Such reviews will be made in close coordination with the USDI responsible officers. This Authority does not extend to operating plans that would require: 1. A bond of $20,000 or more; 2. The preparation of an environmental impact statement; or 3. Operations in designated wilderness, administration-endorsed wilderness proposals, Congressional wilderness study areas and further planning areas identified in the Roadless Area Review of Evaluation (RARE II) decision document. The Regional Forester shall be promptly informed about proposed operating plans affecting these lands. The District Ranger has general responsibilities for orderly administration of licenses, permits, and leases. These include recordkeeping, observation to see that stipulations are being honored, and general coordination between lease or permit holders, other users, and Government agencies.
