HARFORD COMMUNITY COLLEGE Minutes of Open Meeting April 14, 2015 The Board of Trustees of Harford Community College met on Tuesday, April 14, 2015, at 6:00 p.m. in the Chesapeake Center Board Room. The following is noted for the record: The business of the Harford Community College Board of Trustees, as empowered by Maryland law, is to oversee all personnel, programs and facilities. The Board employs its president to implement and to interpret its policies. The Board directs the president to establish guidelines, procedures, and practices that flow from and support the policies of the Board of Trustees as contained in the Board Manual for By-laws and Policies. The Board meets the second Tuesday each month (except July) to consider and transact public business. II. ROLL CALL C. Sherman called the roll. Quorum was present. III. CONSENT AGENDA By consensus the Board approved the consent agenda. Items included: Agenda of the 04/14/15 meeting Minutes of the 03/10/15 regular session IV. PUBLIC COMMENT There was no public comment. Board of Trustees 04/14/15 V. Page 2 BOARD REPORTS A. Chair’s Report J. Valdes announced upcoming events: April 16 – Scholarship Reception – 4:30 p.m. April 24 – Board of Trustees Work Session – 9:00 a.m. May 12 o Employee Service Recognition/Retirement Celebration – 4:00 p.m. o Board of Trustees Meeting – 6 p.m. May 19 – Nurse Pinning – 6:30 p.m. May 21 – Commencement – 6 p.m. (Trustees to arrive at 5 p.m.) May 29 – Trustee Day – 10 a.m. J. Valdes also commented on the grand opening celebration for Darlington Hall and he congratulated D. Golladay and college staff for the impressive ceremony. B. Finance and Audit Committee Report R. Norling reported the Finance and Audit Committee met on April 3 and reviewed the financial reports. It is expected that the transfer of funds from the fund balance will be less that originally budgeted. The committee also received an update on potential design changes to the college’s health care plan. R. Norling also announced that the County Executive will present his FY 2016 budget recommendation to the County Council. It includes an additional $300,000 for Harford Community College. The FY 2016 state budget includes restoration of about $174,000 from the mid-year reduction. C. VI. Member Reports No reports. PRESIDENT’S REPORT C. Program Presentation – Harford County Public Schools/Harford Community College (out of sequence) Mrs. Barbara Canavan, Superintendent of Harford County Public Schools, and Mr. Joseph Schmitz, Executive Director Middle/High School Performance, discussed the educational partnerships between Harford County Public Schools (HCPS) and Harford Community College (HCC). Ms. Canavan commended D. Golladay and the Harford Community College leadership team for their work partnering with HCPS. Both she and Mr. Schmitz commented on the HCPS/HCC quarterly leadership team meetings which enable the organizations to keep abreast of matters of mutual interest. Mr. Schmitz discussed five key areas of collaboration: student and parent outreach and Board of Trustees 04/14/15 Page 3 engagement, college access and readiness, career and workforce preparation, faculty professional development, and shared use of facilities. A. Information Items The Board information packet included a report on the president’s meetings and activities over the last month. D. Golladay noted specifically: Successes in athletics: o Harford head tennis coach George Budelis earned his 200th career victory on March 15. o Freshmen pitchers Desi Joines and Katie Shultz were the stars of the best home opener in school history on March 14 as the Harford softball team (2-1) defeated Cayuga (0-2), 9-0 and 9-1. o The Harford baseball team had an amazing seven-day stretch the week of March 9. The Fighting Owls went 11-1 and currently lead the nation in hitting (.385), slugging (.692), and on-base percentage (.523). Academic highlights: o HCC completed its first Mid-Atlantic Collegiate Cyber Defense Challenge 2015 Virtual Qualifiers on March 7 with five students from HCC’s Cybersecurity and Information Assurance program. Madrice Guy, cybersecurity and information assurance faculty, is the College’s team advisor. o The Maryland State Department of Education selected Harford’s Assurance and Cybersecurity Degree Program to receive the 2015 Career and Technology Education Outstanding Postsecondary Career and Technology Education Program of Excellence award. o The Harford Community College Destination Imagination (DI) Team placed third at the regional tournament on March 14. They will compete in the state tournament in April. B. Introduction of New Employees New employees, Kevin Grimm, maintenance technician II, and John Varley, application developer; were introduced to the Board. D. Enrollment Report D. Golladay reviewed the credit enrollment dashboards for Summer and Fall 2105. As of the date of the report, summer FTE is at 67% of the strategic enrollment management goal and fall FTE is at 30% of the strategic enrollment management goal. E. Capital Projects Update R. Johnson shared information on capital projects: Susquehanna Center roof project is completed. Board of Trustees 04/14/15 VII. Page 4 Work on Hickory Center continues. Concrete for the main floor will be poured on April 16. The building is expected to be turned over to the College in early July. ACTION ITEMS A. New Program: AA – Communication Studies A. Haggray, vice president for academic affairs, and K. Hathaway, dean for humanities, discuss a proposed new Communication Studies Associate of Arts degree. The degree supports the career goals of students who wish to work in business, human resources, public administration or other fields requiring strong verbal and written communication skills, effective interpersonal