1.0 BACKGROUND
The Central Guelph French Immersion (FI) Accommodation Review was set in motion in
the spring of 2008. This review was necessitated by the approval of the Ministry to consolidate
King George PS (English and French 7 - 8), Laurine Ave. PS (JK-6) and Tytler PS (JK-6).
During the East Guelph review, a committee recommended the rebuilding of King George into a
JK - 8 regular track (RT) school that would house the English students from King George,
Laurine Ave, and Tytler. Accommodation of the French Immersion 7 - 8 students currently
attending King George was beyond the scope of the East Guelph Accommodation Review. It
was the mandate of this Accommodation Review Committee (ARC) to find placement for these
displaced FI 7 - 8 students, while giving consideration to balancing enrolment at several other
schools that are currently or projected to be over- or under-capacity. The schools that had
capacity issues and those that had representation on the ARC are as follows: King George PS,
Victory PS, Paisley PS, Edward Johnson PS, Fred A Hamilton PS (FAH), Priory Park PS, and
John McCrae PS. Additionally, a representative from Jean Little PS joined the ARC in January
2010.
In the fall of 2008, the ARC met and began its considerations. The ARC met regularly
throughout 2008 / 09 and heard from the public during three public meetings. ARC members
and their communities completed ARC School Valuation Reports, which are accessory
documents to this report.
As the year progressed, the public was increasingly frustrated with what was perceived
as a closed-door process where they had no input. In the late spring of 2009, trustees called a
halt to the review. It was decided that the process needed to be revamped and that the review
would restart in the fall of 2009.
During the summer of 2009, board staff prepared a website that would allow the public to
offer feedback and to propose scenarios. In the fall of 2009 the ARC met again. Their mandate
was the same as before, but the roles of the parent representatives as ARC members had
changed.
Members were now asked to represent their school communities and not be
governed by the Upper Grand District School Board’s (UGDSB) guiding principles.
Two public workshops (October 2009 and November 2009) were held so that the
communities could generate scenarios for consideration by the ARC. As a result of the process

changes, over 50 scenarios were prepared and submitted for consideration by the ARC. The
ARC reviewed and deliberated all scenarios at regularly held meetings throughout the school
year. Rejected scenarios are summarized in the Accessory Documents of this report.
The ARC has also read and considered hundreds of e-mails. A public meeting was held
in April 2010, at which the ARC presented a short list of five scenarios. The communities
present provided feedback on those scenarios and those absent were able to provide input on
the UGDSB website. All feedback received since September 2009 is included in the Accessory
Documents.
After much deliberation, a majority of the ARC recommends three scenarios all of which
are presented in this report. Additionally, a fourth scenario is included, which has the support of
a minority of members. We present these scenarios with the expectation that Board trustees
will choose the scenario they think is most appropriate.
1.1 INTRODUCTION
1.1.1 MANDATE OF THE ARC
The ARC’s mandate was to recommend scenarios to trustees that:
•
Propose a new site(s) for the grade 7 - 8 FI program as a result of the consolidation
of King George, Laurine Avenue, and Tytler Public schools in one regular JK-8
regular track (RT) school.
•
Accommodate the growing number of FI students in the South Guelph area through
a second location for the JK to Grade 6 FI program.
•
Balance enrolments in the short and long term among other Guelph schools: John
McCrae, Edward Johnson, Paisley Road, Victory, FAH, and Priory Park.
•
Review the programs and grade organizations in the schools.
1.1.2 ARC RECOMMENDATIONS TO THE UGDSB
1. That the report entitled Central Guelph French Immersion (FI) Accommodation Review
Final Report, dated April 22, 2010, be received.

