2470.3 – Policy
1. The administrative use of firearms will be limited to the collection of vegetative material,
including conifer cones.
2. When firearm use is authorized, the area of the activity will be assessed for the presence
of human activity and/or structures that could be affected, and if present, limitations will
be instituted to minimize the influences of firearms use on those activities/structures.
3. When firearm use is authorized, the Forest Law Enforcement officer, and appropriate
State and County authorities (State Police, County Sheriff) will be notified.
4. For authorized activities, communication with a staffed location will be assured at all
times.
5. Only Forest Service owned firearms would be authorized.
6. Only Line Officers are authorized to approve firearms purchases.
7. Only factory loaded commercially available ammunition will be authorized.
8. All firearms will be administered and treated as sensitive property.
9. Firearms and ammunition will be stored at the Duty Station, in a completely unloaded
condition, in a locked safe specifically designed for that purpose.
10. Firearms transportation from the Duty Station to the field will be in a padded case
specifically designed for that purpose.
11. Ammunition will be transported in a container designed for that purpose, and separate
from the firearm.
12. Under no circumstance will any firearm be loaded with a cartridge in either the chamber
or magazine until the user is prepared to fire.
13. Firearms will be inspected by the authorized user for function and safety immediately
prior to each day of use.
14. Each firearm will be inspected by a qualified Firearms Instructor annually to determine
the need for further inspection by a certified gunsmith.

15. Only a certified gunsmith will do disassembly beyond that recommended by the
manufacturer.
16. Authorization for the administrative use of firearms may be granted at the discretion of
the Forest Supervisor to those employees who have attended and successfully completed
a Forest-level certification/training session. The Forest will develop the lesson plan for
this training, and the training conducted, and certification of proficiency signed by a
certified Firearms Instructor. This training and certification is in addition to that required
by FSH 6709.11 pgs. 272-273, and will contain within classroom and field settings, the
following as a minimum.
A. Proficiency and safety in handling, inspecting and maintaining the firearm.
B. Knowledge of policies, regulations and laws related to the authorized use.
C. Marksmanship ability sufficient for the authorized use.
