PART 301-1 APPLICABILITY AND GENERAL RULES
6509.33 - FSH FEDERAL TRAVEL REGULATIONS
301-1.1 Authority
(3) Specific delegations to local Fiscal Officer and Line Officer.
(I) Redelegation to Line Officers and District Fiscal Officers
(1) Line Officers (District Rangers) are delegated the authority to approve
Form AD-202, Travel Authorizations, as pertaining to individual and blanket
trip authorizations for travel to nonforeign areas inside the conterminous United
States, for their assigned employees.
(2) District Fiscal Officers (BMO) are delegated the authority to approve
Form AD-202, Travel Authorizations, as pertaining to individual and blanket
trip authorizations for travel to nonforeign areas inside the conterminous United
States, for local line Officer.
District Fiscal Officers are also designated authority to approve travel advance
requests, and travel vouchers for local Line Officer.
This authority can not be delegated to an acting or any lower level. The BMO
must have knowledge of travel regulations and travel plans to approve the local
Line Officer's travel authorizations and travel vouchers.
301-1.1 Guidelines
(10) Other Travel
(e) Trips within one calendar day do not require a Form AD-202, Travel
Authorization. This includes surface transportation of non-Government persons
in a Government -Furnished conveyance (excluding family members). Travel by
non-Government persons may be approved, in advance and in writing, by the
local Line Officer when travel is required to carry out official Forest Service
business, is advantageous to the Government, there is no conflict of interest or
appearance of conflict, and space is available (6509.33-97-6 WO).
(f) All travel of family members and travel of other non-Government persons
exceeding a day trip, in government-furnished conveyances, must be approved in

(6509.33-97-6 WO) (FSTR 301-1.3 (i)).
301-1.3 General Rules
(c) Definitions
(20) Non-Government persons. This includes all non-Federal employed
persons conducting business with the Forest Service, such as State of Local
governments personnel, contractors, private cooperators, grantees, permittees,
prospective bidders, media representatives, volunteers, family members and
enrollees, including persons threatened with lost of family members, and
enrollees, including persons threatened with loss of life or property. Military
personnel are considered non-Federal persons when not on active duty.
(21) Government-furnished conveyances. Modes of transportation such as
automobiles, vans, trucks, vessels, and aircraft that are owned, leased,
chartered, or rented by the Government.
(22) Official travel. Travel necessary to conduct Forest Service business
which include transportation between places where the employees's presence is
required.
(23) Advantageous to the Government. Travel must be performed by the
most effective means commensurate with the nature and purpose of the Forest
Service business to be accomplished, taking into consideration the most
beneficial use of employee time as well as the costs involved. (FSTR 301-2.2)
(24) Conflict of interest. Decisions made and/or actions taken by a
Government employee that could directly or indirectly affect the employee's
personal or private economic interests, or which could convey an unfair
competitive advantage to a member of the public, or in some manner embarrass
the agency. An appearance of conflict carries the same weight as an actual
conflict. (See FSM 6174.11 and Appendix I to the USDA Employee Handbook,
"Employee responsibilities and Conduct," section 0.735-14).
(25) Space available basis. Space that is available to accommodate the extra
passenger(s) without incurring any appreciable additional expense or requiring a
larger vehicle in excess of that needed to accomplish the agency business, and
without hampering the effectiveness of the official purpose of the travel. (FSM

(26) Family members. Members of the employee's household, including an
individual related by blood or affinity whose close association with the employee
is the equivalent of a family relationship (69 Com. Gen 38 and FPM letter 451-7,
July 25, 1990).
