1. General
1.1. The Board will appoint a Property Committee at the beginning of each term.
2. Property Committee
2.1. The Property Committee will report to the Board.
2.2. The Property Committee will:
•
monitor the process for disposal of property
•
assist in the creation of specifications and criteria for the disposal of
property
•
provide parameters for negotiations regarding the disposal, including
establishing negotiation criteria and designating a spokesperson(s) for
such negotiations
•
evaluate all submissions (expressions of interest, offers, etc.)
•
make recommendations to the Board.
3. Disposal Process
3.1. Following the adoption of the Board resolution that the subject property is no
longer required for Board purposes staff will be directed to follow the process
prescribed under Ontario Regulation 444/98 for the disposition of the property,
if the property is subject to O. Reg. 444/98.
3.2. The Property Committee will normally require two appraisals.

3.3. Following the process under the Regulation, if such process has not resulted in
expressions of interest from any of the statutory bodies named in the
Regulation, the Property Committee may select a competitive process from the
following list:
•
Request for Offer (Tender)
•
Request for Proposal
•
Real Estate Listing
•
Public Auction
•
Some combination of the above processes.
3.4. No less than 30 (thirty) calendar days shall elapse between the initiation of the
above processes or any combination of them and the closing date for
submissions. In any event, the Board shall retain the right to defer closing until
all of its conditions are met.
4. Other Disposals
4.1. The Property Committee may select an alternative method for disposal if the
property is not subject to O. Reg. 444/98, or there is a restricted market for the
property, or there are other circumstances where a different approach to the
disposal would be more advantageous to the Board.
5. Completion of Disposal Process
5.1. At the conclusion of a disposal process the Property Committee shall make an
appropriate report or recommendation to the Board.
