Schedule and complete compliance reviews of special-use permits involving assistance on site and to the appropriate level prescribed by the priority and sampling system prescribed below. Special-use permits requiring Title VI reviews are divided into three priority groups (FSH 1709.11,73.41). Priority I includes those permits which have the highest potential for noncompliance. Priority III permits are those with the lowest potential for noncompliance. Compliance reviews are scheduled and completed on site regardless of priority as follows: 1. Complaints of noncompliance. 2. Permits where previous on site review indicates the need for follow-up. Approximately 20 percent of the eligible permits shall receive pre-award and/or post-award compliance reviews each year. Derive the overall sample of approximately 20 percent as follows: 1. Half of all priority I permits. 2. One-fifth of all priority II permits. 3. One-tenth of all priority III permits. Review permits on a cyclic basis as follows: 1. Priority I permits -- every 2 years. 2. Priority II permits -- every 5 years. 3. Priority III permits -- Every 10 years.
