The Staff Boundary Review Committee was guided by these principles and a series of facts and assumptions pertaining to the delivery of program, the FDK Capital Plan, and the need to ensure that FI school capacity in Guelph is available for City of Guelph students. A consistent component of all the scenarios contemplated by Staff was the reassignment of JK‐6 FI students from East Wellington to East Wellington schools. GOALS
1. To create a sustainable JK-6 FI
program at Edward Johnson PS.

Report #2 was presented to Trustees on December 13, 2011. A Public Information Session was held on December 15, 2011. Additional feedback has been received via the Board’s website and delegations have appeared before Trustees responding to Staff’s preferred scenario and have presented an alternative scenario for consideration. 1
ISSUE In accordance with the School Boundary Review Procedures Manual (320‐A), Report #3 is to provide: a) A summary of information contained in the First and Second Boundary Review Reports; b) A summary of input received from the public; c) Final staff recommendation(s) and justification for the recommended Boundary Change(s); d) A critical path resolution of the identified accommodation issue; and e) A communication plan. RECOMMENDATIONS 1. That the report attached to memo PLN: 12‐03 “Edward Johnson JK‐6 FI Boundary Review – Report #3” be received. 2. That the Board approve: a) Scenario A as described in Section 3.1 of PLN:12‐03 “Edward Johnson JK‐6 FI Boundary Review – Report #3”and the boundaries as presented on Maps 1 and 2 contained in Appendix 4; OR b) Scenario A Modified as described in Section 3.2 of PLN: 12‐03 “Edward Johnson JK‐6 FI Boundary Review – Report #3”and the boundaries as presented on Maps 3 and 4 contained in Appendix 4. 3. That the Board approve the Implementation Plan as articulated in Section 3.3 of PLN: 12‐03 “Edward Johnson JK‐6 FI Boundary Review – Report #3” which is further illustrated by the flow diagrams contained in Appendix 5. 4. 1.0
INTRODUCTION 1.1 Background A JK‐6 boundary review process for Edward Johnson PS was approved by Trustees on November 22, 2011. The purpose of this review was to address the enrolment issues at Edward Johnson PS through the establishment of a sustainable school boundary. The enrolment of Edward Johnson PS has increased significantly over the last several years. The increase is due, in part, to the pace of residential growth which has occurred in East Guelph during the past 10 years, and due to increasing numbers of Junior Kindergarten students enrolling in the FI program. The following bar chart compares the projected total Guelph FI enrolment to the FI capacity proposed in the FDK Capital Plan. The number of FI students projected in Guelph clearly exceeds the planned FI capacity in Guelph. Chart 1 – Comparison of Projected Guelph FI Enrolment to Capacity in FDK Capital Plan 3000

At the same time as FI enrolment has been increasing in East Guelph, enrolment has been increasing in other areas of the City. Although additional capacity will be constructed in East and South Guelph under the FDK Capital Plan, capacity in East Guelph must be available in order to accommodate FI students currently in schools in other areas in Guelph to address overcrowding in those areas (eg. there are Grade 7/8 FI students living north of the river currently holding at John McCrae PS until there is an appropriate 7/8 FI program north of the river). The conclusion of the Staff Boundary Review Committee was that FI school capacity in Guelph is necessary for City of Guelph students. Therefore, a consistent component of all the scenarios contemplated by Staff was the reassignment of JK‐6 FI students from East Wellington to East Upper Grand District School Board