2. That the Upper Grand District School Board consider all and approve one of the
following ARC-supported scenarios:
i. U plus 10 Variation
ii. NS – 15
iii. NS – 12 Variation
iv. NS – 14 (minority supported).
3. That the UGDSB develop a comprehensive vision of
both French and French
Immersion delivery within the City of Guelph. In particular, policies regarding the
portability of FI need to be reviewed in the light of the growth of the program to a
projected 20%. As well, future planning should concurrently take into account the needs
of both FI and RT in any given area of the Board in order to avoid the perception in the
community that one program may obtain advantages at the expense of the other.
1.2.1 SUPPLEMENTARY RECOMENDATIONS
We recognize that the implementation of any of the four scenarios fundamentally affects
the culture of many of the schools involved.
The following recommendations will help
mitigate some of the negative impact on students and families.
Therefore, we further
recommend:
4. That an adult crossing guard be stationed at the Ironwood / Edinburgh intersection for
the 200+ JK-6 students crossing both ways at these lights (i.e. FI students to FAH and
RT students to Jean Little).
5. That the remaining capital money from the building of King George be directed to add
permanent capacity at FAH.
This money creates capacity for FI 7 - 8 students by
drawing students from John McCrae.
6. That courtesy bussing be considered for those students on the very outskirts of the
walkable distances in the FAH neighbourhood, as these students now face a walk
double the previous distance.
7. That those students entering grade 6 at John McCrae and Victory when the changes
occur remain at their home school so that those students do not move schools two years
in a row. All the students being displaced from Jean Little to Priory Park should be
grandfathered on a case by case basis.

8. That if U / 10 or NS - 12 are implemented, the growth of the Edward Johnson population
be monitored. If the population grows as expected, in 2017 the board should consider
splitting the Edward Johnson population with another school.
1.3 DECISION MAKING PROCESS
The remainder of this report outlines the constraints in accommodating students; solutions to
these constraints; and three scenarios being recommended by a majority of the ARC. A fourth
scenario that is supported by a minority of ARC members is also included.
1.3.1 CONSTRAINTS AFFECTING ARC RECOMMENDATIONS
During the deliberation, the following constraints emerged:
•
John McCrae is overcapacity and is physically unable to accommodate additional
students.
•
Sir Isaac Brock, Westminster Woods, and Rickson Ridge are overcapacity through
2017 and therefore cannot accommodate FI students.
•
There are three RT schools (FAH, Priory Park, and Jean Little) between Kortright
Road and the Speed River that are under capacity and have declining enrolments.
•
Full time junior and senior kindergarten will be fully implemented by 2015.
•
The existing South end schools cannot handle the FI and RT growth through to
2017.
•
Victory is overcapacity and is physically unable to accommodate additional students.
Paisley is under capacity. Both schools include being dual track as a core value.
1.3.2 ELEMENTS COMMON TO ALL SCENARIOS THAT ADDRESS THE ABOVE
CONSTRAINTS
Each of the four scenarios feature the common elements listed below. Each common element
addresses at least one of the four objectives listed in the mandate.
•
All FAH RT students move from FAH to Jean Little; a small study area of RT students
moves from Jean Little to Priory Park.
This recommendation consolidates the RT
programs at FAH and Jean Little, resolving the projected under-capacity problems at
both schools.
This represents a significant upheaval and loss at FAH, but through
communication with the school council and the community at large, they have come to
terms with this and have accepted this move as a reasonable change.

•
FAH becomes a new FI centre in south Guelph, drawing students from John McCrae.
This recommendation helps manage John McCrae’s overcapacity problem by moving
between 200-300 students to FAH.
•
Grades 4 - 6 gifted students move from FAH (gr. 4 - 5) and Waverley (gr. 6) to Priory
Park. Priory Park’s under capacity problem is resolved by adding the grade 4-6 gifted
program to their school.
•
A study area of regular track students (approximately 25 students) located across the
road from Priory Park PS moves from Jean Little PS to Priory Park PS. The exact
number is dependent upon the board’s decision to grandfather these students on a
case-by-case basis.
These 25 students currently are bused to Jean Little.
This
recommendation helps balance capacity between the two schools.
•
All FI students living west of the Hanlon and currently attending Victory move from
Victory to Paisley Rd. Under-capacity and imbalance between the FI and RT prgrams at
Paisley Rd is addressed by introducing these 140 FI students from Victory. This will also
balance the FI and RT programs at Paisley Rd.
Victory’s overcapacity problem is
resolved by moving these students FI students to Paisley Rd. This also helps balance
the FI and RT programs at Victory. While recognizing that the RT program is still very
small the Victory RT community is eager to remain at Victory despite split classes in the
RT program.
•
Before 2017, two 7 – 8 FI programs are needed in Guelph.
•
A third FI program (in addition to John McCrae and FAH) will be needed before 2017 in
South Guelph. The ARC recommends building a new school in the South. This will
alleviate the pressure of growing FI and RT programs in the south end of the city.

