Specific objectives, action items, and costs may be identified by resource element. The public involvement program activities should be a part of the program budget or plan document, not a separate plan. These considerations should include: 1. Problem identification, including at least these steps: a. Public issue identification (whether continuing, current, or emerging) b. Management concerns c. Impacts of changing management direction d. Public involvement opportunities 2. Problem resolution, including at least these steps: a. Identify and state objectives b. Identify potential techniques c.
