In addition to the authorities contained in the parent text, rural development authorities have been further defined in Title XII, Subtitle "G" of the "Food, Agriculture, Conservation, and Trade Act of 1990, (Public Law 101-624), better know as the Farm Bill; and Section 316 of the FY93 Appropriation Act. These two pieces of legislation clearly define the authorities of the Forest Service to: use the funds and resources of the Forest Service to interact with and provide technical assistance to rural communities. Interact is construed to mean: "to provide leadership, training, and planning assistance in developing action plans to mitigate the adverse affects on local economies of management decisions of Federal and other natural resource managers." Technical assistance is construed to mean: "to provide the use of expertise available through the Forest Service, to rural communities, in the design of action plans and projects when other sources are not readily available."