2 ARC SCENARIOS FOR CONSIDERATION
2.1 SCENARIO U/10-VARIATION
In addition to the common elements from all scenarios, this scenario splits the 7 - 8 FI
students into two groups in 2011, with the north group attending Waverley and the south group
attending John McCrae. It leaves the Tytler area FI students at John McCrae, and it also moves
the grade 7 - 8 Gifted program from Waverley to Gateway.
2.1.1 JUSTIFICATION FOR SCENARIO U / 10-VARIATION
•
The FI program at FA Hamilton starts at 295. While FAH student populations exceed 200%
capacity, after inclusion of the portapak the projected numbers approach capacity.
Additionally, there is available space at FAH for portables.
•
Moving the 7 - 8 gifted program to Gateway provides needed students to support Gateway’s
7 - 8 program (projected to have approximately 63 Grade 7 - 8 students by 2017). Gateway
has capacity for both these students and the early learning program through 2017.
•
Both 7 - 8 FI programs (145 at Waverley and 115 at John McCrae) are large enough in 2011
to support a rotary program, with numbers projected to grow quickly. In this scenario, some
of the 7 - 8 FI students will be placed in an FI centre and some will be placed in a school
with an existing RT 7 - 8 program in a school with large capacity and appropriate facilities.
•
Splitting the 7 - 8 FI program in 2011 greatly reduces the number of students who must take
a bus and reduces the walking distance of most 7 - 8 FI students in the city.
•
Splitting the 7 - 8 FI program in 2011 reduces the number of times the 7 - 8 program will
have to move (i.e. those scenarios that keep them all together require a second move
before 2017).
•
Splitting the 7 - 8 FI program in 2011 keeps the ratio of 7 - 8 students to the rest of the
school lower. In 2017 grade 7 – 8 will account for 31% of students at John McCrae and
56% of students at Waverley.
•
Tytler area FI students stay at John McCrae.
2.1.2 DRAWBACKS TO SCENARIO U/10-VARIATION
•
This scenario splits the FI 7 - 8 students into two and therefore results in a three-way split of
the students currently attending King George. This will result in a splitting all of the common
King George resources three ways, and the FI resources (such as FI library) books two
ways.

•
140 FI 7 - 8 students will be placed in an RT school without the support of a JK-6 FI
program.
•
This scenario displaces 295 students from John McCrae.
•
Because of the structure of the ARC, Waverley families have had limited opportunities to
provide input regarding a major change to their school community.
2.1.3 PUBLIC COMMENTS ON SCENARIO U/10 VARIATION
Public feedback received during the process has suggested that many FI parents want
FI 7 - 8 to stay together to preserve the programming of King George. There is concern that if a
split takes place too soon, students will have two programs consisting of 115 and 145 students
at inception. Some of the community members would prefer larger programs.
Other public feedback suggests that some parents would like the 7 – 8 FI program to
split now.
Some FI parents would like a more transitional JK – 8 program with a smaller
percentage of intermediate students at their school. Some RT parents would like the 7 – 8 FI
program to be comparable in size and facilities with other RT 7 – 8 programs in the city.

