20.6 -Instructor
Qualifications and Certification
Instructors should be qualified in the position at least one level above that which they are
instructing; they should have successfully completed the course they are instructing; and they
should have completed an instructor training course (Facilitative Instructor or National Fire
Protection Association (NFPA) 1041, Fire Service Instructor).
20.61 -National Wildfire Coordinating Group Instructor Levels
The National Wildfire CoordinatingGroup(NWCG)recognizestwo levels of wildland fire

Instructor:
1. LeadInstructor. Lead Instructorsmusthave sufficientexperiencein presentingall
units of the course. It is recognizedthatexceptionsmay occurwherecoursesare of sucha
technicalnaturethat no one personmaybe technicallycompetentto instruct all units or wherea
technical specialistfrom anothersubjectareais needed.Lead Instructorsmustbe minimally
qualified in the position at the next higherjob level and mustmeetthe training requirements
outlined in section20.62.
2. Unit InstructQr. Unit Instructorsmustbe qualified in the position and must meetthe
instructortraining requirementsoutlinedin section20.62.
20.62 -Instructor
Training Requirements for Certified Instructors
1. All 1 O-levelcoursesmaybe taughtby anyonewho hasthe requisiteexperienceand
who is approvedby the local unit Fire ManagementStaff Officer. Instructortraining is highly
recommendedat this level.
2. Coursesat higher complexitylevels(200-leveland higher) generallyinvolve
significanttravel costsand often areintendedto teachsupervisoryskills. To ensurequality
training for employees,instructorsshallhaveformal instructortraining exceptasprovidedin the
following paragraphb.
a. Lead and Unit Instructorsfor 200-leveland highercoursesshall successfully
completean instructorcourse(eitherFacilitative Instructoror NFPA 1041,
Fire ServiceInstructorI).
b. Exceptionsto theseinstructortraining requirementsmay be madeby the Regional
Director of Fire and Aviation Managementfor instructorswho have demonstrated
stronginstructionalskills andabilities. This authoritymay alsobe delegatedto the
RegionalTraining Officer by the Director; however,the authority shall not be
delegatedlower. The local GeographicArea Training Working Team shall review
thosecandidatesto be instructors.
20.63 -NWCG Certified Course Delivery
The National Wildfire Coordinating Group (NWCG) Training Working Team certifies incident
command system courses contained within this Handbook. The NWCG Standards and
Development Division recOmmendsto NWCG the appropriate course delivery methods,
individual unit, and course duration. The certified course curriculum includes individual unit
objectives and overall course objectives identified by the course development groups who are
assembled to develop or revise an existing NWCG course.
1. Instructorsshall not deviatefrom the delivery style or durationof the certified course
curriculum, without prior approvalfrom the RegionalDirectorof Fire and Aviation Management
or from the RegionalTraining Specialist.
2. Although it may be possible to slightly deviate from the established unit timeframes
and sufficiently deliver the course objectives, the Regional Training Specialist must be notified
prior to planning any deviation from the standardscontained within the course.
3. The RegionalTraining Specialistshall review proposeddeviationsfrom the certified
curriculum and appointor requestan equivalencyevaluationbe perfonned on the proposed
curriculum changes(sec.22.3, EquivalencyCourses,for the processesto detennineNWCG
certified courseequivalencies).
4. Units do havethe authorityand areencouragedto exercisethis authorityto enhance
existing NWCG coursecurriculumthroughsimulation,scenarios,demonstrations,table-topand
field exercises,or othermethodsof adult education.
21 -QUALIFICATION
FOR INCIDENT COMMAND SYSTEM POSITIONS
1. This sectionsetsout the additionalrequirementsfor skills, training, and prerequisites
for ForestServiceemployeesfor the wildland andprescribedfire and aviationmanagement
positionsoutlined in the Wildland and PrescribedFire QualificationSystemGuide,PMS 310-1.
Qualifications for eachpositioninclude the minimum acceptablelevels of training, experience.
physical fitness, and/or currencyrequirements(sec.25.1 through25.36). Jobdescriptions
and duties for thesepositionsare listed in the NWCG Fireline Handbook,PMS 410-1
(FSH 5109.32a),or in the interagencyguidesand agencydirectiveslisted in FSM 5108.
