82.3 – Options in Lieu of Sureties
82.31 - United States Treasury Bills, Notes, Bonds, or Other Government
Obligations
3. Acceptable Securities. Zero coupon bonds, stripped securities, foreign targeted notes,
and similar U.S. Government instruments may not be accepted as security in lieu of surety or
sureties.
82.33 - Irrevocable Letter of Credit
Units are responsible for checking letters of credit for proper format outlined in Section 82.33,
Item 3; and as shown in Section 84 - Exhibit 07 of the Washington Office text.
If review of the Letter of Credit discloses insufficient, or excessive, verbiage when compared to
WO direction, send a copy to the Timber Sale Accounting Coordinator, Forest Management, in
the Regional Office for additional review. It is not necessary to hold up award of a contract or
permit pending this review. Units shall be notified promptly of any problems.
83.3 - Timber Sale Bonds
2. Payment Bonds. In Region 10, the maximum penal sum for individual sale payment
bonds shall be the value of a 75-day cut. The penal sum of Blanket Payment Bonds shall be set
by the Regional Forester after coordination with the affected Forest Supervisor(s).
b. Blanket Payment Bond Provisions. Blanket Payment Bonds covering sales in
more than one area shall be administered by Forest level Director of Forest
Management. A copy of each application for addition of a Timber Sale Contract to a
Blanket Payment Bond must be furnished to Forest level Director of Forest
Management. For Chief and Regional Forester sales, the application must be
approved by Regional level Director of Forest Management.
