIS), but not the data structure or electronic data. Data and data structures are covered in FSM 1390. 6606 - COORDINATION AND PLANS 1. General Information. a. Support to PNW Alaska Facilities. R-10, in conjunction with R-6, provides information resource management support to the PNW facilities located in Juneau, Anchorage, and Fairbanks. The terms of this support are identified in Exhibit 1 of a Cooperative Services Agreement approved by the Regional Foresters of R-10, R-6, and the Station Director of PNW. Information Management Resource Planning. Leadership for planning efforts is provided by the Director of IRM. Forest Supervisors and Staff Directors provide primary input to the plans by identifying needs in support of information management resources. The documents are reviewed by the Director of IRM and approved by the Deputy Regional Forester for Operations. The following plans will be maintained by the Director of IRM to assure the integration of information management resources. a. Alaska Region Information Resources Management (IRM) Strategic Plan. An IRM Strategic Plan reflects the Region's future management of the information, data structures and data, and the supporting information management resources. (1) Scope. The plan identifies the major current and future information and information management resource needs of the Region; the multiyear acquisition and development plans for approved hardware and software; and a Regional budget for IRM capital investment, maintenance, and operations. The plan is strategic in nature and addresses only major IRM issues. The plan covers development of all information management resource acquisitions requiring review in FSM 6615.03 and FSM 6615.04. (2) Period Covered. The plan covers a 3- to 5-year period and will be updated annually. b. Regional Strategic Telecommunication Plan. A Strategic Plan is intended to encompass the upcoming 10-year period, and provide the framework for the Region to conduct comprehensive planning and analyses of normal and emergency telecommunications operations. It should also serve as an aid in continually evaluating Forest Service regulations and guidelines pertaining to the procurement, implementation, management, maintenance, and alteration/reassessment of telecommunication systems across all Regional units. (1) Scope. The plan must address the future telecommunications needs of the Region in the areas of radio, voice, data, and video. (2) Period Covered. The plan covers a 10-year period and will be updated every 3 years, or more frequently, to reflect changing requirements for telecommunications services.