The Wildland and PrescribedFire QualificationSystemGuide,PMS 310-1, definesa
perfonnance-basedqualificationsystem. hi this system,the primary criterion for qualification is
individual perfonnanceasobservedby an evaluatorusingapprovedstandardsidentified in a
position task book for the position(sec.22.2). Qualificationis basedon perfonnanceon thejob,
physical fitness,and classroomtraining identified in section25.
The Forest Service has detennined that additional classroom training is more effective and
efficient to prepare Forest Service employees for a position perfonnance or evaluation
assignment and has therefore developed this Handbook (FSH 5109.17) to supplement the
requirements in the Wildland and Prescribed Fire Qualification System Guide, PMS 310-1.
1. The successful completion of a position task book during an appropriate number of
evaluation assigI1mentsis the indicator of qualification. For positions that do not have a position
task book,' the unit's Fire Qualification Review Committee shall determine an individual's
certification and qualification, based on objective factors such as performance evaluations and
visual observation of performance of duties of the positions.
2. Personnelwho havelearnedskills from sourcesoutsidethe wildland fire management
curriculum may not be requiredto completespecific coursesin orderto qualify in a wildland fire
and aviation managementposition(sec.22.3).
3. Personnelttom Stateagenciesor other non-Federalcooperatorshired as
Administratively Determined(AD) personnelparticipatingin cooperativefire management
efforts, mustbe compliantwith the minimum positionrequirementsspecifiedin the NWCG
Wildland andPrescribedFire QualificationsSystemsGuide,PMS 310-1. Additional training
requirementscontainedwithin this Handbookdo not applyto thesemdividuals whenthey are
hired by the ForestService.
4. The employing officer may waive the physical fitness test and firefighter course
training requirements, except fire shelter training (FSM 5135.11), for emergency hire
firefighters, such as fallers and equipment operators, when employed specifically for their
occupational skills (FSM 5134.2)
21.1 -Incident Complexity
The line officer or designatedofficial shall detenninethe complexityof an incidentandassign
qualified personnelasneeded.More than95 percentof all wildland fires fall within the low
complexityrangeand arecontrolledwith initial attackandlimited reinforcements.Thesefires
arereferredto asType 3, 4, and 5 incidents.
The remaining 5 percent of fires, which fall into high complexity, are referred to as Type I
and 2. Qualifications for Incident Commanders and General Staff have been established for
Type I and 2 incidents (including Area Command) because they are normally more complex
and can require resources from outside the local area.
21.2 -Guidelines
for Determining Incident Complexity
The following guidelines assistthe line officer or designated official in detennining incident
complexity. The guidelines are presented in order of ascending complexity and describe the fire
response with the appropriate fire organization (FSM 5130). A Type 5 incident is the lowest
level and Type I is the highest level9f complexity. The Type 1 incident combines the multiDivision and multi-Branch classifications as described in the Wildland and Prescribed Fire
Qualification System Guide, PMS 310-1.
1. Tme 5 Incident. Characteristicsare:
a. Command and General Staff positions are not activated. An experienced and
qualified Advanced Firefighter (FFT I) may be designated as Incident Commander.
Multiple Type 5 incidents may be managed by a Type 3 or Type 4 Incident
Commander.
b. Resourcesmay vary from oneto five firefighters.
c. The incidentis nonnally containedrapidly during initial attackin the first
operationalperiod.
d. A written actionplan is not required.
2. Tme 4 Incident. Characteristicsare:
a. Commandand GeneralStaff positionsare not activated. Multiple Type 4 incidents
maybe managedby a Type 3 IncidentCommander.
b. Resourceson individual incidentsmay vary from a singlefirefighter to several
singleresourcesor a single TaskForceor StrikeTeam.
c. The incidentis limited to one operationalperiod in the control phase. Mop-up
may extendinto multiple periods.
d. A written actionplan is not required.
3. Tme 3 Incident. Characteristics are:
a. Some of the Command and General Staff positions may be activated, as well as the
Division/Group Supervisor and Unit Leader levels.
b.. Resources may vary from several single resourcesto several Task Forces/Strike
Teams..
c. The incident maybe separatedinto divisions,but usuallydoesnot meetthe
Division/Group Supervisorposition for complexityor span-of-control.
d. The incidentmay involve multiple operationalperiodsprior to control, which
requiresa written actionplan.
e. Stagingareasand a basecampmaybe utilized.

