MOEHN Acting Forest Supervisor FSM 6100 - PERSONNEL MANAGEMENT CARSON SUPPLEMENT 6100-92-1 EFFECTIVE 7/27/92 CHAPTER 6140 - PERFORMANCE, TRAINING, AWARDS 6145 - WELLNESS 6145.2 - Physical Fitness Programs. The Carson National Forest's Wellness/Fitness Program (WFP) is being established to allow employees to begin, achieve, and maintain a minimum level of wellness/fitness. This program is designed with direct employer/employee benefits in mind. 1. The program objectives are: a. To improve employee ability to handle stress and anxiety. b. To reduce employee absenteeism due to illness and injuries. c. To increase work productivity or measurable improvement inthe quality of service. d. To reduce OWCP claims and improve safety record. e. To increase health and wellness/fitness awareness. f. To increase self-confidence, self-esteem, and improve morale. g. To assist employees in achieving personal health goals. h. To educate employees on nutrition, exercise, and mentalwell-being. 2. Program guidelines are: a. Participation in the WFP is strictly on a voluntary basis. b. Participation in the WFP is an employee's privilege, not a right. Any employee found abusing the program and/or sponsored activities will be disallowed from further participation and/or subject to disciplinary action, if appropriate. c. Any employee is allowed to engage in WFP activities. Participation in certain activities may be extended to immediate family members on a case-by-case basis. d. An individual physical wellness/fitness plan will be jointly developed and approved by the employee and his/her supervisor and entered into the employee's training plan. The plan will consist of the following elements: Goals that reflect the changes you want to make. Description of any activities currently taking place to meet those goals. Scheduling of activities in order to attain goals. Monitoring and evaluation techniques to assure goals are metl.e., pulse rate, step test scores, cholesterol level, weight. e. Individuals will be responsible for monitoring their own progress. f. The WFP may include as a minimum, awareness and educational training on wellness related topics; i.e., blood pressure testing and counseling, cholesterol screening and counseling, government/employee contributed exercise time, stress assessment and management, weight management, safety and injury prevention, smoking cessation, self-defense and protection, health consumerism, cancer prevention, substance abuse issues, education on AIDS, etc. g. FSM 6145.2 allows the use of government time for physical wellness/fitness activities; therefore, it is the Carson National Forest's policy to allow a maximum of 1 and 1/2 hours per week of government time which must be combined with an equal amount of the employee's personal time. This time cannot be accumulated nor carried over from week to week. To qualify for this program, an activity must be aerobic in nature. Aerobic is defined as any activity that will increase the heart rate to 70-80 percent of maximum for a duration of at least 20 minutes. Examples of acceptable activities are: jogging jumping rope running in place rowing stationary cycling walking bicycling handball racquetball swimming group aerobic exercises machines aerobic exercise To participate in the use of government time for physical fitness activities, employees must attend a Health Risk Screening and execute a Physical Fitness Contract (see Exhibit 1) prior to beginning participation. A copy of the contract must be filed with the payroll records of the employee. Participating employees must document on their payroll time sheets both the government contributed and employee contributed time on a per day basis. h. The Carson National Forest will provide a yearly session on Health Risk Screening as provided in FSM 6145.1. The screening process will measure as a minimum: weight, height, blood pressure, pulse rate, and blood work which consists of CBC (blood count) and Chem-screen (cholesterol). This screening will take place annually. All personal information from health risk screening and fitness testing will be confidential. i. As part of the Forest library, the Forest will include books, magazines, audio cassettes, and videos on health/fitness related topics. j. The Forest may provide for special non-monetary recognition of employees for accomplishments relative to a WFP. Any recognition for accomplishments under the provisions of the WFP must be in accordance with FSH 6109.13 - Chapter 30 on Incentive Awards. k. Purchase and maintenance of exercise equipment is allowed if approved by the unit line officer. Equipment should be compatible with WFP objectives. Employees will be trained on the proper use of the equipment prior to use (FSM 6145.3). l. Use of Government-owned building(s) will be allowed to sponsor activities provided: the line officer has documented the decision to sponsor the activity and the benefit to the Forest Service with justification of cost of the activity and risk of liability. m. Use of official time for participation at sponsored presentations and health screening are allowed. Use of official time for exercise is allowed when executed contract is in place. n. In participating in the Forest WFP, remember that government employees are constantly in the public's view. Please use good judgment and discretion so that the integrity of the Forest Service image is maintained. 6145.2 - Exhibit 1 CARSON NATIONAL FOREST PHYSICAL FITNESS CONTRACT I, ______________________________, agree to engage in the physical fitness (Employee's Name) activity described below, up to a maximum of three (3) hours of official time per pay period.
