Forest Supervisors are authorized and responsible for issuing news releases covering transfers or retirements of employees under their jurisdiction. News releases concerning Regional Office (RO) employees will be cleared through the RO Public and Governmental Relations office (PGR). In transfers between Forests, the receiving and losing Forests shall determine a release date. In transfers in or out of the RO, or between Region 1 and another Region or Agency, the RO PGR office will determine a mutually satisfactory release date. 1652 – CLIPPINGS All newspapers of general circulation with a web address or without containing appropriate items; within the zone of each national forest, should be added electronically or clipped and scanned into the News Clips Database. 1. Needs a. Washington Office: Any article pertaining to information that might well be brought to the attention of the Secretary of Agriculture or the Chief, especially by members of the Congressional delegation. Other "select" news or feature articles of interest. b. Regional Office: Any articles, based on one’s best professional judgment, which the Regional Forester and/or Staff Directors should be aware of. 2. Procedures a. Forests: (1) Primarily, article(s) chosen should be copied and pasted from the Internet, OR (2) Scan article(s) directly from the newspaper(s), or those not found on the Internet. (3) Photocopies are acceptable. Electronic articles with photo(s) must first be copied to a Microsoft Word or A Corel WordPerfect document where the photo(s) can be removed before adding. Scanning articles or news clippings that are not available on the Internet should not be copied too close to the edge of the page. Photo-reduced articles must be legible enough to be recopied. One article per page. Do not copy articles back-to-back. (4) If a news clip is of extreme importance, telephone the Region 1 PGR office about the story. Depending on your office capabilities, you may be asked to telefax (FAX) or email the item to the Washington Office and to the RO. (5) Do not duplicate clips of the same story from more than one newspaper. b. Regional Office: (1) News clips will be evaluated each morning with significant items being sent to the Washington Office electronically or by FAX. (2) Clips will be forwarded to the Regional Forester, Staff Directors, Chief’s Office, Office of the General Counsel, other Regions, and Forests that have requested them. (3) A chronological collection of clips will be maintained for the calendar year in the PGR office. Copies will be bound at the end of the year. Electronic copies should be consolidated and stored on a data disk. c. Responsibilities: (1) Each Forest is responsible for subscribing to weekly newspapers in their Forest area and clipping news articles from them. (2) The Region 1 PGR office will subscribe to and clip news articles from the Missoulian and Great Falls Tribune. Forests should not duplicate the clipping from these newspapers.