interactions, decision-making and problem solving. The Communication Studies AA degree was developed in partnership with Towson University. Students will be able to complete their associate degree at Harford Community College and transfer for the last two years of a four-year Communication Studies program to Towson University or other four-year institutions. Motion was made by B. Stover, seconded by B. Kelly: The Board of Trustees of Harford Community College approves the new program Associate of Arts – Communication Studies. Vote: Unanimously adopted. B. Contract Authorization: Grandstand and Pressbox for the New Synthetic Turf Baseball Field In October 2013, Greene Construction Company constructed a new artificial turf baseball field. The project included a sub-base with sediment control measures, soil removal and disposal, excavation and refill, grading, installation of field subdrainage, electrical conduit and wiring, storm drain piping, dugouts, base stone, synthetic turf with field striping and logo, fencing, lighting, and brick veneer backstop. As part of the design for this project, Frederick Ward Associates used Southern Bleacher as the basis for the grandstand. The grandstand and pressbox were quoted as an option by Greene Construction at $281,610. Funding would not allow the College to add the option at that time. However, since the entire area would be re-asphalted, it was agreed to install the concrete support structures knowing that the grandstand and pressbox would come later. Not doing the work at that time would create significant damage later. The support structures were installed to support the originally designed Southern Bleacher system at a cost of $45,000. Board of Trustees 04/14/15 Page 5 The Greene Construction option price quoted in 2013 was $281,610 using Grandstand Design Enterprises, from Annapolis Maryland, as the authorized distributor for Southern Bleacher. With the support structures already completed, a proposal was received directly from Grandstand Design Enterprises to furnish and install the complete system for $195,000. Funds have been identified through one-time funds from auxiliary sources and athletic department savings for the project. Motion was made by D. Carey, seconded by J. McCauley: The Board of Trustees of Harford Community College approves the award of a contract to Grandstand Design Enterprises of Annapolis, Maryland, for the construction of a complete grandstand and pressbox at the new synthetic turf baseball field at a firm cost of $195,000. The installation will be completed in approximately two months after award. Vote: Unanimously adopted. VIII. PERSONNEL A. Personnel Update Staffing changes are reported to the Board as an information item. The Board approves personnel activity related to administrators and tenure-track faculty. Policies – Alcohol Each month the Board reviews a policy to reaffirm currency as written or to identify changes/revisions that need to be made. Currently, there is a Board policy on Drug Abuse Prevention and Drug-Free Workplace and another policy on Alcohol, however, there were no procedures for these policies. Recently, human resources staff reviewed the policies and established a Drug and Alcohol procedure. As the procedures were developed, some changes to the Board Alcohol policy were noted. These proposed revisions were discussed with and Board of Trustees 04/14/15 Page 6 supported by College counsel. The new wording for the policy is more precise and provides more flexibility. The current policy with proposed changes follows (underlines indicate new text; strikeouts indicate text to be removed): It is the policy of Harford Community College that the college is committed to providing a safe and healthy workplace. While the College generally prohibits employees from consuming alcoholic beverages in the course of business, responsible consumption of alcoholic beverages may be permitted at wellness and personal responsibility in the use of alcoholic beverages and limits the consumption of alcoholic beverages to receptions and other occasions generally associated with cultural events and corporate sponsorships. events associated with cultural and corporate sponsorship primarily intended for employees, community or business patronage. Further, use, possession or consumption of alcoholic beverages is prohibited at student events on or off campus that are organized or sponsored by college College personnel or its agents. Motion was made by B. Stover, seconded by B. Kelly: The Board of Trustees of Harford Community College approves revision to the Alcohol policy as presented. Vote: Unanimously adopted. Policies – Pets on Campus After several years of a dog prohibition on campus, the College administration feels that it is time to reevaluate that ban and allow dog owners to once again visit the campus with their canine companions. Dogs are considered personal property in the State of Maryland and this revised policy would in no way relieve the owners from controlling their dogs at all times. Further, it would be expected and required that all owners would be responsible for any clean up. The privilege would extend to the entire campus with the exception of buildings, offices, laboratories and athletic fields. Vote: Eight voted in favor of the motion; one opposed the motion; motion was adopted. Valdes asked for a motion to go into closed session to discuss a personnel matter. In accordance with State Government Article 10-508(a)(1)(i) and (ii) of the Annotated Code of Maryland, closed sessions permitted, motion was made by B. Kelly, seconded by J. McCauley to move into closed session to discuss a personnel matters. Nine voted in favor of the motion; no one opposed the motion; motion adopted. At 7:00 p.m. the Board moved into closed session.
