Jeff Allison, Chair of Council, called the meeting to order at 5:30 p.m. in the Dicke Forum.

Budget & Appropriations: Committee met today. Discussions involved the light bulbs and ballasts in
Heterick Library and the current year budget, which is still a work in progress.
Academic Affairs: Committee has met, and is working on establishing an intellectual property policy for faculty and students. Expect to finish the policy this semester, at which time the proposed policy will be brought to Council for approval.
Student Activities: No further report.
Personnel: No further report.
Reports from Operational Committees a. b.
Athletics: Fall sports are underway.
Information Technology: IT staff upgraded the wireless infrastructures for the residence halls over the c. summer and there are now nearly 400 wireless antennas in halls. This was made possible by the student technology fee. Discussion followed about the types of continued student complaints concerning wifi and a couple of points were stressed: Stambaugh has not yet been upgraded, and IT will not be accepting complaints for the gaming network because IT must maintain the firewall on that network that students want to see removed.
Cultural & Special Events: As Vice Chair of University Council, Melissa Eddings will be on that d. e. f. committee.
International Affairs: Committee has not met. Jamie Scott McKee’s final day on campus will be Friday.
Interviews for her replacement are underway and they are hoping for an appointment in the next couple of weeks for that position.
Religious Affairs: Committee has not met. Religious Life has an average of 185 in attendance, which is a huge increase from last year. Several Habitat activities will be going on this week, including the
Shock Shack. A $50,000 grant proposal was submitted that involves talking about the vocation on campus, and they should know by November if they will be receiving it.
General Education: The DegreeWorks software package is available to faculty in all four undergraduate colleges. It is a degree audit system that will help advisors and students see the requirements for graduation, as well as Gen Ed tags. Students must still upload artifacts to TaskStream. There is a new process where seniors will go into DegreeWorks and submit that they think that they have completed all of their Gen Ed requirements.
a. Vice-Presidents i. Academic Affairs: Two additional title or position changes that were not mentioned at opening activities: Kathleen Baril, who served as Interim Director of Heterick Memorial Library last year, is now the Director, and Chris Yanai is now the Director of the PMCP program. The
Strategic Planning Committee has suggested an online RN to BSN program, a Public Health major, and a Health Informatics program. Committees are looking into these options and will be providing reports. ONU will need to develop a curriculum that meets the new requirements for the Ohio General Assembly’s post-secondary enrollment options for the dual enrollment program. The Ohio Supreme Court has adopted a 3+3 program which allows for a six-year ii. iii. iv. joint bachelor’s and law degree, as opposed to the traditional seven years. The New American
Colleges and Universities (NAC&U) consortium comprised of schools similar to ONU will provide opportunities for cross-work and exchange programs for faculty and students. The five
HLC reports from last year have been consolidated to create a working draft self-study.
Financial Affairs: No additional report.
University Advancement: Homecoming will be here soon. The Lehr Society dinner will be on
October 10 th
. The Polar Bear Nation Regional Challenge is encouraging individuals to be more socially active by giving to the Northern Fund. Huge increase in online donations last year.
The Campus Campaign will be launched the first of October. Scholarship Dinner is November
14 th
. The Capital Campaign for Engineering is progressing. The new branding rollout was
August 20 th
during the faculty meetings. 160over90 will be back in October to for the student rollout. New promotional materials, a mini viewbook, and a branding guidelines manual are in the works. Also working on new banners for Main Street and the Freed Center, and new outdoor artwork for the three rented billboards.
Admissions and Financial Aid: Report submitted by Larry Lesick: v.
1. New student enrollment is higher than last year but lower than we had hoped.
Institutional Research will provide the exact numbers after census.
2. There have been additional changes in staffing in the admissions office. Reggie Onyido resigned to accept a position at Ohio Wesleyan and Marsha McMunn is moving over to alumni affairs. To fill these very recent resignations we hired Jerrod Amstutz, a
December graduate. We will be seeking another counselor after the end of travel season in late October.
3. In June, Noel Levitz CEO Kevin Crockett visited ONU and performed an enrollment assessment. Over thirty recommendations are being considered and/or implemented.
One is an effort to significantly increase the number of inquiries by 7-10,000. To do this we are working with the Parish Group to expand our Search (i.e., the number of names purchased and the outreach to them) and we have implemented a new Customer
Relationship Management (CRM) system.
4. We are also expanding our recruiting in the Chicago area. This fall I am visiting over 70 high schools – we have never visited more than 20 in previous years.
Student Affairs: Proposal submitted to Council from the Office of Student Conduct (see
Attachment A.) Council voted unanimously to refer the proposal to the Student Affairs
Committee (see Attachment B.) University housing is at 95% capacity. The damage from a water line break has been repaired and students were able to return to their rooms today.
Family day is coming up this weekend, and the Bridging Opportunities Day is tomorrow.
Thursday is the fall career fair, which is at capacity. ONU has a new nurse practitioner, Abbie
Nartker, who is also an ONU alum. Information about referring situations that are a cause for concern to Student Affairs was sent by email a couple of weeks ago, and referrals have been coming in as individuals take advantage of the program. b. Deans i. Arts and Sciences: Report submitted by Catherine Albrecht:
1. Technological Studies: The final report for accreditation of Technical Studies was received June 3. The report will be presented to the ATMAE Board of Accreditation
c. for final approval at their Annual Conference scheduled for November 19-22, 2014, in
St. Louis.
2. Alumni Peter Haase (assisted by Taje Haase) taught Outdoor Skills for Field Biologists at the Nature Center the week before classes began.
3. Leading from the Heart – Held on September 2, with guest speakers Julie (Herendeen)
Travis and Ryan Malany.
4. “I Dream of All Things: Photographs by Emily Jay” is on exhibit at the Elzay Gallery and there will be a reception with the artist on Friday, October 3, at 5:30 p.m.
5. A celebration of the 25 th
anniversary of the Nature Center was held on September 6 th
to thank donors and other supporters of the facility. ii. iii. iv. v.
6. Flute Day involving 30 participants, 20 from off-campus, was held Saturday, September