Wellington schools. Currently, there are approximately 40‐50 JK‐6 FI students from East Wellington being transported into Guelph to an overcrowded Edward Johnson PS. While not directly related to the boundary review, it should be noted that in East Guelph it is also necessary to protect capacity in King George PS to provide holding space for students from Laurine Ave PS during construction and Ken Danby students requiring accommodation during the construction of the Lee Street (Stockford) school. Report #2 which was presented to Trustees on December 13, 2011 described a series of facts and assumptions which also formed the framework for the review of alternative boundaries for Edward Johnson PS. The facts considered by the Staff Boundary Review Committee were as follows: •

the reconstructed Laurine Ave PS will be a JK‐8 RT school; and the Centre Guelph FI Accommodation Review contemplated a JK‐8 FI centre in North Guelph; FDK will be implemented at Edward Johnson PS in 2013. •
Further, Staff made the following assumptions: • King George PS will become a JK‐7 FI centre in September 2014 and JK‐8 FI in 2015. • Lee Street (Stockford) school will be a RT school planned to open in September 2014. • Students residing in East Guelph not included in the Edward Johnson PS JK‐6 boundary would be reassigned to King George PS and remain. • FDK will be established at King George PS in September 2012. • There was no need to ensure consistency between RT and FI boundaries. The reassignment of East Wellington FI students from Edward Johnson PS to Brisbane PS would aid in accomplishing the following: •

reduce pressure on the FI enrolment situation in East Guelph; accommodate 7/8 FI students in North Guelph at King George PS who currently attend John McCrae PS; provide capacity to relieve overcrowding in other FI schools in Guelph; better utilize existing school capacity in the East Wellington schools. INPUT RECEIVED A Public Information Session was held on December 15, 2011 at Edward Johnson PS to inform the broader community about the boundary review and to present Scenario A. Notices of the Public Information Session were sent home with students in the study area as well as published in the local newspapers and on the Board’s website. The summary of discussion that occurred at the Public Information Session is attached as Appendix 1. Upper Grand District School Board

Staff also received comments and suggestions via submissions made through the Board’s website. This information remains accessible on the Board’s website at www.ugdsb.on.ca. Comments received via the Board’s website have been reviewed by staff and several themes have emerged from various groups which are summarized in Table 1: Table 1 ‐ Summary of Comments CONCERN COMMENT Tytler Community Students being moved again. Staff is suggesting that this community be provided with an alternative that would allow students in the Tytler area the option of remaining at Edward Johnson until June 2014. Effective September 2014 all Tytler area FI students would attend King George where they would remain until Gr 8. Desire for students to either be returned to John McCrae PS or remain at Edward Johnson PS. Moving back to John McCrae PS for September 2012 is not feasible. A limit on the maximum number of portables on site does not allow for additional enrolment at John McCrae PS beyond the enrolment forecasted from within its current boundary within the next 2 years. Grandparenting of students at Edward Johnson PS be offered. Staff is suggesting that this community be provided with an alternative that would allow FI students in the Tytler area the option of remaining at Edward Johnson until June 2014. Effective September 2014 all Tytler area FI students would attend King George where they would remain until Gr 8. Current Gr 5 students who reside within the new King George PS boundary will complete their final year at Edward Johnson PS in 2012/13. Social/Emotional impact of changes on students. Staff acknowledges that concerns have been raised about the transition of children and understand that change can be difficult for some students. Parents and schools will need to work together to ensure the necessary supports are in place to address individual needs. East Wellington Community Longer distance and travel time on bus to Erin vs. Guelph. Upper Grand District School Board
Wellington‐Dufferin Student Transportation Services has provided the Staff Boundary Review Committee with information indicating that although the distance to Brisbane from the East Wellington area (primarily Rockwood) is further as compared to Guelph, the actual travel time spent on a bus would be comparable. Appendix 2 provides additional detail comparing distance and travel time to Brisbane PS and Erin PS. January 17, 2012