2 Incident. Characteristicsare:
a. Most or all of the CommandandGeneralStaff positionsareactivated.
b. Basecamp(s)is (are)established.
c. The incidentextendsinto multiple operationalperiods.
d. A written actionplan is required.
e. Many of the functional units arestaffed.
f. Operations personnel generally do not exceed200 per operational shift, and total
incident personnel do not exceed499 (numbers are guidelines only).
g. Divisions are usuallyestablishedto facilitate work assignmentsin different
locations. A Division/GroupSupervisoris requiredon all activedivisions.
5. Tme I Incident. A Type 1 incidentmeetsall the characteristicsof a Type 2 incident,
plus the following:
a. All CommandandGeneralStaff positionsareactivated.
b. Operationspersonneloften exceed500 peroperationalshift, and total personnel
usuallyexceed1,000(numbersareguidelinesonly).
c. All activedivisionsrequirea Diyision/GroupSupervisor.
d. The implementationof branchesmaybe required.
22 -CERTIFICATION
FOR INCIDENT COMI~AND SYSTEM POSITIONS
1. All regular ForestServicepersonnelandcooperatorsemployedby the ForestService
underthe PayPlan for EmergencyWorkers (InteragencyIncidentBusinessManagement
Handbook,PMS 902-1, FSH 5109.34)andassignedIncidentCommandSystem(ICS) positions
mustbejudged to be technicallyand physicallyqualified to fill their positions.
2. Qualification for a position in the NIIMS/ICS organizationdependson proven ability
(sec.21). Training, experience,andphysicalfitnessareprerequisitesfor qualification.
However, certificationto hold an ICS positionis detenninedthrough evaluation ofperfonnance
as a trainee in the targetposition(if required),or in a prerequisiteassignment.
Once certified in a position, a Forest Service employee must successfully perform in a minimum
of two incident assignments in that position. After completing these assignments, the employee
may then attend Level I and 2 training for the next higher position.
3. A Fire Qualification ReviewCommitteeshall be establishedon eachunit to determine
certification of personnel. At a minimum, the committeeshall include the Fire Management
Staff Officer, a line officer representative,IncidentFire QUalificationsDatabaseAdministrator,
and a representativefrom the National Federationof FederalEmployees(NFFE) or other
appropriateForestServiceunion official, aswell asrepresentatives
knowledgeableof the unit's
personnel.The ForestFire ManagementStaff Officer on the unit should ensurethat a systemis
in placeto establishpriorities for training and currencyassignments.
Previouslycertified and currentlypracticingFire UseManagerswho have beencertified as
qualified prior to the 2002 revisionof this Handbook(Amendment5109.17-2002-3,effective
May 14,2002) may have their credentialsverified by the criteria establishedin section25.2, Fire
Use PositionQualifications. Their qualificationsand certificationmaybe reducedor rescinded
at the discretionof the ForestQualificationReviewCommittee.
4. Eachemployee'sICS positionqualifications(includingphysical fitnessand
experience)mustbe fe-evaluatedannuallyanda new certificationmustbe issued.
22.04 -Responsibility
Command System
for Signing Form PMS 310-3, Qualification Card Incident
Certification and documentationrequirementsmustbe met prior to signatureof Form PMS
310-3, QualificationCard IncidentCommandSystem
1. The Regional Forester may delegate authority to sign Form PMS 310-3, Qualification
Card Incident Command System, to the Director of Fire and Aviation Management for all Area
Command and Type 1 Command and General Staff positions.
2. The ForestSupervisormaydelegatesigning authorityto ForestFire Management
Staff Officers for Type 2 CommandandGeneralStaff positions. Cardsfor other positionsshall
be signed by the ForestFire ManagementStaff Officer on the unit.
3. The District Rangermay sign FormPMS 310-1, QualificationCard Incident
CommandSystemfor temporaryemployeesqualified as Firefighter I and2.
