Suggestions beyond the authority of the Station may be sent to the Washington Office. The Station may adopt the suggestion and also forward it to the WO. In either case, two copies of Employee Suggestion Form AD-287 are to be sent to the unit. 2. For suggestions on items that need testing, use a letter with the Form AD-287 to refer to appropriate unit. Send both the suggestor and the unit a copy of the referral action. 1343.04b – Regions, Stations. Area, Institute, and Forests. The Employee Suggestion Program at the PSW Research Station is the responsibility of each Deputy Station Director, Assistant Director and Research Program Manager. The Deputy Station Director is responsible for coordination and final processing of suggestions. 1. Processing Suggestions. All levels responsible for review or processing of contributions shall take prompt action on each suggestion to assure all possible benefits to the Government. 2. Employees must send their suggestions, through their immediate supervisor, to the appropriate unit leader in writing on Employee Suggestion, Form AD-287. The unit leader must secure evaluation and approve or reject suggestions. 3. The unit leader is responsible for review and analysis of Form AD-287 and for sending it to the Deputy Station Director, who either: a. Adopts. The employee who initiated the suggestion must be presented a cash award, using form AD-69, Certificate of Merit, signed by the Station Director, and form AD-287-2, Recommendation & Approval of Awards. For cash amounts, see FSH 6109.13, Performance, Training, and Awards Handbook, chapter 30. b. Rejects. When suggestions are not adopted, the Deputy Director advises the unit and explains why the suggestion was not adopted. Rejected suggestions can be resubmitted with additional evidence and supporting data. 1343.06 - Exclusion. The following types of suggestions are excluded from the employee suggestion program. 1. Suggestions related to services or benefits to employees. Building maintenance, housekeeping, normal or routine safety practices, forms revision. 3. Anonymous suggestions. 1348 Management Studies and Analytical Techniques All proposed management studies procured must comply with FSH 6309.32, Federal Acquisition Regulation, specifically Chapter 4G37. 1348.1 - Reporting and Distributing Results. The findings and recommendations of procured management studies must be in a written report and a copy placed in the procurement file.