CONCERN COMMENT If reassigned from Edward Johnson PS, prefer to be reassigned to either King George PS (first) or alternatively to another Guelph FI school. The suggestion from Staff is that East Wellington FI students be granted an exception to the Out of Area Policy to allow them to attend King George until June 2014, without the provision of Board supplied transportation. For the 2012/13 and 2013/14 school years families may apply annually for Out of Area permission. Families may choose to have their children attend Rockwood Centennial PS if Brisbane PS/Erin PS is the approved option. Staff has considered the possibility that parents may choose to have their children attend Rockwood Centennial. Staff acknowledge that this has the potential to increase enrolment pressure at that school, however, will address that change should it develop. Grandparenting of students at Edward Johnson PS be offered. If families choose to stay in Guelph in 2012/13, current Grade 5 students will be grandparented at Edward Johnson PS. Splitting of siblings if families opt for older siblings to finish Gr 5 at Edward Johnson PS. Grandparenting of students entering their final year at a school is historical practice of the Board when schools undergo boundary changes. Staff does not propose that grandparenting be expanded beyond students in Gr 5 to include siblings. Families orient themselves towards Guelph (i.e. work location, extra‐curricular activities, daycare, medical care). Individual families’ choices related to work location, extra‐
curricular activities etc. are respected but were not considerations of the boundary review process. The families choices may lead to the request for Out of Area permission while the families plan for the future. Erin FI Community Board's commitment to review Erin DHS FI program post 2009. A committee was struck in the Spring 2010 in response to Board motion of Feb 23, 2010 to examine Secondary French Immersion opportunities. A report was completed entitled “Secondary French Immersion in the Upper Grand District School” dated May 25, 2010. Over the last 2 years, a number of French opportunities have been provided to secondary FI students. Erin DHS has seen an increase in FI enrolment and has created a brochure about their program. The staff have also proposed a new FI course offering for the 2012/13 year in the area of communication technology. Upper Grand District School Board

2.1 East Wellington Parent Scenario A group of East Wellington area FI parents presented an alternative scenario to the Board on December 20, 2011 (Appendix 3). The Parents’ Scenario would see East Wellington FI students from Edward Johnson PS be reassigned to King George PS. The Parents identify the following advantages to their scenario: • ensures that the East Wellington FI students are moved as a whole to King George PS avoiding a potential split between programs in Erin and Guelph; • ensures that East Wellington students would attend secondary school in Guelph; • allows East Wellington Students the ability to participate in extra‐curricular activities in Guelph; • facilitates parental involvement in the school. Staff appreciates the effort that the East Wellington parents put into the development of an alternative scenario. Staff has reviewed the scenario in detail and acknowledges that there would be adequate capacity at King George PS to accommodate the East Wellington FI students for the next 2 years. However, the Parents’ Scenario does not resolve the bigger picture concerns that exist related to the ability of the Board to accommodate all FI students in Guelph once FDK is fully implemented (2014). In response to the concerns of the East Wellington parents, Staff is proposing an implementation plan which grandparents Grade 5 FI students from East Wellington for their final year at Edward Johnson PS. Furthermore, Staff proposes that East Wellington JK‐4 FI students be granted an exception to the Out of Boundary Policy 501 to allow students to attend King George PS until June 2014. Families would be required to apply annually for this Out of Boundary permission, which will be granted for the 2012/13 and 2013/14 school years without Board supplied student transportation. 3.0
EDWARD JOHNSON JK‐6 FI BOUNDARY SCENARIO Report #2 presented Staff’s preferred scenario – Scenario A and two others developed by the Staff Boundary Review Committee. At the Public Information Session Scenario A was presented to the public for information and input. 3.1 Scenario A As outlined in Report #2, the boundary for Scenario A utilizes the main roads Eramosa Rd., Victoria Rd., Grange Rd., Starwood Dr. and Watson Rd. as the dividing lines between Edward Johnson PS and King George PS. Scenario A reflects the following: •

neighbourhoods within walking distance to Edward Johnson PS are maintained within its proposed boundary; some areas currently bussed to Edward Johnson PS are reassigned to King George PS because they are within walking distance to that school; Upper Grand District School Board

