Interested scholars/Intellectuals are
requested to submit Abstract(s) not exceeding
450 words with at least seven keywords and
full paper(s) (soft copy) not exceeding 3500 on

Paper Abstract submission: 10th August, 2015
Full Paper Submission: 10th September 2015
Paper Acceptance Notification: Before 5th
October, 2015
All accepted papers will be published in
the official Proceedings of International Seminar
on Governance in India: Problems and Prospects
by the Department of Public Administration,
Mizoram University with an ISBN. Submission of
full paper after the last date will not get chance of
publication in the proceeding.
The submitted papers should be written in
English with Microsoft Word 2000 or higher
edition in Time New Roman 12 point type 1.5 lines
spacing in A4 size page set up with one inch
margin on all sides. The reference from
book/journal must be given in body text within
brackets e.g. (2013:1-2), in case the author occurs
in the running matter, or (White, 1929:77) or,
(Barnard, 2000). Page number needs to be
mentioned in case the matter is directly
qouted/cited from another source. Authors should
identify the primary sub-theme where their
abstract/paper should be placed.
The title page of the paper should contain:
a) Title of the paper, b) Name of the author (s) with
professional
affiliations,
c)
Address
for
correspondence, d) E-mail id and contact number.
Accommodation and TA
For outstation participants, accommodation
will be arranged from 4th evening to 7th morning at
the University Guest House/Tourist Lodge, State
Government. Due to financial constraint, outstation
paper presenters are encouraged to arrange
financial support for their TA from their parent
institutions/ organisations.

Aizawl, capital of Mizoram is linked with
the rest of the country by Air, Rail and Road
Transport. By Air-- Lengpui Airport which is 1

GOVERNANCE IN INDIA:
PROBLEMS AND PROSPECTS

It is well known that Public administration
is an essential link between citizens and
governments. Over the past five decades, its
practice and conceptual terrain have undergone
different phases, namely, traditional public
administration, public management, new public
management, and, most recently, governance.
Governance means a system of values, policies,
and institutions by which a society manages its
economic, social, and political affairs through
interactions within and among the state, civil
society and private sector. It comprises the
mechanisms and processes for citizens and groups
to articulate their interests, mediate their
differences, and exercise their legal rights and
obligations. It is the rules, institutions, and
practices that set limits and provide incentives for
individuals, organizations and firms (UNDP 2000).
Although governance is one fabric, for the sake of
analysis and entry points for action, it can be
divided into three dimensions. Political governance
means the range of processes through which a
society reaches consensus and implements
regulations, human rights, laws, and policies.
Economic governance is the architecture for
national and international economic activities,
including processes to manage the production of
goods and services and to marshal and protect
natural, fiscal, and human resources. Social
governance is the set of norms, values, and beliefs
that guides society decisions and behaviors. Each
dimension of governance affects and interacts with
the other two dimensions for most effective
outcome. In order to have better and effective
governance, the country of India has been adopting
certain number of systems at the national, state and
local levels in the field of economics, political and
social aspects in the interest of its citizen.
Keeping in view of the above points, there
is a need to have interaction between the scholars
and administrators through a proper plat form.
Therefore, interested scholars within and outside
the country are invited to write research papers on
the following Sub-Themes of the proposed
International Seminar:

Aim and Objectives of the Seminar
1. To bring about discussions and deliberations
among the academicians and practitioners on
the present topic.
2. To scrutinise and examine public governance in
India and suggest new innovation for good
governance.
3. To chalk out a workable plan of action for the
various stakeholders in the governance of the
people.
4. To encourage research on issues of governance,
state affairs and challenges therefrom.