These delegations are consistent with requirements contained in FSM 1200. For further direction
on delegations of authority and responsibility for positions in the Fire and Aviation Management
Program, see FSM 1230 and FSM 5100.
22.1 -Certification
and Record Keeping
The ForestFire ManagementStaff Officer on eachunit shall ensurethat certification recordsare
maintainedand shall issuea Form PMS 310-3,QualificationCard IncidentCommandSystem
annuallyto eachcurrentlycertified individual. The cardcontainsthe individual's name,agency,
year, unit, qualified positions,on-the-jobtraining needs,measuredphysicalfitness, otherskills,
and clarifying remarks.
1. A file folder in papercopy fomlat mustbe maintainedfor eachemployeefor records
relatedto certification in fire and aviationmanagement
positions. Theserecordsmustbe
centrally locatedon the unit and r~adilyac~essibleto the Fire ProgramManager.
2. The contentsof thesefoldersshallinclude:
a. Training certificatesfor all ForestServicecourses
b. Work capacitytest (WCT) Record
c. Positiontaskbook verification
d. Yearly updatedREDCARD masterrecord.
3. De-certificationrecordsshallbe maintainedwithin the employeedevelopmentfile
(EDF), which is maintainedby employee'sunit (usuallyby the servicingHuman Resources
ManagementStaff Officer).
22.2 -Position Task Books
Position task books contain all critical tasks required to perfOml the job. These task books are
designed in a fomlat that allows documentation of a trainee's perfomlance of given tasks.
Ensure that a position task book is provided for each position included in the qualifications
system (pMS 310-1), with few exceptions (for example, Agency Representative, Interagency
Resource Representative, Air Tanker/Fixed Wing Coordinator, and so on).
SucceSsfulcompletionof all tasksrequiredof the positionasdeterminedby an Evaluator
(Wildland and PrescribedFire Qualification SystemGuide,PMS 310-I, AppendixA, Position
Task Book Administration)shall be the basis for recommendingcertification. For positions that
do not have a position taskbook, the unit's Fire QualificationReviewCommitteeshall determine
anindividual's certificationand qualification,basedon objectivefactors suchasperformance
evaluationsand visual observationof performanceof dutiesof the positions.
1. An individual may not havemore than four active position taskbooks at one time. No
more than two of the four allowed position taskbooks maybe in a single functional area(for
example,an individual maybe issueda taskbook for Facilities Unit Leaderand a task book for
Food Unit Leaderin the Logistics functional area;or the individual maybe issuedtaskbooks for
Helicopter Managerand Strike T~amLeaderin the Operationsfunctionalarea).
2. Individuals servingas trainer/coach/evaluator
mustbe currentlyqualified in the
position being observedand musthave successfullyperformedin a minimum of two incident
assignmentsin the position for which they aretraining and evaluatingothers.
3. Trainee requirements include completion of all required training courses (Level
Level 2) and prerequisite experience prior to obtaining a position task book.
and
a. At this point, however,the taskbook is not initiated and is usedsolely as a guide
for the trainee.
b. The only exceptionsarethoseCommandandGeneral8taff positions that include
8-420, 8-520,and 8-620 asrequiredtraining. Positiontaskbooksandthe
qualificationprocesscanbe initiated for thosepositionsprior to attendanceand
completionof thesethreecourses.This procedureallows traineesto gain experience
that preparesthem for passingtheseadvancedcourses.
4. The traineeis responsiblefor ensuringthathe or sheis readyto perfonn the tasksof
the position prior to undertakinga positionperfonnanceassignment(seedefinitions in sec.05).
This includes acquisitionof the knowledgeand skills neededto perfonn the job tasks. On-thejob training assignments
may assistin acquiringthe necessaryknowledgeand skills (PMS 310-1,
Appendix A).
5. The traineeshall completethe position taskbook within a 3-yeartime limit, which is
calculatedas3 yearsfrom the time the first taskis evaluated("position perfonnance
assignment")until the taskbook is completed. Otherwise,if the traineedoesnot completethe
t~k book within this tirneframe,the traineemust beginthe processanew(PMS 310-1,
Appendix A).
6. If an individual is serving in the 3-year period and a revision to FSH 5109.17
identifying additional Levell or 2 training for the positions is issued, the individual shall be
required to complete the training prior to certification for the position.

