This supplement establishes policy for Length of Service awards on the Chequamegon-Nicolet National Forest (CNNF). This is a negotiated policy with the CNNF Forest Partnership Council and established through partnership. Use certificates, pins and non-monetary awards to recognize permanent employees attaining 10, 15, 20, 25, 30, 35, 40, 45, and 50 years of service. The CNNF Office Automation Assistant shall order certificates, document covers, and pins for use by all supervisors. Supervisors at all Units shall recognize employees for length of service (LOS), and issue a letter/certificate to the employees along with a form the employee must complete to order the non-monetary award. Give non-monetary awards based on the following scale: Years of Service 10 15 20 25 30 35 40 or more Maximum Value of Awards Item $50 75 100 125 150 200 250 The Albuquerque Service Center (ASC), Human Resource Management (HRM), shall generate and post LOS reports. The Chequamegon-Nicolet National Forest Point of Contact (POC), which is the Supervisor’s Office (OAA) Office Automation Assistant, shall pull the LOS reports, acquire appropriate pins, and process LOS certificates and AD-287-2 award forms. The Forest’s designated point of contact reports to the Administrative Officer’s staff. The POC shall forward the LOS certificates, pins, and award forms to each Unit POC, normally the Support Services Supervisor. Each Unit POC shall ensure supervisors receive the certificates, pins, and award forms. Supervisors must diligently recognize their employees and issue a LOS certificate and pin; followed by a presentation to the employee during a staff meeting or other appropriate forum. Use the Forest Service Correspondence and Records databases to create/process/finalize/archive any related formal correspondence. The Ranger or Line Officer signs all certificates, except as noted below. Employees with LOS and 50 years or more are recognized by the Secretary of Agriculture with a personal letter and a signed certificate. For employees with 55 years of service or more, the recognition includes a letter from the President of the United States of America, a plaque and a letter from the Secretary of Agriculture. R9 CNNF SUPPLEMENT 6109.13-2010-2 EFFECTIVE DATE: 11/22/10 DURATION: Effective until superseded or removed 6109.13_30 Page 3 of 3 FSH 6109.13 – PERFORMANCE, TRAINING, AND AWARDSHANDBOOK CHAPTER 30 – INCENTIVE AWARDS Except as noted in the preceding paragraph, all Chequamegon-Nicolet Forest employees need to be diligently recognized by their supervisors and by the Forest Supervisor, Deputy Forest Supervisor, Group Leaders, and/or District Rangers. Concurrent with the pin and certificate, the employee shall be given the authorization to order a non-monetary award up to the above referenced amount, as applicable. Units shall order nonmonetary awards through normal purchasing procedures (FSH 6309.32, Part 4G13, Exhibit 1). Field units may use local vendors to order appropriate items. It is recommended to use a vendor that has the FS logo setup. Some of the recommended sources include, but are not limited to, http://www.usdaawards.com, http://www.unicor.gov/, and http://www.jwod.com. Units need to complete requisition forms that as a minimum include: a description of the item, overall cost for the order, reference to a unit authorized job code, and signature of an authorized official. An authorized job code and approving official’s signature must be on the form provided to the local purchasing agent. Whenever possible, consolidate LOS non-monetary award purchasing. The following criteria needs to be met, when ordering LOS keepsake items: (1) items must be appropriate for wearing (i.e. hat, watch, etc.) or display (i.e. desk pen, cups, desk clock, etc.) in public; (2) must be within the monetary amount approved for the number of years of service being recognized; and (3) must include the Forest Service logo.