neighbourhoods east of Watson Rd on either side of Eastview Rd. are assigned to the same school; East Wellington FI students are reassigned to Brisbane PS and Erin PS; Full Day Kindergarten will start at Brisbane PS and King George PS in September 2012 and Edward Johnson PS in 2013; Tytler area FI students reassigned from Edward Johnson PS to King George PS in September 2012 would remain until the end of Grade 8. In Report #2 it was acknowledged that Staff would consider grandparenting options for existing Tytler area FI students. Section 3.3 of this report provides additional detail on how these students will be accommodated. The proposed JK‐6 FI boundaries for Edward Johnson PS, King George PS and Brisbane PS for Scenario A are shown on Maps 1 & 2 in Appendix 4. 3.2 Scenario A Modified Subsequent to the December 15, 2011 Public Information Session, the Staff Boundary Review Committee discussed a modification to Scenario A. This adjustment realigns the boundary for Edward Johnson PS slightly to decrease the projected enrolment to within the planned capacity, as illustrated on Table 2. In Scenario A the areas south of Grange Rd. and east of Starwood Dr. remained in the Edward Johnson PS boundary. As a result of this change, all residential areas located south of Grange Rd. to the easterly limit of the City of Guelph would be assigned to King George PS. The proposed JK‐6 FI boundaries for Edward Johnson PS, King George PS and Brisbane PS for Scenario A Modified are shown on Maps 3 & 4 in Appendix 4. East Guelph students not within new Edward Johnson PS boundary: • East Guelph JK‐4 FI students attending Edward Johnson PS in 2011/12 and not within the new Edward Johnson PS boundary would attend King George PS in September 2012, remain at King George PS until Grade 8 and continue to John F. Ross SS for Grades 9‐12. •
East Guelph Grade 5 students currently attending Edward Johnson PS in 2011/12 will remain at Edward Johnson PS for Grade 6 and continue to John McCrae PS for Grades 7/8 and John F. Ross SS for Grades 9‐12. Tytler Area FI students specifically: The Staff Boundary Review Committee has recognized that a further move to King George PS is not ideal for the Tytler area FI community who were moved from John McCrae PS to Edward Johnson PS effective September 2011. However, returning to John McCrae PS is not possible in the short term, and including the Tytler area in the King George boundary is consistent with the goals and objectives established at the outset of the boundary review process and maximizes the number of students who are within walking distance. Acknowledging that this area is being moved again, consideration was given to input from the families of Tytler FI students currently registered at Edward Johnson PS on grandparenting suggestions. The Staff Boundary Review Committee has recommended the following: • That the current Grade 5 FI students from this area would be grandparented at Edward Johnson PS for Grade 6 in 2012/13; and • That current JK‐4 FI students in the Tytler area be given the option of remaining at Edward Johnson until June 2014. Effective September 2014 all Tytler area FI students would attend King George where they would remain until Grade 8. East Wellington FI students: • Those East Wellington JK‐4 FI students attending Edward Johnson PS in 2011/12 would attend Brisbane PS in September 2012 and Erin PS for Grades 7/8 and Erin DHS for Grades 9‐
12. • Current East Wellington Grade 5 FI students attending Edward Johnson PS in 2011/12 would attend Edward Johnson PS for Grade 6 and continue to follow the established path to John McCrae PS and John F. Ross SS. If preferred, students may choose to move to Brisbane PS effective September 2012 for Grade 6 and continue to Erin PS and Erin DHS. Consideration was given by Staff to the request from the East Wellington FI families to grandparent all existing students. supplied transportation. For the 2012/13 and 2013/14 school years families may apply annually for Out of Area permission. By September 2014, these same students would no longer automatically be granted Out of Area permission and it is Staff’s expectation that these students would attend the FI program in East Wellington schools. Staff would not consider daycare in the King George PS area or any extended day programs at King George during 2012/13 and 2013/14 as establishing historical childcare. COMMUNICATION PLAN The following is the communication plan: • Comments received by the Staff Boundary Review Committee up to and including January 6 (the cut‐off date) have been posted on the Board’s web pages (January 10). • Boundary Review Report # 3 will be posted on the Board’s website on Friday January 13. There will continue to be a link to the web pages for the review on the Board’s home page. These pages include the previous reports (1 and 2) as well as comments received and other background regarding the boundary review process. • Web pages in the Planning Department section will be updated to include Report #3. Although the time has passed for the community to send in comments to the Staff Boundary Review Committee, updated information on the final delegation opportunity (January 24 Board Meeting) and the delegation process are provided on the Edward Johnson Boundary Review webpage. Community members remain able to subscribe to receive any further updates. • A media release will be prepared and sent to local newspapers and radio and TV outlets. • A letter to parents and guardians of the Edward Johnson PS community will be developed to provide information on Report #3, the final delegation opportunity and the date for the final Board decision (both on January 24). • The Edward Johnson PS website will also be updated. Once the Board has made a final decision, the decision will be posted on the Board’s web pages and included in the monthly Board Highlights, and a news release. The decision will be summarized in a letter for the Edward Johnson PS parents and guardians with approved boundary maps. Upper Grand District School Board