Equivalencycoursesare classesthathave beendetenninedby evaluatorsto be equivalentto
coursesidentified in the National Wildfire CoordinatingGroup(NWCG) approvedcurriculum
and that have beenapprovedas equivalencycoursesby the NWCG Training Working Team.
Approved equivalencycoursescanbe found in chapter30 of this Handbook.
1. Process.The appropriateRegionalTraining Working Team or steeringcommittee
shall identify the need for an equivalencyanalysisof a specificcourse. The committeeshall
assignan evaluationteam to conductthe analysis,documenttheir findings, and submit
recommendationsthrough agencychannelsto the WashingtonOffice, Fire and Aviation
ManagementStaff, BranchChief for Training, for recognitionof equivalency.
If the BranchChief for Training detelminesthatthe equivalencycourseanalysisis sufficient and
the proposedcoursesmeettheNWCG certified coursestandards,the BranchChief recommends
acceptanceof the equivalencycourseto the NWCG TrainingWorking Team. Proposalsfor
equivalencycourserecommendations
shall be presentedatthe annualspringmeetingof the
NWCG Training Working Teamandthe GeographicAreaTraining Representatives
(GATR's).
2. EvaluationTeamComposition. The evaluationteamshall be comprisedof a
minimum of threeof the following: LeadInstructor,cadremember,and coursedeveloperor
subjectmatter expert for the respectiveNWCG course. It is suggestedthat the evaluatorsbe
individuals either who havebeeninvolved within the past3 yearswith instructingthe coursethat
is being evaluated,or who arefamiliar with the coursedevelopmentand revision process.
22.4 ~ Currency
Requirements
1. Requirementsfor currencyof experienceare3 yearsfor air operationsand expanded
dispatchpositionsand 5 yearsfor otherpositions. In manycases,currencyrequirementscan be
met by perfonning in a similar position. Otherpositionswhich meetcurrencyrequirementsare
identified for eachposition in exhibit 01, section25.1,throughexhibit 01, section25.36,of this
Handbook.
Currencyrequirementsfor air operationspositionsmayalsobe met by performing on a day-todaybasis or on specialprojects,suchasaerial spraying,searchandrescue,and aerial ignition on
prescribedburns.
2. Positionexperienceis consideredasqualifying only if the individual has previously
met all training and prerequisiterequirementsfor the positionassignment.
3. All personnel who may be required to be on the fireline shall annually complete a
minimum of eight hours of Fire Safety Refresher training. The Forest Fire Management Staff
Officer may elect to include in the training those non-operations personnel who potentially have
a need to be on the fireline (for example, individuals who drive equipment or deliver food and
supplies to the fireline. The Forest Fire Management Staff Officer shall assessthe potential for
risk and determine which additional non-operations personnel may benefit from the Fire Safety
Refresher training.
Refreshertraining shall consistof fire shelterpurposeanduse,practicedeployments,and any
pertinentfire safetyrelatedtopics, suchas: Fire Ordersand Watch-outSituations;Look-outs,
Communications,EscapeRoutes,and SafetyZones(LCES); Look Up, Look Down, and Look
Around; SAFENET; and Standardsfor Survival. The QualificationCard IncidentCommand
System,Form PMS 310-3shall not be issueduntil supervisorscertify that individuals have
completedannualFire SafetyRefresherTraining.
22.5 -Re-Certification
Managementevaluationof an individual's competencyis key to re-certificationwhere
qualificationshave expired. If currencyhaslapsed,the individual shall revert to the trainee
level, be issueda position task book for the position,completeon-the-job-trainingif needed,and
re-qualify in a positionperformanceassignment.By returningto the traineelevel, the personrecertifying is introducedto new technologythat assistswith recalling position duties and
responsibilities.
Individuals who electedto retire underbuy-outopportunitiesandare now pursuing reinstatement
into previousqualificationsshall be requiredto follow the recertificationprocess.The Forest
Fire ManagementStaff Officer responsiblefor certifying anyretireeswho arereturning as AD
employeesshall be requiredto assessadditionaltraining requirementsfor theseindividuals~
22.6 -De-Certification
The de-certification procedures in this section are intended to ensure safe and effective
individual perfonnance in assigned ICS, Wildland Fire Skill, Technical Specialist, and Fire Use
Skill positions. These procedures are also intended to provide supervisors and managers with
another mechanism to ensure employee safety.