Please note - This scenario was developed by members of the Accommodation Review

report only. The details provided on this scenario are as follows:

This scenario is a companion to ARC Scenario U.
The variation of this scenario (Scenario 10 Variation) is that the Tytler area FI students
remain at John McCrae. This is the companion to Scenario U Variation.
Scenario Submitted – Jan 21/10
New FAH FI centre boundaries include all JK-6 FI students from the following
catchments: FAH, Jean Little, Aberfoyle, KH, and WW. This draws 292 students
out of John McCrae in 2011, a very robust program at a site that
can accommodate portables easily.
At John McCrae, JK-6 students will come from the catchments of Priory, Rickson
Ridge, and SIB. This leaves a JK-6 program of 250 students. It will also house
all 7-8 FI from south of the river, for a total of 375 students in 2011.
In 2017, the population at JM would be 534 (384 JK-6 + 160 7-8), which is 71
students over, resulting in 3 portables needed. If the new school is built before
then, there shouldn't be any need for portables at John McCrae through 2017.
RT boundaries for Jean Little will now include all RT students from FAH. SA
258A and B to Priory. Gifted 4-6 to Priory.
Notes: 1. FAH has a capacity of only 179, which is very small. Because of this,
perhaps the left over capital money from the rebuilding of King George could be
used to build a permanent, 4 classroom addition onto FAH. This would give FAH
a capacity of 272, with room for portables on site.
2. This plan assumes the 40 Tytler FI kids will go to EJ or Paisley; leaving them
at JM would increase the number of portables needed by 2. Not a crisis, but not
ideal; there is some flexibility around this population.
3. This plan also assumes a new, designated dual track school will be built in SA
70A before 2017, so both FI schools will see programs go back to capacity sizes
at that point.
2.2 SCENARIO NS – 12 VARIATION
In addition to the common elements from all scenarios, this scenario transfers all the 7 8 FI to Waverley in 2011. It leaves the Tytler area FI students at John McCrae. It also moves the
grade 7 - 8 gifted program from Waverley to Gateway. FAH opens as an FI JK - 6 centre with a
population of 185 students.
As 7 - 8 FI numbers continue to grow, a new FI 7 - 8 program will need to open in the
south to accommodate south end students. This split will have to take place before 2017
according to current projections.
2.2.1 JUSTIFICATION FOR SCENARIO NS – 12 VARIATION
•
Relocating FI 7 - 8 as a consolidated program allows this program’s resources to follow FI
students to a single school.
•
FI 7 - 8 joins an existing RT 7 - 8 program in a school with large capacity and appropriate
facilities.
•
Initially, this scenario displaces a smaller number of students from John McCrae.
•
Moving the 7 - 8 gifted program to Gateway provides needed students to support
Gateway’s 7 - 8 program (projected to have approximately 63 Grade 7/8 students by
2017). Gateway has capacity for both these students and the early learning program
through 2017.
•
There is no need for immediate building modifications if FAH opens with 185 students.
•
As an FI centre with projections for rapid growth FAH will have a program size that
satisfies many of the program capacity concerns held by many in the FI community.
•
When a new FI 7 - 8 program opens in the south (by 2017), incoming 7 – 8 students in
the south will be redirected there.
2.2.2 DRAWBACKS TO SCENARIO NS – 12 VARIATION
•
The 7 - 8 students at Waverly will comprise 66% of the total population. This will
decrease by 2017 when south end students start attending a south end school.
•
Waverley is not centrally located and the transportation requirements will be increased.
•
Waverley families have had limited opportunities to provide input regarding a change to
their school community.
•
FI 7 - 8 is not supported by a JK – 6 FI program in an otherwise RT school.

2.2.3 PUBLIC COMMENTS ON SCENARIO NS – 12
Public feedback received during the process has suggested that many FI parents want
FI 7 - 8 to stay together to preserve the programming of King George. Keeping the FI grade 7/8
students together provides the critical numbers that the FI community has communicated as
being preferable. There is concern that if a split takes place too soon, students will have two
programs consisting of 115 and 145 students at inception. Some of the community members
would prefer larger programs and are therefore supportive of this scenario.
However, other public feedback suggests that some parents would like the 7 – 8 FI
program to split now. Some FI parents would like a more transitional JK – 8 program with a
smaller percentage of intermediate students at their school. Some RT parents would like the 7
– 8 FI program to be comparable in size and facilities with other RT 7 – 8 programs in the city.

