A JK-6 boundary review process for Edward Johnson PS was approved by Trustees on November 22, 2011. Report #1 outlined the proposed process, a timeline, communication plan and the composition of the Staff Boundary Review Committee (Staff Committee). The Staff Committee has since held four meetings. Through the Staff Committee’s discussions, Edward Johnson PS FI enrolment projections were shared and possible JK-6 FI boundary scenarios were developed and evaluated. This information is compiled in Report #2, including the Staff Committee’s recommended boundary scenario for Edward Johnson PS, effective September 2012. ISSUE In accordance with the School Boundary Review Procedures Manual (320-A), Report #2 is to provide: a) Alternative scenarios to address the accommodation issues; b) Staff analysis of the alternative scenarios developed; c) A list of recommended options including justification for the recommendations; d) The proposed timeline for implementation of the Boundary changes; and e) A communication plan. RECOMMENDATIONS 1. THAT memo PLN:11-25 entitled “Edward Johnson JK-6 FI Boundary Review – Report #2” be received as information. RATIONALE See attached report “Edward Johnson JK-6 FI Boundary Review – Report #2”. EDWARD JOHNSON JK-6 FI BOUNDARY REVIEW Report #2 Presented to the Business Operations Committee Upper Grand District School Board December 13, 2011 Edward Johnson PS JK-6 FI Boundary Review – Report #2 1.0 INTRODUCTION 1.1 Background The Edward Johnson FI Boundary Review Report #1 was brought to Trustees at the Business Operations Committee on November 8, 2011. A JK-6 boundary review process for Edward Johnson PS was approved by Trustees on November 22, 2011. Report #1 outlined the proposed process, a timeline, communication plan and the composition of the Staff Boundary Review Committee (Staff Committee). The Staff Committee followed the goals, objectives and constraints of the review which were approved by the Board in Report #1 and discussed several possible boundary scenarios. The committee continues to take into account all correspondence being received via the Board’s website for this review. The Staff Committee met with local Trustees on November 29, 2011 to share the information discussed to date and to gather input prior to the completion of Report #2. The boundary change scenarios presented herein were assessed against the draft goals and objectives outlined in Report #1, PLN: 11-25 as follows: GOALS, OBJECTIVES & CONSTRAINTS MATRIX GOALS 1. To create a sustainable JK-6 FI program at Edward Johnson PS. 1.2 OBJECTIVES CONSTRAINTS 1. Alleviate the enrolment pressure at Edward Johnson PS for the 2012 school year and beyond. 1. The Edward Johnson PS building size is not adequate to accommodate the projected number of students in the future. 2. Develop a boundary that will create a sustainable JK-6 FI program at Edward Johnson PS. 3. Establish the attendance area/program boundary in time to properly inform parents and allow sufficient time to staff for the 2012/13 school year. 2. The staffing process for the 2012/13 school year is to take place by February 2012. Upper Grand District School Board Page 1 December 13, 2011 Edward Johnson PS JK-6 FI Boundary Review – Report #2 2.0 ENROLMENT BACKGROUND The current capacity of Edward Johnson PS is approximately 280 pupil places, however, the planned capital capacity in 2013, including a 4 to 6 classroom independent pak is 363-409 pupil places. The current enrolment of Edward Johnson PS is approximately 390 students. This enrolment does not include Full Day Kindergarten (FDK) which will not be in effect at Edward Johnson PS until 2013. The enrolment of Edward Johnson PS has increased significantly over the last several years. The increase is due, in part, to the pace of residential growth which has occurred in East Guelph during the past 10 years, and due to increasing numbers of Junior Kindergarten students enrolling in the FI program. The following series of graphs is presented to illustrate the enrolment trends experienced at Edward Johnson PS which demonstrate the anticipated future accommodation pressures faced if no boundary changes are made. Graph 1 and Table 1 show the size of the FI Grade 1 classes at Edward Johnson PS since 2001. The gradual increase in the class size over the last 10 years is evident. For 2011/12, the increase in the class size is also the result of the addition of Tytler area FI students. The Tytler FI students have been identified separately in the table for both 2011 and 2012 to make more apparent how the enrolment has increased within the school’s historic boundary. The enrolment in 2012 is a projection and is based on actual October 31, 2011 Senior Kindergarten students registered at Edward Johnson PS adjusted for attrition. The historic