De-certificationis the processof removingor reducingan individual's fire suppression,fire use,
and/orprescribedfire managementposition(s)qualifications. De-certificationis not an adverse
action; an employeemaybe re-certifiedaccordingto the proceduressetout in section22.5.
1. PerfonnanceIssuesOutsideFire SuDDression.
Fire Use. and PrescribedFire
Manag~ent. Different proceduresareutilized to addressindividual perfonnanceissuesin areas
other than fire suppression,fire use,andprescribedfire management.If applicable,refer to the
following:
a. Misconductis coveredby proceduresin Title 5, Codeof FederalRegulations,
part 752.
b. Regular perfonnance issues are covered according to procedures in 5 CFR
part 430.
c. Suspensions
andother adverseactionsshall follow establishedagencyprocedures.
d. Certificationand de-certificationproceduresfor aviationpersonnelare found in
FSM 5700.
2. Interagency Policv on Certification and De-certification. AcCording to the Wildland
and Prescribed Fire Qualification System Guide, PMS 310-1, "Agency certification and
documentation is the responsibility of the employing agency certifying that the individual is
qualified to perform in a specific position" (page 4, Agency Certification). De-certification of an
individual's ability to perform is the responsibility of the employing line officer at the
Washington Office, Region, Forest, or District level.
Additionally, accordingto PMS 310-1,"A key componentin the certificationor re-certification
processis the subjectiveevaluationby the appropriateagencyofficial of an individual's
capabilityto performin a position" (page7, CertificationandRe-certification). Judgmentmust
be usedin both the certificationand de-certificationprocess.
3. Causesfor De-certification. Therearethreecausesfor losing certification
(de-certification):

team, or fire use
team,an employeeperformsactionsthat violate recognizedstandardoperational
proceduresor identified safetyproceduresthat aredeterminedto have been
instrumentalin the endangerment
of fire managementpersonnelor the public.
Examplesof instancesthat may warrantde-certificationinclude:
(1) Deliberatelydisregardingidentified safepractices.
(2) Taking insubordinate actions that lead to unsafe conditions.
(3) Intentionally misrepresenting fire qualifications.
(4) Ignoring prescriptive parameters identified in approved bum plans.
4. PerfonnanceEvaluationandDocumentation.Perfonnanceof personnelshall be
evaluated on each incident. Perfonnance evaluation should be measured against the 10 Standard
Firefighting Orders and 18 Situations that Shout "Watch Out." The Forest Service shall utilize
the adoptedinteragencyteamand individual perfonnancerating forms (or recognized
equivalent)when evaluatingthe perfonnanceof individualsin ICS, Wildland Fire Skill,
TechnicalSpecialist,andFire Use Skill positions.
All actionsthat violate establishedsafetyproceduresshall be documented;associateddeficient
perfonnance evaluations must also be completed. Perfonnance reviews, especially those that
trigger consideration of de-certification, shall be coordinated and tracked.
5. Res
for PerfonnanceEvaluationand De-certification.
a. IncidentCommander.The Incident Commanderandlocal unit managerare
responsiblefor providing oversightof the initial performancereview process.
Inherentwithin the authoritydelegatedto all IncidentCommandersis the
responsibilityto relieve from assignmentanddemobilizeanypersonnelfor safety
violations. IncidentCommanders,however,do not havethe authorityto de-certify
individuals. IncidentCommandersareresponsiblefor providing documentedreasons
for relieving an individual, forwardingthe informationto the individual's homeunit,
and including a copyof the individual'8 perform:ance
rating in the documentation
package.
b. Home Unit Certifying Official. The certifying official at the home unit is
responsiblefor initiating an administrativereviewto determineif de-certificationis
appropriate.
Any decisionto de-certifyan individual shouldinclude a detenninationof whether
remedialactionsareappropriateto re-certify the individual and a descriptionof the
recommendedremedialactions.