RECOMMENDATION In either Scenario A or Scenario A Modified, the Goals and Objectives established at the outset of this boundary review process are accomplished. Both scenarios: • create a sustainable JK‐6 FI boundary for Edward Johnson PS; • alleviate the enrolment pressure at Edward Johnson PS; and • given that a boundary is approved on January 24, 2012, will establish an attendance area/program boundary in time to inform parents of the changes prior to kindergarten registration and allow for sufficient time to staff for the 2012/2013 school year. The recommended scenario(s) also maximize the number of students within a safe walking distance to both Edward Johnson PS and King George PS. Staff feels that both Scenario A and Scenario A Modified, together with the Implementation Plan have responded to the concerns expressed by both the Tytler area and East Wellington families and have provided a compromise to address their respective concerns. The advantage of Scenario A Modified is that it more closely matches the intended capacity of Edward Johnson PS. The disadvantage is that it moves more students than were identified in Report #2 or at the December 15, 2011 Public Information Session.

A: Students will have to go to Edward Johnson PS to register for King George. Their registrations will

Q: Everything seems to be based on ‘assumptions’. What does that mean? And do you have
confidence in these ‘assumptions’?
A: Some assumptions we have made are based on data and background information, but we cannot
predict what the Trustees will decide on in the end. We had to build scenarios based on something, to
move forward.
Q: There is only one East Wellington option – was Brisbane looked at as a holding school?
A: Brisbane was not considered a holding school.

A: No, all scenarios considered moving based on utilization.
Q: How long before King George PS will be an FI centre?
A: Staff have assumed based on the Centre Guelph decision that King George will become a JK-8 FI
Centre by September 2014.
Q: What is the projected numbers, by grade, for King George PS?
A: These numbers will be provided.
Q: When will the King George boundary be determined?
A: The King George PS Boundary Review will take place late 2013, to be completed before staffing in
February 2014.
Q: When the King George boundary is determined, will some students be moved back to Edward
Johnson?
A: No. Any Edward Johnson students at King George will graduate from King George.
Q: Can you guarantee Tytler students will not move again?
A: We have asked the Tytler parents what a good transition plan would be. The Edward Johnson
grade 6’s will go to King George for grades 7 and 8.
Q: How many Edward Johnson students will go to King George?
A: 135 to 160 students.
Q: In 2014 the King George FI will be 185-200 students. Will the boundary review bring in more
students?
A: This will be determined when we do the boundary review for King George. We will definitely be
looking for more grades 7 & 8. Possibly JK-6, depending on pressures.
Q: How confident are you with your numbers in Report #2?
A: We are fairly confident the numbers are accurate. There has been a definite increase in grade 1’s
at Edward Johnson, and there is definite enrolment growth in East Guelph, and also more students
are opting for the French Immersion program.

consideration for the feelings of the East Wellington students.
Q: You have made a lot of assumptions, what will happen if the 40 or 50 Rockwood FI students
decide to go to Rockwood Centennial?
A: We will decide what to do when it happens.
Q: One of the disadvantages in Scenario C is that Edward Johnson does not work as a
neighbourhood school for the Tytler students. It seems like priority is being given to non existing
students in areas that are not built yet.
A: Staff are trying to capture some new subdivisions in the Edward Johnson boundary to keep it
sustainable.
Q: When does the Ministry of Education expect Full Day Kindergarten (FDK) to be in place?
A: By the beginning of the 2014 school year.
C: It seems like the underlying issue is FDK. Why not delay implementation? It seems like this is more
about utilization than students.
C: Has anyone considered the psycho/social impact on the children being moved? This part has not
been made clear. Why not move the news kids coming up in the system instead of kids already
established at Edward Johnson? The children should come first.
Q: How far is it to transport the Rockwood children to Erin by bus? How long will they be on the bus?

