This supplement provides a system within the Rocky Mountain Region to assure interactions and information flows so that: (1) the best resources management knowledge is made available for forest managers and forest landowners, (2) research efforts are structured to solve users' problems and meet their needs, and (3) two-way feedback between practitioners and scientists occurs. As a part of the system a "primary contact" will be identified as a mechanism for accomplishing technology transfer goals of R-2 and RMS. This approach is not intended to substitute for or replace existing interchange between the Region and Station staffs. 1320.4 - Responsibilities. 1320.44 - Regional Foresters, Station Directors, and Area Direction. The Regional Forester, Rocky Mountain Region, and Director, Rocky Mountain Station have delegated staff functions to help maintain effective Region-Station communications concerning research needs and research programs as follows. Director, State and Private Forestry. Is designated as Regional Research Coordinator and administers the system by: Requesting research needs from within the Forest Service and from the States, State Foresters, landowners, and others. Coordinating with R-2 Staff Directors to identify Regional priorities for research. Jointly reviewing and analyzing priority Regional research needs. Informing RMS on the use of research findings by land managers, indicating problems that may limit their use or success. Coordinate Regional review of alternative research proposals as research work unit descriptions are renewed and initiated. Keeping up-to-date on the status of research requests to RMS. Assistant Station Director for Planning and Applications. Is designated as the RMS contact for: Facilitating technology transfer activities between the Region and RMS. Work with the Region in evaluating research needs presented to the Station and appraise the Region of the status of research requests. Facilitate Regional review of alternative research proposals as research work unit descriptions are renewed and initiated. Facilitate the use of technical "consultants" in support of the Region for the purpose of: R2 SUPPLEMENT 1300-93-1 EFFECTIVE 6/18/93 1320 Page 3 of 6 Providing from currently available information, written answers and recommendations to questions and problems encountered by the Region in resource management. Serving as liaison between the Region and other Station scientists. Personal consultation and field visits as may be necessary to provide relevant answers and recommendations to problems identified by the Region. Advising as requested by the Region on the design and conduct of administrative studies. Identifying and describing to the Station Director, difficulties encountered by managers in the Region in natural resource management which cannot be adequately dealt with using currently available information. Regional Office Staff Directors. Directors of Staff Units within R-2 are assigned responsibilities for initiating and maintaining contacts with specific Research Work Units (RWU's). Exhibit 1 indicates primary and supporting contact assignments made to R-2 Staff Directors for each appropriate RWU. To accommodate broad Regional Office interest in the work of some research projects, more than one staff unit may be assigned supporting or primary contact responsibility. Contact responsibilities may be delegated by R-2 Staff Director's to functional specialists. Staff Directors will identify priority research needs to the Regional Forester periodically as needed to address resource problems. Research needs identified in the forest land and resource management planning process (FSM 1920) will be considered. The Staff Directors are responsible for ensuring that applicable research findings and technologies are used effectively to upgrade protection, management, and utilization practices on National Forest System (NFS) lands and also State and Private Forestry (S&PF) lands. State land managers, private landowners, and forest-based industries have access to the latest information available. Rocky Mountain State Project Leaders and Program Managers. RMS Project Leaders and Program Managers are assigned contact responsibilities for their RWU's and RD&A Programs (Exhibit 1). Primary contact responsibilities will be the individual responsibility of the Project Leader but may be delegated to a scientist in the project to facilitate a closer functional match. To provide a supporting contact with each RWU, Project Leaders and Program Managers will designate a scientist for a supporting contact assignment. Designated Research personnel will provide a focal point for continuing interchange between Research Work Units and R-2. Forest Supervisors. Forest Supervisors are responsible for ensuring that applicable research findings and technologies are used effectively to upgrade protection, management, and utilization practices on National Forest System lands and to work with State Foresters and others in making this information available to State and private interests. Region 2 and RMS "primary contact" individuals will: Maintain informal contacts and participate in annual coordination meeting to: (a) review current and planned research, (b) provide field input to the research process through review of action programs with emphasis on user needs feedback, (c) identify research results being applied and measures taken or needed to enhance applicability and effectiveness, and (d) plan for further cooperative interaction to disseminate and implement new and expected research results, including development of workshops, demonstrations, and other technology transfer actions. Minutes of each meeting should identify the important points discussed and follow-up action needed. A copy of the minutes should be sent to the Regional Forester and Station Director. Participate in preplanning and review of research plans and R-2 field projects, and administrative studies through: (a) input at special planning sessions, (b) exchange of planning document drafts (e.g., research work unit descriptions, problem analyses, study plans, and field project work plans) for information and critique, and (c) joint participation in field activities for both research and management purposes. Provide communication channels for information flow from and to a larger area of researchers and users; e.g., (a) Research contacts to Research personnel in other R2 SUPPLEMENT 1300-93-1 EFFECTIVE 6/18/93 1320 Page 6 of 6 Experiment Stations and universities, and (b) RO contacts to Forest and Area/Zone specialists, District practitioners, State forestry specialists, private land managers, and other users of research results. 1322 - FIELD COORDINATION. An R-2, R-3, and RMS Technology Transfer Coordination Committee is established and shall be composed of R-2 and R-3 Research Coordinators and the RMS Assistant Station Director for Planning and Application. This committee will meet annually to discuss the following: Exchange information pertinent to research program development and technology transfer needs and opportunities. Identify research application needs and recommend assignments for development of technology transfer plans or follow-up on existing plans. Provide guidance for preparation of annual Evaluation of Technology Transfer Activities report to the Chief. Look for opportunities where the Regions and Station can more effectively work together to reduce duplication. 1323 - REPORT. Report FS-1200B, Evaluation of Technology Transfer Activities, is due in the Regional Office by September 15 from the Forest Supervisors and Directors.
