Bacon, for HAL SALWASSER Regional Forester R1 SUPPLEMENT 2400-96-1 EFFECTIVE 02/23/96 2490 Page 2 of 5 FSM 2400 - TIMBER MANAGEMENT R1 SUPPLEMENT 2400-96-1 EFFECTIVE FEBRUARY 23, 1996 TITLE 2400 - TIMBER MANAGEMENT CHAPTER 2490 - TIMBER MANAGEMENT INFORMATION SYSTEM 2490.3 - Policy. Regional Foresters have been directed to establish a uniform system for recording and reporting timber resource information on each National Forest. The stand management record system in Region 1 provides data only for the timber resource. It is connected to other resource data in two ways: 1. Common ADP codes which reference management and capability areas defined by the Integrated Land and Resource Management Plan. 2. Geographical location on an index map. 2490.4 - Responsibilities. Ranger Districts. Stand management is a Ranger District job. Therefore, maintenance of stand records is a District responsibility and the stand record file shall reside on the Ranger District. Each District Ranger shall designate a Coordinator who has the primary responsibility for the record system on their unit. National Forests. Each National Forest is a reporting unit and each Forest Supervisor will be responsible for assuring that District records are current and accurate. The Forest Supervisor shall designate a Forest Coordinator who will be responsible for training District Coordinators and for assuring the effective operation of the system at the Forest level. Region. The Regional Office is responsible for design and testing of record system components and training Forest Coordinators. The Region will assist in solving operational problems at the Forest and District level and will monitor the system to insure that it is accomplishing its required functions. The timber stand management record system in Region 1 has the following functions: Regional responsibility for each function is indicated by Timber Management Staff units. 1. Provide the detailed information needed to design silvicultural treatments. (Silviculture) 2. Provide the capability to program and schedule treatments. Provide a continuous, historical record for evaluation of both treatments and natural changes in forest stands. (Silviculture) 5. Provide data for updating and revision of the Timber Resource Plan and Harvest Scheduling. (Plans and Programs) The Data Systems Manager is responsible for all automated parts of the Record System. 2493 - TIMBER SALE PREPARATION RECORDS AND REPORTS. 2493.12 - Timber Sale Accomplishment Report. 1. Reporting of Regular Program Timber Sales for Credit Toward MAR Targets. a. Sales progressing normally through the Gate system will receive credit for Management Attainment Reporting (MAR) when the sale has been advertised (Gate 4). Sales will be reported sold (Gate 6) when the timber sale contract has been awarded and entered into the respective information systems (Sales Tracking and Reporting System (STARS) and Timber Sale Accounting (TSA)). b. Personal Use Permits (greenslips) will receive credit when they are sold (Gate 6). Reporting will be handled through the TSA and transferred to STARS by way of the quarterly TSA crossover files. Periodic Timber Sale Accomplishment Report (PTSAR) will reflect greenslip volume at Gate 6. c. Timber settlement or direct (negotiated) sales will receive credit. d. Additional types of product or optional removal material made as part of the timber sale contract (optional removal with mandatory payment by purchaser) will be given credit at time of the sale award. e. Volume added as a result of environmental modifications where substantial National Environmental Protection Act (NEPA) time was spent to accomplish modification will be given credit. f. Situations that warrant credit, as deemed on a case-by-case basis, in consultation with the Regional Office may receive credit. R1 SUPPLEMENT 2400-96-1 EFFECTIVE 02/23/96 2490 Page 4 of 5 2. Reporting and Accountability of Unsold (No Bid) Sales. Credit may be considered toward the current year's MAR timber target for sales previously offered but receiving no bids. The following criteria will determine if credit will be given. a. No credit. (1) Mostly paper changes with physical changes less than 25 percent of original preparation cost. (2) Capital investment roads constructed on unsold sales with no change, or minor change as above. (3) Sales requiring less than 25 percent physical change when combined with another sale or other volume. b. Credit. (1) Sales requiring physical change greater than 25 percent of original preparation cost. (2) New volume added to sales in (1) above, such as new units, combining of sales, addition of products not in original sale, and utilization changes. 3. Reporting and Accountability of Carryover Sales. Forest Supervisors will consider sales as carryover volume which meet the following conditions: (1) a sale that had field work completed (Gate 3) and was ready to offer, but was delayed due to appeals or other reasons; (2) because of the delay, the sale was not offered during the fiscal year in which it was planned to sell. Normally, this volume will be added to the Forest's next fiscal year's target as carryover volume. The Regional Office will negotiate with the Forest Supervisor, the volume and necessary dollars to offer the carryover volume in the given fiscal year. 2495 - REPORTING FORMS OF USE OTHER THAN COMMERCIAL TIMBER SALES 2495.2 - Free Use. 1. Annual Free Use Report. Forest Supervisors will complete Section A, Form FS-2400-47, Annual Free Use Report and submit it annually to the Regional Forester by October 15. 2496 - SILVICULTURAL PRACTICES 2496.1 - Reporting Requirements Accomplishment Reporting. National Forests will report tree improvement accomplishments for the previous year on form R1-FS-2470-5, Tree Improvement Accomplishments, and R1 SUPPLEMENT 2400-96-1 EFFECTIVE 02/23/96 2490 Page 5 of 5 R1-FS-2470-25, Superior Tree Selection Status Report. These reports are due in the Regional Office annually by October 1.