COMMENTS:
In this scenario Waverley is over-capacity by 2017.
This scenario presumes that a new school will be built
in the South by 2017, and a second FI 7/8 will open
in the South (at a school to be determined, with John
McCrae being a suitable option). South FI 7/8 will
then attend in the south, and North FI 7/8 will remain
at Waverley.
This scenario makes minimal boundary changes and
displaces the fewest number of students.
FI 7/8 joins an existing RT 7/8 program in a wellequipped school.
FI 7/8 is consolidated which helps to maintain the
strength of the FI program within an RT school, and
maximizes efficient use of the FI resources that will
move from King George.
Gifted students are relocated to schools with capacity,
gr. 4-6 consolidated at Priory Park, and 7/8
reinforcing a small 7/8 program at Gateway.
2.3 SCENARIO NS - 15
Scenario NS – 15 is a two-step scenario. In addition to the elements common to all
scenarios, it starts by splitting the 7 - 8 FI North and South in 2011, and recommends creating a
third 7 - 8 FI program by 2017.
In its first phase (to take place in 2011), Scenario NS - 15 moves 7 - 8 FI students living
North of the river to Waverley. In addition, it creates a new JK - 6 FI program at Waverley Dr,
making Waverley a dual track, JK - 8 school. FI students who live north of Speedvale and in
study areas 44B and 103 (currently going to Edward Johnson) would now attend Waverley. FI
students currently living in the Tytler catchment would move from John McCrae to Edward
Johnson. The changes in south Guelph are the same as scenario U, i.e., FAH becomes a new
FI centre with 295 FI students drawn from John McCrae, and all FI 7 - 8 students who live south
of the river would attend John McCrae, making it a JK-8 FI centre. In 2011, the expected JK – 6
FI population at Waverley would be 134 full time equivalent students. That is enough for one
class per grade and it is expected to grow to 210 full time equivalent K – 6 students by 2017.
In the second phase of this scenario (to take place before 2017), a third JK – 8 FI
program will be created at a new school in the South end, housing the southernmost 7 - 8 FI
students from as well as the city’s far south JK-6 FI students. John McCrae will take 7- 8 FI
students from central Guelph (drawing from Victory, Paisley and John McCrae) while Waverley
will draw its 7 - 8 FI students from Edward Johnson and Waverley.
2.3.1 JUSTIFICATION FOR SCENARIO NS – 15
•
The FI program at FA Hamilton starts at 295. While FAH student populations exceed 200%
capacity, after inclusion of the portapak the projected numbers approach capacity.
Additionally, there is available space at FAH for portables.
•
Moving the 7 - 8 gifted program to Gateway provides needed students to support Gateway’s
7 - 8 program (projected to have approximately 63 Grade 7 - 8 students by 2017). Gateway
has capacity for both these students and the early learning program through 2017.
•
This scenario plans for a long-term future. It eventually creates three 7 - 8 FI locations
(north, central and south), greatly reducing the number of students requiring transportation,
and reducing walking distances. In the short term it divides the 7 - 8 FI population into two
groups (145 at Waverley and 115 at John McCrae) both of which are large enough in 2011
to support a rotary program. In this scenario, some of the 7 - 8 FI students will be placed in

an FI centre and some will be placed in a newly created K – 8 dual track school with an
existing 7 - 8 program in a school with large capacity and appropriate facilities.
•
When the proposed three 7 - 8 programs are in place by 2017, the population of 7 - 8
students will comprise 33% of the total Waverley school population. Within the same timeframe, the population of 7 - 8 students attending John McCrae will comprise 43 % of the
total school population. These percentages are in line with the board’s desired limit of 35%.
2.3.2 DRAWBACKS TO SCENARIO NS - 15
•
This scenario initially splits the FI 7 - 8 students into two and therefore results in a three-way
split of the students currently attending King George. This will result in a splitting all of the
common King George resources three ways, and the FI resources (such as FI library) books
two ways.
•
This scenario displaces 295 students from John McCrae.
•
Because of the structure of the ARC, Waverley families have had limited opportunities to
provide input regarding a major change to their school community.
•
Families living in the Tytler area do not want to leave John McCrae.
2.3.3 PUBLIC COMMENTS ON SCENARIO NS - 15
Public feedback from the FI community indicated that many families do not care for a
scenario that creates a 7 - 8 FI program in a school not supported by a JK - 6 FI program.
Scenario NS - 15 addresses these concerns.
The ARC has also heard the concerns from some members of the Edward Johnson
community who do not support this scenario because they do not want to move from an FI
center to a dual track school. Scenario NS - 15 cannot reconcile those sentiments but instead
the ARC respects and acknowledges the feedback submitted by those families.

