GMFL SUPPLEMENT 1230-2009-1 EFFECTIVE DATE: 3/20/09 DURATION: Effective until superseded or removed 1230 Page 2 of 5 FSM 1200 - ORGANIZATION CHAPTER 30 – DELEGATION OF AUTHORITY AND RESPONSIBILITY 1236 – DELEGATIONS OF AUTHORITY TO FIELD POSITIONS 1236.4 – National Forests 1236.42 – Forest Staff Officers Authority to serve as Acting Forest Supervisor, to remain in effect until revoked or specifically delegated, is as follows: Manchester District Ranger Rochester / Middlebury District Ranger Finger Lakes District Ranger Forest Leadership Team Public Services Representative Forest Leadership Team Ecological Services Representative Forest Leadership Team Technical Services Representative Delegation of Authority includes the authority necessary to conduct the affairs of the Business Management Organization within established procedures and policies. The Acting Forest Supervisor is delegated the authority to sign “for” the following: 1. Reserved items in 1236.43 are delegated when circumstances will not permit delay until the return of the Forest Supervisor. File copy will be made available for Forest Supervisor review upon their return. 2. Correspondence with the public and with the local officials. 3. Correspondence to the Regional Office and District Rangers for items other than those reserved for the Forest Supervisor in 1236.43. 4. Special Delegations: For delegations under Forest Supervisor authority, and for those documents required by law or regulations to be signed by the Forest Supervisor, continuing authority to sign documents may be delegated to specific, qualified individuals. In such cases, the designated individual will sign “for” over the Forest Supervisor’s name and title. In the absence of the designated individual, signing authority is retained by the Forest Supervisor and cannot be redelegated. Land title correspondence with attorneys – Realty Specialists or Forest Land Surveyor 2. Requests for appraisals – Realty Specialists 3. Correspondence to individuals and organizations concerning technical details of surveying or a survey – Forest Land Surveyor Purchasing/Contracting Related: 1. Correspondence regarding Contracting Officer Representative or Engineering Representative duties – Forest Engineer 2. Purchasing responsibilities including correspondence – Purchasing Agent or Procurement Specialist 3. Property responsibilities including correspondence - Property Management Officer Winter Sports Team Related: 1. Correspondence related to the technical aspects of ski lifts – Forest Engineer (coordinated with the Winter Sports Team Leader) 2. Short term Special Use permits of 10 years or less for Nordic areas and Outfitter and Guide permits- Winter Sports Team Leader 3. Authorize and sign projects and activities that can be Categorically Excluded for associated ski areas - Winter Sports Team Leader 4. Winter and summer operating plans - Winter Sports Team Leader 5. Agreements limited in scope and complexity to the National Forest- Winter Sports Team Leader (subject to review by Grants and Agreements specialists) 6. Approval and issuance of Special Use Authorizations - District Ranger (in accordance with 2704.34) 2. Routine correspondence to individuals and organizations concerning Special UsesForest Special Use Coordinator 3. Routine or repetitive agreements except those: (a) involving foreign countries or (b) involving more than one District whereupon the agreement is signed by the Forest Supervisor - District Ranger 4. Assignment and use of Government quarters - District Ranger Forest Specialists may sign general technical correspondence within their area of specialty to their peers in the Forest Service, state government, universities and professional organizations, when correspondence does not involve Green Mountain & Finger Lakes National Forest policy matters or special projects undergoing NEPA review and project monitoring. Project related correspondence will be signed by appropriate Line Officer. Correspondence involving members of Congress, heads of Federal agencies, State agencies (i.e. Governor, Secretary of agencies, Commissioners, State Legislators), national, regional and state-wide organizations, university presidents and deans. 2. Request for personnel action effecting permanent and term employees, cash awards (except for Spot Awards), formal training greater than 240 hours, budget and target allocations including negotiations for changes with Regional Forester and District Rangers. 3. The setting of the Green Mountain & Finger Lakes National Forest policy. 4. Environmental Assessments for Forest Supervisor level projects. 5. Dual Designation; correspondence involving contracting decisions in the absence of Sales Contracting Officer. 6. Other authorities not specifically redelegated.