average attrition rate is 5% for this grade at this school. Graph1&Table1 Upper Grand District School Board Page 2 December 13, 2011 Edward Johnson PS JK-6 FI Boundary Review – Report #2 Further evidence of the increasing enrolment pressure at Edward Johnson PS is shown in Graph 2 and Table 2 which illustrate the enrolment by grade. There are higher enrolments in JK-2 in comparison to grades 3-6. With such an enrolment trend (i.e. fewer # of students graduating out than coming in) the school’s enrolment is going to increase year over year. Although the decline in grades 3-6 could be due in part to attrition in the FI program, the predominant factor driving enrolment growth is the Kindergarten class sizes that historically averaged 40-50 students which have been replaced by class sizes in the range of 60-80 students. Graph 2 & Table 2 The current enrolment of Edward Johnson PS is approximately 390 students. This enrolment does not include FDK which will not be in effect at Edward Johnson PS until 2013. In 2012/2013, enrolment at the school is projected to increase by approximately 40-50 students. This growth will put additional strain on the school facility. Further, the school will be undergoing construction in 2012/13 to implement FDK for 2013/14 school year which will increase the pressure at Edward Johnson PS. By 2013 when the school receives FDK, the school is projected to be overcapacity by approximately 300 students based on the current capacity of the school (280). The enrolment of Edward Johnson PS is projected to be approximately 700 students by 2020. Graph 3 reflects the French Immersion enrolment for Edward Johnson PS under the current boundary condition (see Appendix 1). In order to reflect historic practice for Ministry reporting of enrolment, for 2011 and 2012 Kindergarten students are counted as half time and from 2013 to 2020, Kindergarten students are calculated as full time. For comparison purposes, Kindergarten student enrolment in 2011 and 2012 calculated as full time is also provided and illustrated by the lightly shaded additions to the 2011 and 2012 bars on Graph 3. These same aspects formed the basis of the discussions of the Edward Johnson PS Staff Committee. The facts were as follows: x the reconstructed Laurine Ave PS will be a JK-8 RT school; and x the Centre Guelph FI Accommodation Review contemplated a JK-8 FI centre in North Guelph. Further, Staff has made the following assumptions: x King George PS will be a JK-8 FI centre planned to open in September 2014; and x Stockford school will be a RT school planned to open in September 2014. Upper Grand District School Board Page 4 December 13, 2011 Edward Johnson PS JK-6 FI Boundary Review – Report #2 There were some additional assumptions made during the course of brainstorming scenarios. x It was assumed that the students residing in East Guelph not included in the Edward Johnson PS JK-6 boundary would be reassigned to King George PS and remain. x FDK will be established at King George PS in September 2012. 3.2 Reassignment of East Wellington FI students The growth pressures being experienced in East Guelph which have impacted the enrolment at Edward Johnson PS have led the Staff Committee to consider the reassignment of JK-6 FI students from East Wellington. For the purposes of these discussions, East Wellington is defined as all students/households generally east of Jones Baseline and includes the communities of Rockwood, Eden Mills and Everton. Currently, there are approximately 40-50 JK-6 FI students from East Wellington coming to an overcrowded Edward Johnson PS. There is an underutilization of schools in the Erin Elementary Review Area. This is illustrated in Appendix 2 which was referred to in the memo CP: 11-12 “UGDSB-Full Day Kindergarten, Capital Plan”. The Staff Committee would prefer to reassign these East Wellington FI students from Edward Johnson PS to Brisbane PS to aid in accomplishing the following: x reduce pressure on the FI enrolment situation in East Guelph; x accommodate 7/8 FI students in North Guelph (currently at John McCrae PS); x provide capacity to relieve overcrowding in other FI schools in Guelph; x better utilize existing school capacity in the Erin Elementary Review Area. The Wellington-Dufferin Student Transportation Services staff has advised that the average travel time (approx. 60 minutes maximum) for students who reside in East Wellington is similar to Brisbane PS or Edward Johnson PS. It would be Staff’s view that JK-4 FI students attending Edward Johnson PS in 2011/12 would attend Brisbane PS in September 2012 and Erin PS and Erin DHS for Grades 7-12. The formal reassignment of the East Wellington Grade 7-12 FI students to Erin PS and Erin DHS may be confirmed via the King George PS boundary review subject to Trustee approval by 2014. Grade 5 and 6 students currently attending Edward Johnson PS in 2011/12 would continue to follow the established path to John McCrae PS and John F. Ross SS. Students currently attending John McCrae PS and John F. Ross SS would continue to attend schools in Guelph. 