Scenario submitted by ARC members on March 11, 2010
NS-15 as I understood it is JK - 6 FI study areas North of Speedvale (56, 112B, 42A, 42B, 41, 62, 61, 60,
64, 65, 63, 108, 109, 68, 111B, 111A, 66A, 66B, 112A, 6A, 6B, 105A, 105B, 105E, 105F, 105 I, 105J, 67,
43, 110 and 44A) as well as SAs 44B, and 103 will be reassigned from Ed Johnson to Waverley. Based on
the numbers last night, that would be 134 JK - 6 FI students in 2011. The FI students currently at Tytler are
reassigned to Ed Johnson. The remainder of the concept is scenario 10 (North Guelph 7-8 students from K.
George to Waverley, JK - 6 FI currently attending Victory from West of the Hanlon reassigned to Paisley
Road, 7 - 8 Gifted from Waverley moved to Gateway) and scenario U. When a new dual track K-8 school is
opened in the south end of Guelph, some grade K-6 FI students from FAH and McCrae would re-locate to
that school along with the grade 7/8 FI students from those schools. Grade 7/8 FI students from Paisley and
Victory would relocate from Waverly to McCrae.
2.4 SCENARIO NS – 14 (MINORITY REPORT)
This is a two-step scenario. In addition to the common elements from all scenarios, this
scenario initially (2011) places all of the French Immersion 7 - 8 students together at John
McCrae in 2011. It moves the Tytler area FI students from John McCrae to Edward Johnson.
In the second part to this scenario, to be implemented around 2015, a new dual track
program is created at Waverley by moving 175 K-6 FI students from Edward Johnson (students
from North of Speedvale and approximately East of Watson Rd) and 100 Grade 7 - 8 FI
students from John McCrae (from the Edward Johnson catchment) to Waverley.
At this time, the gifted Grade 7 - 8 students would move from Waverley to Gateway. A
third JK - 8 FI program is created in the south at the new school. The result is three 7 – 8 FI
programs, one lat Waverly (students from Waverly and Edward Johnson), one at John McCrae
(students from John McCrae, Victory and Paisley) and one at the new school (students from
the FAH and the new school).
2.4.1 JUSTIFICATION FOR NS – 14
•
The FI program at FA Hamilton starts at a size that is satisfactory to the FI communities
(295)
•
While FAH student population exceeds 200% capacity, after inclusion of the portapak the
projected numbers approach capacity. Additionally, there is available space at FAH for
portables.
•
All of the FI 7 – 8 students are kept together initially until there are adequate numbers of
students in the northeast section of the city to create a viable dual track K-8 program at
Waverley.
•
Edward Johnson is projected to be at 116% of capacity by 2017 (without Tytler area). This
scenario anticipates this growth and creates a plan that could be implemented without
another ARC.
•
Moving the Tytler area FI students from McCrae relieves some of the overcrowding pressure
at John McCrae.
•
Moving the 7 - 8 gifted program to Gateway in Part Two provides needed students to
support Gateway’s 7 - 8 program (projected to have approximately 63 Grade 7/8 students
by 2017). Gateway has capacity for both these students and the early learning program
through 2017.

2.4.2 DRAWBACKS TO SCENARIO NS - 14
•
This scenario initially places 255 Grade 7 - 8 students at John McCrae, creating a
student distribution with 49% Grade 7 - 8 students.
•
This scenario locates the 7 – 8 FI at a school that is already overcapacity, which means
a large group of John McCrae students are displaced, including the Tytler area students
2.4.3 PUBLIC COMMENTS ON SCENARIO NS - 14
Many FI parents would like the grade 7 - 8 FI students to stay together until the numbers
are larger. John McCrae is centrally located in the city and reduces the travel distance for
students on the Northwest side of the city. Parents are concerned that John McCrae is not
designed to house a 7 / 8 population projected to be 49 % of the school body by 2017 and that
the junior students are not sufficiently segregated from the 7 / 8 students. Some parents would
prefer to split the grade 7 - 8 students now, especially since there is capacity in the North.
Feedback from Tytler area parents is in opposition to this scenario because they live closer to
John McCrae than to Edward Johnson and do not want to move schools. Despite being set up
for bussing, many of the Tytler area residents walk to John McCrae. Those families have
expressed a resistance to a move that would necessitate bussing.

