(b) Reduced rates. (1) Use of special lower fares. Contract air carriers shall be used to the fullest extent practicable. In scheduling travel to a temporary duty location in a city served by a contract air carrier from a connecting city rather than the city of departure, full consideration shall be given to the use of the contract air carrier. For example, even though Juneau, Alaska and Portland, Oregon are not "city pairs," travel to Juneau can be accomplished via Seattle, Washington using "city pair" flights. Such scheduling of contract air carriers shall be used when it results in a savings to the Government and the traveler's schedule is not unreasonably altered. 301-3.6 - Use of United States flag carriers. (c) Use of foreign flag air carriers. (3) Justification statement. When a GSA Travel Management Center (TMC) is used for scheduling and ticketing foreign travel, it shall be the responsibility of the TMC to provide the traveler with a statement justifying the use of a foreign flag carrier for any part of the travel. This is because the TMC is in a position to attest to the fact that no United States flag carrier was available. This statement must be attached to the travel voucher covering the foreign travel.
