Region 3 management of OWCP and APMC shall proceed as required by Federal Personnel Manual (FPM), Chapter 810; Interagency Fire Management Handbook 5109.34, Chapter 15; Federal Regulation 20 CFR Part 10 (FECA); and Region 3 directions listed below. 1. Forest Supervisors, District Rangers, and Personnel Officers must assure effective management of these programs. This includes program leadership, and provisions for program manager training. Basic OWCP/APMC training shall be provided to all supervisors. 2. OWCP/APMC guidelines are part of supervisors' responsibilities, and it's their duty to properly manage and expedite casework. 3. Each Unit Program Manager shall utilize the Region 3 OWCP/APMC Manager's Guidebook. 4. Any unit having employee(s) injured and utilizing OWCP/APMC will maintain a complete file at the unit. When actual case management is done for Ranger Districts at the Supervisor's Office, the District will keep copies of the file to assist them in giving pertinent guidance to affected employees and line officers. 5. All submittals to OWCP will be attached to a Forest Service letter or transmittal sheet. This letter at minimum will explain the submittal and give the unit contact person. All letters submitted shall have the claimants' name, OWCP case number; and the medical providers' Tax Identification number will be included on all bills. 6. All units shall utilize APMC within existing management guidelines. 7. When problem cases arise that cannot be resolved on the unit, specific information (not the whole case file) will be sent to the Regional Coordinator. The Regional Coordinator will send the information, with cover letter, to OWCP top level management for priority service. 8. OWCP form 1500 for billing receives priority by OWCP. Each Unit will advise doctors/providers of this priority whenever possible. 9. Employees needing services of a chiropractor must be aware that Chapter 810, Subchapter 6 describes limitations on those services. A copy of Chapter 810, Subchapter 6 will be provided to employees and/or providers upon request. 10. OWCP offices will no longer fill in Current Procedure Terminology Codes (CPT) for providers. Each unit will assure that CPT Codes are completed prior to submitting bills. If medical provider does not include CPT codes the billing(s) will be returned for correction.
