BIGH SUPPLEMENT 1230-05-1 EFFECTIVE DATE: 05/15/2005 DURATION: This supplement is effective until superseded or removed. 1230 Page 2 of 3 FSM 1200 – ORGANIZATION CHAPTER 1230 – DELEGATIONS OF AUTHORITY AND RESPONSIBILITY 1236 - DELEGATIONS OF AUTHORITY TO FIELD POSITIONS. 1236. – National Forests 1236.41 – Forest Supervisors In the event that the Forest Supervisor is absent, a Forest Staff Officer will be designated to serve as Acting Forest Supervisor. Specific responsibilities of the Acting Forest Supervisor are outlined in the parent text of FSM 1230. The Acting Forest Supervisor should use personal judgment for deferring action on those matters which should have the personal attention of the Forest Supervisor. 1. The following signing authorities are reserved for the Forest Supervisor: a. Documents or correspondence involving policy matters or application of policy or major changes in established practices. b. Transmittal sheets for Forest Supplements to Manuals and Handbooks. c. Personnel actions affecting permanent employees. d. Decision documents for Forest-wide environmental analysis not specifically redelegated. e. Written decisions to an employee involving a real or potential conflict of interest or outside employment. f. Closure Orders. 2. The following signing authority is reserved for the Forest Supervisor and Administrative Officer: a. Documents involving commitment of or changes to funds, personnel, or targets. 1236.42 Forest Staff Officers a. Staff Officers will sign all correspondence pertaining to their areas of responsibility except those items listed in FSM 1236.41 (a through f above). Correspondence will be signed over the name and title of the Staff Officer; i.e., Staff Officer, Resources; Forest Engineer, as appropriate. Such correspondence includes matters dealing with the management or control of programs within the framework of existing policy; establishment, enforcement, and interpretations of technical operating procedures and disseminating or seeking of information. b. For correspondence requiring the Forest Supervisor's signature, the responsible Staff Officer shall concur electronically before the letter is routed for signature. Dual designated letters must be concurred on by both responsible Staff Officers. The above listed delegations pertaining to Staff Officers are not redelegable. 1236.43 - National Forest Signing Authorities Specifically Delegated Authorities a. CONTRACTING OFFICERS AND PROCUREMENT OFFICER. The incumbent will sign all correspondence related to contracts or purchase orders. b. CONTRACTING OFFICER'S REPRESENTATIVE. Employees so designated in writing will sign correspondence and documents directly related to the administration of a specific contract within the authority as delegated by the Contracting Officer. c. ENGINEERING REPRESENTATIVES. Employees so designated in writing will sign correspondence and documents directly related to the inspection of specified roads on a particular timber sale, as Engineering Representative. d. ADMINISTRATIVE OFFICER: Designation of Collection Officers, recommendations of Class D Cashier Designation, Declaration of delinquent accounts as uncollectable, demand letters for claims, administrative offset, and waiver of late payment charges and interest. e. HUMAN RESOURCES OFFICER: Routine out-service correspondence related to employment inquiries, vacancy announcements and requests for OPM certificates. 1236.5 – Ranger Districts, Nurseries, and Job Corps Centers 1236.51 – District Rangers Signature on all letters, formal or informal, will be over the name and title District Ranger. Persons with delegated Acting District Ranger authority shall sign (For) District Ranger.