3.3 Maintenance of Regular Track Boundaries Historically the Board has attempted to maintain consistency between the RT and FI boundaries to simplify the identification of home schools. The availability of the Find My School Transportation application makes this consideration redundant. In addition, this has posed a constraint to creating a sustainable boundary. Therefore the Staff Committee determined that maintaining consistency between the RT and FI boundaries was no longer necessary. Upper Grand District School Board Page 5 December 13, 2011 Edward Johnson PS JK-6 FI Boundary Review – Report #2 4.0 EDWARD JOHNSON JK-6 FI BOUNDARY SCENARIOS The Staff Committee has met on several occasions and explored approximately eight scenarios. The scenarios evaluated by the Staff Committee were developed within the context of the goals, objectives and constraints noted in Section 1.1. Of these eight scenarios, three are discussed herein. 4.1 Scenario A – Staff’s Preferred Scenario The boundary for Scenario A utilizes the main roads Eramosa Rd, Victoria Rd, Grange Rd, Starwood Dr and Watson Rd as the dividing lines between Edward Johnson PS and King George PS. Scenario A reflects the following: x x x x x neighbourhoods within walking distance to Edward Johnson PS are maintained within its proposed boundary; some areas currently bussed to Edward Johnson PS are reassigned to King George PS because they are within walking distance to that school; neighbourhoods east of Watson Rd on either side of Eastview Rd are assigned to the same school; East Wellington FI students are reassigned to Brisbane PS; and Full Day Kindergarten will start at Brisbane PS and King George PS in September 2012 and Edward Johnson PS in 2013. It is Staff’s assumption that the Tytler FI students reassigned from Edward Johnson PS to King George PS in September 2012 would remain until the end of Grade 8. Grandparenting of current Tytler area FI students would be considered based on comments received from the Tytler community prior to January 6, 2012. The proposed JK-6 boundaries for Edward Johnson PS, King George PS and Brisbane PS for Scenario A are shown on Maps 1 & 2 in Appendix 5. The projected enrolment impact of these boundaries is: The Staff Committee’s analysis of the scenario concluded the following with respect to advantages: x x x x Creates a sustainable JK-6 FI boundary for Edward Johnson PS; Alleviates the enrolment pressure at Edward Johnson PS; Boundary works for King George PS and Edward Johnson PS as neighbourhood schools thereby increasing walking students; and Many new subdivisions are kept within the Edward Johnson PS boundary which will help to maintain the vitality of the FI program. Upper Grand District School Board Page 6 December 13, 2011 Edward Johnson PS JK-6 FI Boundary Review – Report #2 No significant disadvantages to this scenario were identified by the Staff Committee. Given the advantages of this scenario it is recommended as the preferred scenario by the Staff Committee. This scenario is illustrated in a similar format to Staff’s Proposed Transition Plan but with greater detail in Appendix 3. Further information on the impact of the reassignment of East Wellington JK-6 FI students to Brisbane PS is reflected in Appendix 4. 4.2 Scenario B In this scenario Eramosa Rd, Victoria Rd, Grange Rd, Watson Pkwy and Eastview Road, all main thoroughfares, form the boundaries between Edward Johnson PS and King George PS. Scenario B reflects the following: x x East Wellington FI students are reassigned to Brisbane PS; and Full Day Kindergarten will start at Brisbane PS and King George PS in September 2012 and Edward Johnson PS in 2013. It is Staff’s assumption that the Tytler FI students reassigned from Edward Johnson PS to King George PS in September 2012 would remain until the end of Grade 8. Grandparenting of current Tytler area FI students would be considered based comments received from the Tytler community prior to January 6, 2012. The proposed JK-6 boundaries for Edward Johnson PS, King George PS and Brisbane PS for Scenario B are shown on Map 3 in Appendix 5. The projected enrolment impact of these boundaries is: The Staff Committee’s analysis of the scenario concluded the following with respect to advantages: x x x Creates a sustainable JK-6 FI enrolment for Edward Johnson PS; Alleviates the enrolment pressure at Edward Johnson PS; and Boundary works for King George PS and Edward Johnson PS as neighbourhood schools thereby increasing walking students. The Staff