A: Adding/building on the Edward Johnson site poses huge challenges because of site constraints –
parking, bylaws, site size...and also the fact that no busses are able to access the site.
Q: Is there excess capacity at King George?
A: After the King George Boundary Review it will not be under capacity.
Q: How can you predict what will be in 2014?
A: In the Capital Plan the Trustees made a decision to have a new school in East Guelph because of
the fast growth in that area. FDK was not rolled out yet, but now it is known and there are targets that
have to be set every year. East Guelph will now need 2 new schools – one regular track and one
French immersion. To use Laurine was the quickest solution.
C: All the graphs show the schools overcapacity until 2020.
C: My children are not affected by these issues, but Scenarios A, B, and C might look great on paper,
but none of it will come to fruition – no one will send their kids to Erin.
Q: Transportation is 12KM’s versus 24KM’s. 40 students will not fix the issues in the Erin review area.
You are not improving the program at Brisbane if the students chose not to go. What support will be
available for the transition of the FI students to regular track?
A: When children transition from FI to RT, the parents work with the school to best meet the needs of
the student(s).
Q: How do you transition 40 kids?
A: The students will not all be in the same grade or class. The teachers and principal will work with
the parents to meet the needs of the students.
Q: We would be better served to do a larger review on all the schools.
A: This would not be a practical solution, it would become too complicated.
C: The Tytler parents would like their children grandparented at Edward Johnson. There is concern
that there is no guarantee for moving schools again. Also they do not want siblings split up.

people think that moving from Rockwood to Brisbane is a bad plan. There would be impact of
splitting families between multiple schools/towns, and community identity. There is now a Facebook
page dedicated to Rockwood French Immersion.
C: There is also a petition for Rockwood parents to sign.
C: As a Brisbane Parent Council Chair, your concerns are understood. A similar process was done to
the FI in Brisbane, where the Orangeville students were relocated back to Orangeville. Brisbane has a
strong FI program; there is high parental involvement at the school. Students would be welcomed into
the school.
C: The Tytler parents are concerned because of no guarantee for further moves.

Q: Is there any chance of the Tytler students going back to John McCrae?
A: Staff does not have a scenario with Tytler back at John McCrae. A boundary review needs to be
done for King George – there is no guarantee where the Tytler students are in the future, but efforts
will be made to ensure that Tytler area students not be moved again.
Q. Where is Stockford?
A. On Lee Street by Cityview.
Q: Is there a plan for before/after school care at King George?
A: The Board is still evaluating the extended day options. If there is interest from parties to run a
program at the school, then there would likely be a program.
Q: Will it be in place by 2012?
A: If there is interest.
Q: King George is a holding school for other schools – will funding be available to complete the
project on time for the transition?
A: The Ministry of Education has approved the project. There are contingencies in place if the project
is not completed on time. The year 5 Full Day Kindergarten funds are not finalized throughout the
entire province.
Q: Are there any Ministry guidelines on how many times a student can be moved?
A: There are no Ministry direction/restrictions.
Q: What is the opinion of Trustee Cooper regarding this review?
A: The proposal/recommendation would need to be brought to the table before Trustees could
comment.

Q: What happens to King George if it is not ready?
A: Contingency plans are in place.

C: When the King George Boundary Review is done, there needs to be a guarantee that Edward
Johnson is not involved.
A: It is our intention that once the Edward Johnson boundary is established, it would not be revisited in
the King George review.
Q: Why not delay the scheduled 2013 Full Day Kindergarten (FDK) start date for Edward Johnson?
A: The implementation of FDK is not a flexible schedule. Also by delaying FDK at Edward Johnson, it
would create a larger problem in year 5, for more schools. A request could be made to the Ministry.

