A decision based on the complexity of the sale, the contract requirements needed for protection of the resources, as well as the value referred to in the parent text, should be used to determine if a commercial sale will be sold on a permit or other contract form. 42 - BASIC PERMIT DATA. 42.1 - 7001 Transaction - Permit Information (Form FS-6500-200). 42.14b - Sale Purpose Code. Currently Region 6 does not use the last two positions to further define the categories. Use "00" until further notice. 42.14c - Sale Tracking and Reporting System (STARS) Sale Number. The STARS sale number is assigned at the Forest, usually by the STARS coordinator. 42.14d - Proclaimed or Other Unit Identification. Since counties share in receipts for miscellaneous forest products, it is important to accurately code proclaimed unit information in ATSA. A separate permit is necessary for each proclaimed unit entered. 42.14e - Number of Permits. Christmas tree permits can be summarized and entered into the permit subsystem. If the total number of permits exceeds 999, enter a 9 into this field, but show the actual number of Christmas trees sold in the sold quantity field on transaction 7002. 42.14g - Permit Use Code. The Form Type and Personal Use Code will normally be the same. Form type 7 (Commercial Christmas Trees) are coded as Permit Use Code 4. 42.14h - Size Class. Enter size class code "1" for all Christmas tree sales. When the value of summarized personal use fuelwood exceeds $300.00, code ATSA as size class "3" because the individual value of each permit is less than $300.00. 42.14l - Term Date. After a permit has been closed, permit data may not be modified, nor can the permit be re-opened. Natural Language changes to permit data are not allowed. 42.2 - 7002 Transaction - Species-Quantity-Value-Conversion Factor (Form FS6500-200). The SPU cannot be modified; however, the parent text describes a process to modify the sold quantity and values to zero, enter the correct information again, and delete the incorrect SPU. 42.24a - Species-Product-Unit of Measure Combination. 1. Species. Acceptable Regional species codes are listed in table R0700. This list includes the following species codes used for miscellaneous non-convertible products. Unit of Measure (U/M). Use unit of measure code 04 (Piece) for Christmas tree sales. 42.24f - Conversion Factor. To ensure accurate upward reporting, Forests should enter the product and unit of measure shown on the permit and convert to MBF using columns 44-53. For example, if the permit is sold as fuelwood enter it as product code 07 (Fuelwood), unit of measure 02 (Cords), and the correct conversion factor, and 01 as the conversion unit of measure. 42.3 - 7003 Transaction - Permit Distribution Data (Form FS-6500-200). 42.31 - Normal Distribution Accounts. An approved plan is required in order to collect KV and SSF funds on 2400-4 permits. Use guidance found in FSM 2477 and FSH 2409.19, Renewable Resource Uses for Knutson-Vandenberg (K-V) Fund Handbook, and FSM 2435 - Salvage Sales. 42.4 - 7004 Transaction - Cash Amounts (Form FS-6500-200). Cash payments for permits are collected into a data collection file at KCCC and are passed to ATSA the third working day following the end of the current processing month. Cash payments will not process as valid until the basic permit data is entered into ATSA. Forests should ensure permits are entered prior to permit collections being processed. If payments are invalid, Forests will have to enter them manually after the permit data has been entered. This can be done within the same ATSA processing cycle.