Basic Scenario Concept
This is a 2-part north/south scenario based on Scenario
U. I have started with Scenario U because people are
familiar with it however, to minimize future student relocation in the event of a new south-end FI program, we
may want to adjust the FI SA assigned to FA Hamilton
and McCrae. In the first part of the scenario (2011) the
only changes to Scenario U are 1) all of the Grade 7/8
FI students are relocated to John McCrae and 2) the
Tytler area FI K-6 students are re-located to Ed Johnson
and 3) the FI K-6 students west of the Hanlon currently
at Victory are re-located to Paisley Road Public School.
In the second part of the scenario (before 2017), a new
dual-track K-8 FI program is started at Waverly with the
Ed Johnson K-6 FI students living north of Speedvale
and east of Davis Drive (just east of Watson) re-locating
to Waverly plus all of the FI students from Waverly and
Ed Johnson going to Waverly for Grade 7/8.
Detailed Scenario
This scenario is based on 3 premises. First, King
George community wants to maintain both strong 7/8
programs and strong FI programs therefore, they would
like to be re-located to either FI centres or dual track K8 schools with robust numbers of grade 7/8 students.
Second, the city of Guelph has grown significantly to
the South with the center of the city now being close to
Stone Road. As a result, John McCrae is not really a
south-end school and is closer to Paisley Road than it is
to Fred A. Hamilton. Third, in anticipation of continued
growth in the south-end of Guelph, the UGDSB has an
option to buy a site for a new school south of Stone
Road. If funding was approved for a new school on this
site, it could be a possible new dual track K-8 school
serving the south-end FI community.
This scenario is a two-part scenario based on Scenario
U.
Part 1. The same as Scenario U except for the
following:
1. All King George Grade 7/8 FI students are relocated
to John McCrae
2. All K-6 FI students from West of the Hanlon that
currently attend Victory are re-located to Paisley Road.
3. The Tytler area K-6 FI students are re-located from
McCrae to Ed Johnson.
In this scenario, John McCrae would be projected to
have about 515 students in 2011. By 2015,
the number of students will have grown to about 630
(without FD 4/5). Students will need to be re-located at
this point in time.
Part 2
Before 2017, the following students are re-located to
reduce the over-crowding at McCrae and Ed Johnson:
•
All FI students currently attending Ed
Johnson from SA north of Speedvale and East of
Davis Drive which is just east of Watson Road
are re-located to Waverly. I believe this includes
the following SA: 6A, 6B, 41, 42A,42B, 43,
44A, 60, 61, 62, 63, 64, 65, 66A, 66B, 67,
68, 105A-J, 108-112.
•
The gifted Grade 7/8 students would
be relocated to Gateway
•
All Grade 7/8 from the current Ed
Johnson SA are re-located from McCrae to
Waverly.
As a result of these changes, in 2017 there will be about
285 K-8 FI students are Waverly including about 120
Grade 7/8 FI students. Ed Johnson will have about 320
K-6 students. McCrae will have about 620 students,
including about 250 Grade 7/8 students. If a new dual
track south end school was available around this time,
the Grade 7/8 students from FA Hamilton (about 85)
could be re-located to this new school along with a
group of K-6 FI students from FAH to create a new
viable dual track K-8 program. This would relieve the
over crowding at both FA Hamilton and McCrae. As I
mentioned in the basic concept section, in anticipation
of a new south-end school, we may want to re-look at
the SA assigned to the FI programs at McCrae and FA
Hamilton to minimize future student re-locations.
However, that would not change the basic approach of
the scenario.