Committee also discussed the following disadvantages of this scenario: x x Students within walking distance to King George PS would be bussed to Edward Johnson PS; Boundary divides the community located east of Watson Rd on either side of Eastview Rd; Upper Grand District School Board Page 7 December 13, 2011 Edward Johnson PS JK-6 FI Boundary Review – Report #2 x x Not enough future residential development within Edward Johnson PS boundary to ensure sustainability; Enrolment balance between King George PS and Edward Johnson PS is weighted too heavily towards King George PS and not enough to Edward Johnson PS. As a result of the Staff Committee discussions about the disadvantages of Scenario B, it was determined that Scenario B is not a viable option. 4.3 Scenario C The boundary established in this scenario for Edward Johnson PS attempted to maintain whole RT school boundaries rather than splitting these boundaries. Scenario C reflects the following: x East Wellington FI students are reassigned to Brisbane PS; x Full Day Kindergarten will start at Brisbane PS and King George PS in September 2012 and Edward Johnson PS in 2013; and x the Tytler FI area remained at Edward Johnson PS. The proposed JK-6 boundaries for Edward Johnson PS, King George PS and Brisbane PS are shown on Map 4 in Appendix 5. The projected enrolment impact of these boundaries is: The Staff Committee determined that this scenario did not meet the goals and objectives of the boundary review outlined in Section 1.1. The disadvantages of this scenario discussed by the Staff Committee were: x x x the boundary east of Victoria Rd is awkward and doesn’t follow a main road (i.e. Grange Rd); Edward Johnson PS does not work as a neighbourhood school for the Tytler area (King George PS is closer); and the boundary for Edward Johnson PS includes some bussed areas which would fall within walking distance to King George PS. As a result of these disadvantages the Staff Committee determined that Scenario C is not a viable option. Upper Grand District School Board Page 8 December 13, 2011 Edward Johnson PS JK-6 FI Boundary Review – Report #2 5.0 IMPLEMENTATION TIMELINES The Staff Committee discussed the boundary change implementation timelines and proposes the following: x That those East Wellington JK-4 FI students attending Edward Johnson PS in 2011/12 would attend Brisbane PS in September 2012 and Erin PS and Erin DHS for Grades 7-12. x East Wellington Grade 5 students attending Edward Johnson PS in 2011/12 would attend Edward Johnson PS for Grade 6 and continue to follow the established path to John McCrae PS and John F. Ross SS. If preferred, students may choose to move to Brisbane PS effective September 2012 for Grade 6 and continue to Erin PS and Erin DHS. x East Guelph JK-4 FI students attending Edward Johnson PS in 2011/12 and not within the new Edward Johnson PS boundary would attend King George PS in September 2012, remain at King George PS until Grade 8 and continue to John F. Ross for 9-12. x East Guelph Grade 5 students attending Edward Johnson PS in 2011/12 who would attend King George PS in September 2012 will be grandparented at Edward Johnson PS for Grade 6 and continue to John McCrae PS and John F. Ross SS for Grades 7-12. x Consideration be given to input from the parents of Tytler FI students currently registered at Edward Johnson PS prior to January 6, 2012 on grandparenting suggestions to assist with the Final Boundary Review Report. x That a boundary review of King George PS (JK-8 FI) be initiated by Staff no later than the Fall of 2013. 6.0 COMMUNICATION PLAN This Communications Plan focuses on giving the public an opportunity to be fully informed of the scenarios, and to continue to provide input to the Staff Boundary Review Committee. The following will be implemented for its release on December 13 and up to January 17, 2012 when the final report comes to the Board (Business Operations Committee). x A letter will be sent home to parents and guardians of students, informing them of the Report and to solicit attendance at the Public Information Session. x A media release will be sent to newspapers, radio and TV stations. x A news brief will be sent, targeted towards newspapers serving the Rockwood area. x Report # 2 will be posted on the Board’s website on Friday December 9, 2011. Web pages in the Planning Department section of the Board website will be updated to include the contents of the report, links to the previous report, memos and other documents as required. Information on delegation opportunities will be highlighted with a link to the webpage containing delegation requirements. Members of the public will continue to be reminded that their comments may be shared on the Board’s website, without attribution, if the author selects that option.