During an evaluation of de-certification, individual qualifications may be temporarily
suspended. Judgments about qualifications can be made through expert mentoring,
independent assessment,or the line officer's judgment relating to the individual's
performance capabilities.
c. Re 'onal and Forest ualification ReviewCommittee. Qualification review
committeesarea key componentin the certificationand de-certificationof
individuals. Qualificationreviewcommitteesshouldoperateaccordingto procedures
delineatedin othersectionsof this Handbookand in FSM 5120.
A Regionalor a ForestQualification ReviewCommitteehasthe responsibilityto
review individual qualificationsand certification.
Regionalor ForestQualificationReviewCommitteesshall review individual
qualificationsand certificationand shall addressde-certificationfor anyonetheyhave
reviewedfor certification. If the review occursat the Forestlevel, the individual
reviewedshall haveappealrights with the RegionalQualification Review Committee.
(1) Regional Qualification Review Committees (RQRC's) shall review all individuals
possessingArea Command and Type 1 position qualifications.
(2) ForestQualification ReviewCommittees(FQRC's)shall review all individuals
possessingType 2, or lower, positionqualifications.
6. Individuals Relievedfrom Fire Assig!:!ffient.Individualswho have beenrelieved from
an assignmentshall not be reassignedto any incidentuntil the certifying official approvesthe
suitability of the individual to performthe dutiesassociatedwith the qualifications for the
position.
7. Interagenc~Teams. Interagencyteamsor groupsfall outsideof ForestService
authority. Theseteamsor groupsfunction andoperateat the sole discretionof the chartering
group. Teamsor groupsmay be foffi1ed,disbanded,held in abeyance,or re-foffi1edat the
discretionof the appropriatelevel of the charteringinteragencygroup,accordingto applicable
standardsfor eachteam. Examplesof theseinteragencyteamsor groupsare:
a. Area Commandteamscharteredandfonlled by the National Multi-Agency
CoordinatingGroup.
b. National Type I teams chartered by geographic area coordinating groups.
c. Type 2 teamscharteredby geographicareacoordinatinggroupsor by an
individual sub-geographicareagroup.
8. Type I and TYQe2 Crews. Type I crews are de-certified according to procedures
developed nationally. Type 2 crews are de-certified on a geographic or sub-geographic area
basis.
23 -PHYSICAL
FITNESS STANDARDS AND DEFINITIONS
In additionto training and experience,physicalfitnessstandards,whenapplicable,must be met
for IncidentCommandSystem(ICS) positioncertification.
Non-operationspersonnelwho havethe needto be on the fireline for non-suppression
tasksmust
havethe knowledgeand skills found in Standardsfor Survival, or mustbe accompaniedby
someonequalified t~ be on the fireline.
23.1 -Physical
Fitness Requirements
Requirementsfor physical fitnessareidentified asarduous,moderate,light, and none.
I. Arduous. The duties require field work perfonnance by individuals with aboveaverage endurance and superior physical conditioning. Occasional demand for extraordinarily
strenuous activities in emergenciesover extended periods of time may be necessary.
Requirements include running, walking, climbing, jumping, twisting, bending, and lifting more
than 50 pounds. The work pace is set by the emergency situation and may be over irregular
terrain. Examples of arduous duty positions are Strike Team Leaders, Single Resource Bosses,
and Incident Commander Type 5.
2. Moderate. The duties require field work perfofDlance by individuals with average
endurance and physical conditioning. Individuals usually set their own pace. Emergencies
occasionally demand moderately strenuousactivities over long time periods. Activities include
considerable walking over irregular ground, climbing, bending, stooping, squatting, twisting,
reaching, and lifting 25 to 50 pounds. Examples of moderate duty positions are Operations
Section Chiefs and Fire Behavior Analysts.
3. Light. The duties mainly involve office-type work with occasional field activity
characterized by light physical exertion requiring individuals to be in basic good health.
Individuals almost always govern the extent and pace of their physical activity. The activities
may include climbing (such as stairs), standing, operating a vehicle, and s<;>me
bending, stooping,
or light lifting. Long hours of work may be necessary. Examples of positions requiring a light
physical fitness requirement are Staging Area Manager and Helibase Manager.
4. ~.
