1610.42 - Field Offices
Public Involvement activities will be considered in the planning, budgeting, and execution of
work programs. Specific objectives, action items, and costs may be identified by resource
element. The public involvement program activities should be a part of the program budget or
plan document, not a separate plan.
These considerations should include:
1. Problem identification, including at least these steps:
a. Public issue identification (whether continuing, current, or emerging)
b. Management concerns
c. Impacts of changing management direction
d. Public involvement opportunities
2. Problem resolution, including at least these steps:
a. Identify and state objectives
b. Identify potential techniques
c. Design preliminary program, including such aspects as:
(1) Publication, AV production, meetings, travel
(2) Needed people and skills
(3) Dollar needs, and
(4) Timeframes
