R1 SUPPLEMENT 2400-2012-2 EFFECTIVE DATE: 11/21/2012 DURATION: This supplement is effective until superseded or removed. 2450 Page 2 of 2 FSM 2400 – TIMBER MANAGEMENT CHAPTER 2450 – TIMBER SALE CONTRACT ADMINISTRATION 2452 - CONTRACT ADMINISTRATION FUNDAMENTALS 2452.43 – Minimum Requirements for Sale Administrators Timber Sale Administrators in Region 1 must meet the National requirements in FSM 2452.43 and Region 1 requirements in FSH 2409.15, Chapter 10. 2452.47 – Certification Programs The Region 1 certification process for Timber Sale Administrators will consist of passing the Inter-Regional Timber Sale Administration Written Examination with a minimum score of 75% and successfully completing the field examination on an active sale administered by the Sale Administrator. The field examination will be performed by a team lead by a Certified Regional Forester’s Representative using the national standardized examination process described in FSH 2409.15, Chapter 10. No employee is to perform in the decision-making role of sale administrator before successfully passing the written test. The sale administrator trainee shall receive on-the-job experience in the company of a certified sale administrator during the period preceding certification. Once certification is achieved, a follow-up re-certification will be conducted every four years on each certified sale administrator to insure continued performance at national standards. 2456.14 – Penal Sum of the Performance Bond Contracting Officers are authorized to increase the sum of the performance bond above 10 percent of the bid value when needed to cover work required of the purchaser after the logging season is complete. 2456.2 – Bid Bonds in Timber Sales Regional Forester authorization is required to increase bid bonds above 10 percent of the bid value in cases involving deficit sales and sales with unusual requirements.