The duties nonnally areperfonnedin a controlledenvironment,suchas an
incident or basecamp. Testingis not requiredfor individualsfilling thosepositionshaving no
physical fitnessstandards,Examplesof positionsrequiringno physicalfitnesslevel are Planning
SectionChief and SupportDispatcher.
23.2 -Physical
Fitness Measurement
Field units are not authorizedto supplementthe directionin section23. Physicalfitness
measurementmethodsare establishedonly by the Chief of the ForestService.
The pack test is the solephysicalfitness measurement
recognizedby the ForestService.
23.3 -Fitness
Development
Fire personnelrequiredto meetthe arduouslevel for their assignedwildland fire positionsshall
be provided official time for rigorousexerciseto preparefor and maintainthe arduous
qualification:
1. Fire funded employees (assignedto fire crews and identified in the Fire Managenient
Action Plan) shall be allowed up to 5 hours per week of physical training when not engaged in
wildland fire operations.
-
2. Employeesnot fundedby fire shallbe allowed up to 3 hoursper week of physical
training, consistentwith wellnessprograms,by the employees'requestandbasedon supervisors'
approval. The applicabletime is up to 6 monthsprior to scheduledtesting and afterpassingthe
test, until the endof the proclaimedfire season.Fire programfunds may be used for approved
physicaltraining time basedon guaranteedavailability for fire-relatedassignments.
The employeesand their supervisorsshall discussandscheduleopportunitiesduring the work
week for fitness activities.
24 -POSITION
CATEGORIES
The ForestServicehasestablishedtraining andexperiencerequirementsfor the four categories
of positionsutilized in wildland fire management
andprescribedfire use in additionto the duties
and prerequisitesoutlined in the Wildland andPrescribedFire QualificationSystemGuide,PMS
310-1. The four categoriesareidentified as IncidentCommandSystempositions,Wildland Fire
Skill Positions,Fire Use Skill Positions,andTechnicalSpecialists.
1. IncidentCommandSyst~ Positions. Any positionfound on the ICS organizational
chart(ex. 01 thfough09, sec.11.1).
2. Wildland Fire Skill Positions. Positionsidentified asuniqueto wildland fire
suppressionbecausethey requirea level of knowledgeandskills to perfonnwildland fire
suppressionduties (FSM 5143).
3. Fire Use Skill Positions. Positionsidentified asneededto administersuccessfuluse of
wildland and prescribedfire to achieveland management
objectives.
4. TechnicalSDecialists.Personnelwith uniqueskills neededto supportincident
operations. Thesespecialistsmaybe utilized within anyfunctionalareaof the incident
organization. Eachagencyis responsiblefor establishingpositionrequirementsguided by
agencydirectives or interagencyguides.
Many TechnicalSpecialistsarecertified in their field or profession. If the position is specifically
identified in section25 of this Handbook,then specialistsmustmeetall requirementslisted. The
unit Fire Qualification ReviewCommitteeshall reviewthe specialist'stechnicalandphysical
abilities to detenninequalifications. This review mayincludecheckinglicenses,evaluating
previoustraining and work experience,andobservingon-the-jobperfonnance.
25 -POSITION
QUALIFICATIONS
Exhibit Olin this section provides an index to positions and the exhibits containing qualifications
for the positions. The exhibits in sections25.1 through 25.36 show training requirements,
experience, physical requirements, and other positions meeting currency requirements for the
four position categories utilized in wildland and prescribed fire and aviation management.
Training requirements for these positions are defined by a tiered three-level nomenclature. The
three levels of training are defined as follows:

Level 2
Must completethe specifictraining or an approvedequivalenttraining. Approved
equivalenttraining is identified in the specific positionqualificationsfound in
section25. A list of the currentapprovedequivalentcoursesis containedin
chapter30.
Level 3

learnedmaybe beneficialto the individual but is not necessaryin order to qualify an
individual for the position.
Included in this category are several geographic area developed courses, which may
enhancethe capabilities of the individual to perform the job. Many of these courses
may not be available in all geographic areas (for example, Intermediate Air
Operations, previously known as 8-370, is notavailable in all geographic areas;hence
it is placed in the Level 3 category). These courses are generally not available
through the National Publications Cache.