.

8. Homecoming concerts: University Chorus and Men’s and Women’s Chorus on Friday,

at 7 p.m. and “So You Think You Can Dance?” on Saturday, October 4 th

Engineering: Getting ready for accreditation visit next Monday and Tuesday.
Pharmacy: No report.
Business Administration: No report.
Law: The University of Toledo has reduced their sticker price for their College of Law.
Student Senate: Report submitted by Joseph Railey:
Student Senate has had a busy start of the semester. We hosted Welcome Fest during opening weekend and also hosted Senate Awareness Week during the second week of the semester. Each of these events had very good turnout and have helped to market Student Senate to ONU students. We currently are in the midst of elections (they started this morning and end Thursday evening) and budget appropriations. We hosted the first BA meeting last night and will have another one on d.
Thursday. All applications are due by next Friday. Over the summer Senate also began utilizing the
TV screen in front of Mac to highlight student life on campus and also to promote different events.
The university community can send powerpoint slides or jpeg images to be put on the screen to senate@onu.edu. We also are continuing to work closely with our college representatives. We most recently have helped the law school promote the MWBLSA Academic Retreat that is happening
Saturday to undergraduate students.
Health Services Advisory Committee: Committee meets later this week and will look at a peer comparability analysis that was done for ONU by Mercer. Enrollment would begin in October. Rates have been set for 2015.
VI. Chair/Faculty Comments: Council Chair Jeff Allison welcomed the members back to University Council. No additional comments.
VII. President Comments/Questions: Enrollment comments: The census email will be coming out shortly. Slight increase in new students and overall headcount, and retention is up for freshman and sophomores. Working on widening the pool through name purchases. The new lacrosse coaches are actively recruiting and teams should be underway next fall. Catherine Albrecht will chair a committee to find a replacement for Larry Lesick, who has announced his upcoming retirement. The Investment Committee met over the summer and saw positive growth in the balance performance for the last several months. We are one of only 8 out of the 47 private colleges in Ohio to have endowments of 150 million or more. This year the Board of Trustees will meet with the advisory groups for branding and master planning initiatives. By-laws of the Board were revised and mapped against the recent publication on updating college and university by-laws, and those revisions will be brought to the Board. Pam Hershberger has accepted the offer to serve and will be ratified at the October meeting. The
Sustainability Committee suggested that ONU become a smoke-free campus, and there will be upcoming discussions on campus to prepare for the implementation of this policy. It will probably become formalized at the beginning of next year. The Mathile Scholars Program will celebrate its first decade and ONU will be bringing back alums for that event. ONU will also celebrate the 20 th
year of Holiday Spectaculars. There will be two upcoming forums on September 30 th
the present the results of the campus planning. Kami Fox mentioned
that the Hardin County Health Department had announced that Ada has the highest use of tobacco in the county.
Joseph Railey asked whether the forums would be open to students, and the President said yes.

OFFICE OF STUDENT CONDUCT
RESOLUTION (Office of Student Conduct)
WHEREAS, Appendix 6 (Disciplinary Procedures for Nonacademic Violations) in the ONU
Faculty Handbook provides for the elected faculty to serve for two years; and
WHEREAS, The U.S. Federal Government is mandating new and increased training initiatives that are required on a yearly basis (in compliance with the Campus SaVE Act); and
WHEREAS, The remaining faculty-elected positions of the student conduct process (the
University Appeals Board) are elected for a one year term; therefore be it
RESOLVED, That the ONU Faculty Handbook, Appendix 6 – Article 2 – Section 2 – Letter B
(pg. 173), be amended to read:
B. The list of faculty members shall consist of eight members. The faculty of each of the five colleges shall elect one member to the University Disciplinary Board for A term s of two ONE year s at a regular Spring term or other meeting of the college faculty.
The faculty of the university shall elect three at-large members of the University
Disciplinary Board for A term s of two ONE year s at a regular Spring term or other faculty meeting. Faculty members may be re-elected to the list.