Background
The Trustees of the Upper Grand District School Board were
presented with The Edward Johnson FI Boundary Review Report #1
at the Business Operations Committee on November 8, 2011. A JK-6
review process was approved by the Trustees on November 22,
2011.
The Staff Boundary Review Committee (Staff Committee) met with
local Trustees on November 29, 2011 to share the information
gathered to date and to collect input prior to the completion of Report
# 2.
Report # 2 discusses the advantages and disadvantages as viewed
by the Staff Committee for 3 different scenarios. The report
indicates approximately 8 scenarios were discussed (page 6,
Edward Johnson PS JK-6 FI Boundary Review – Report # 2) only 3
were presented. Of the three scenarios presented each of them
illustrated the same option for the East Wellington (Rockwood,
Everton and Eden Mills) students.
Those students currently enrolled in Grades 5 and 6 will continue on
their current track through Guelph and John McCrae PS and then
John F Ross C.V.I. Students currently enrolled in grades K-4 will be
reassigned to Brisbane PS, Erin PS and Erin District HS.
This proposal discusses a more favourable scenario for the students
involved in this boundary review and looks to permit The Board to
resolve the pressures faced in the East Guelph area without
disrupting the student‟s current schooling community.
There have been numerous research findings which indicate that
students can suffer psychologically, socially and academically from
being moved away from their usual community for regular schooling.
Students, who are rooted in one community but must travel to
another for schooling, face the psychological challenge of coping
with a new school environment (Holland, Kaplan and Davis 1974).
These “mobile” students also face the social adjustment to new
peers and new social expectations (Schaller 1975) that are not easily
sustained outside the school because of the geographical distance
from the child‟s original community (which makes it harder for
students to participate in after-school extra-curricular activities in the
area, for parents to be an integrated part of the child‟s school life,
and for children to feel a sense of connection between their home
community and their school life). In addition, numerous studies have
indicated that students can be hurt academically through enforced
mobility. This will in particular affect our children greatly due to the
fact that they will not be moved as a large group as was the case
when the Edward Johnson RT students moved as a whole.

Proposed Scenario ‘D’
2
Scenario „D‟ attempts to maintain an FI community of students from
Edward Johnson by moving them as a whole to King George, as
opposed to dividing the student group up between Guelph and
Brisbane. It reflects the staff‟s preferred Scenario (A) including an FI
amendment.
The capacity at King George is to be 504 students. This figure is
from the report presented to The Board Operations committee on
September 12, 2010 and confirmed via email by Board Staff on
December 12, 2011. The table included in Appendix A which is
based on the population information provided in Report # 2 illustrates
the population at King George P.S. with the East Wellington students
included and clearly illustrates ample room to accommodate
everyone in September 2012 and future years.
2.1 Advantages

Aligns to the following points noted under Section B, 2, C
from document 320 Final Approved Policy.pdf „School
Boundary Procedures Manual‟ where it is stated „The review
shall have regard for:‟
o The impact on students and families of the Boards‟
students within the schools under review;
o Continued program delivery in the area under review
o Student transportation

All benefits as stated in the Staff Committee‟s preferred
Scenario A plus:

students remain together in Guelph with their peers

o More efficient use of transportation resources.
o A single bus would only need to run into Guelph in
comparison to running in both directions. With an
estimated 0.01 T of carbon produced per bus per 25 km
driven, the figures per trip segment from Rockwood

the proposed Scenario A from Report # 2 are shown below
in the following table.

2.3 Benefits
This scenario offers the best experience for all of the students
involved in this boundary review, the East Wellington and Tytler
students can continue their education in a familiar social setting.
Additional benefits are the ability for the students to participate in
extra-curricular activities within the community they do currently. This
scenario also permits the students to continue to access medical,
dental and additional extra-curricular activities which they are
currently engaged in.
