R-10 SUPPLEMENT 2400-2013-1 EFFECTIVE DATE: 06/18/2013 DURATION: This supplement is effective until superseded or removed. 2450 Page 2 of 3 FSM 2400 - TIMBER MANAGEMENT CHAPTER 2450 - TIMBER CONTRACT ADMINISTRATION 2452 – CONTRACT ADMINISTRATION FUNDAMENTALS 2452.4 – Minimum Requirements and Certifications for Timber Sale Administration Personnel 2452.43 – Minimum Requirements for Sale Administrators Only certified individuals may perform independently as Sale Administrators. Apprentices may be assigned to work under the supervision of a certified Sale Administrator Forest Service Representative or Contracting Officer. Certified individuals transferring into the Alaska Region must provide adequate documentation of certification and training. Upon completion of this requirement those individuals shall continue to be certified until a maintenance review can be completed, but for no longer than one year without subsequent review. In addition to the National minimum requirements for certification, the following combination of training and experience is also required for certification in the Alaska Region: 1. Successful completion of Qualified Cruiser training. Certification as a Qualified Cruiser must accompany Sale Administration Certification. 2. Successful completion of Utilization Scaler training. Certification as a Utilization Scaler must accompany Sale Administration Certification. 3. Complete the national Timber Sale Administration Self Study Guide (recommended). 4. Complete the national Timber Sale Financial Management training. 5. Successful completion of the Inter-Regional Sale Administration Examination, achieving a passing score of 75%. 6. Satisfactory completion of a one-year apprenticeship designed by the Forest or by Regional Office Forest Management Staff, to include experience in sale preparation and to serve as a Harvest Inspector on at least one active timber sale contract. 7. Pass a field examination that demonstrates the proficiency needed for certification as a Sale Administrator. The certification period shall be three years. A certification maintenance inspection and review is required every three years. Certified Sale Administrators are expected to attend continuing education training in contract administration to maintain and improve skills throughout the certification period. A qualified Regional Forester’s Representative shall assemble and lead the review team. The Regional Forester’s staff shall periodically evaluate program effectiveness. If certification expires or is cancelled, the Forest Supervisor shall initiate the appropriate retraining.
