EVENTS IN THE COASTAL ZONE APPLICATION FORM TO HOLD AN EVENT IN THE COASTAL ZONE OF THE CITY OF CAPE TOWN * Please note that in cases where an Environmental Authorisation is required, it may be up to six months before the event/filming can proceed. Refer to information sheet for details. * No applications for events for the summer season will be considered after the 31 st of October SECTION 1 Please provide the following background information: 1. Please provide a detailed event plan, including a map identifying the geographical location of the site, type and location of equipment to be used including cabling/connections, use of parking space and which formal access points will be used. A Google Earth map is preferable; if not possible, a sketched map is acceptable. SECTION 2 Please answer yes or no to each of the following questions: QUESTION YES NO 1. Will you be doing construction or earth-moving activities including dredging, excavating, removal or moving of soil or sand in the coastal zone (Please see definition of the coastal zone on page 4)? If so, please estimate the quantity of soil to be removed, and distance of the work from the High Water Mark (HWM) in metres. 2. Will you be constructing structures in coastal zone (definition page 4)? If so, please estimate the development footprint in square metres. 3. Will you be planting vegetation within the coastal zone? If so, please estimate the distance from the HWM in metres. 4. Will you be infilling or depositing any material within the coastal zone? If so, please estimate how much material in cubic metres and the distance from the HWM in metres. 5. Will you be clearing any vegetation? If so, please estimate how much in square metres. 6. Will you be bringing vehicles into the coastal zone? 7. Will you be either launching or landing any watercraft? 8. Will you be using any pyrotechnics or fires in the coastal zone? 9. Will you be bringing any animals or plants into the coastal 2 If yes, please provide details zone? 10. Will you be using generator/s in the coastal zone? 11. Will your activities result in the generation of any waste in the coastal zone? 12. Will you be doing any advertising or branding on site? 13. Will you be cordoning off any area in the coastal zone? If so, please state the reasons for this and explain how you will do so. SECTION 3 Please note the following: Please note that the City may require an independent Environmental Control Officer (ECO) to be employed to ensure that environmentally sensitive activities are promoted; 3.1 3.2 If the ECO identifies discrepancies between the details given by the application form and the event itself, the ECO together with the City of Cape Town reserves the right to stop the event from taking place. ECOs will be monitored by the City of Cape Town to ensure that adequate monitoring of activities is taking place; 3.3 Should the ECO be deemed incompetent/ineffective in terms of enforcing the conditions set out in the EMP, the City reserves the right to have the ECO replaced? 3.4 Should the use of public parking space be required, the space used may not exceed 30% of the relevant beach node’s public parking space, unless consent to use a larger area is given by the City of Cape Town; 3.5 Only formalised walkways (please see definition of formal access on page 4) may be used to access the beach; 3.6 Props/structures are not to be constructed in the coastal zone but the closest parking lot and carried onto the beach via formal access points. Should construction on the beach be unavoidable, an Environmental Management Plan may be required. Depending on the nature and scale of the work for the construction of the structure, a Basic Assessment may be required and submitted to the Department of Environmental Affairs and Development Planning for environmental authorisation; 3.7 No defecation/urination is allowed on the beach - adequate provisions for ablution facilities must be made (porta-loos or City ablution facilities). 3.8 Blue Flag beaches: No events are allowed within the demarcated areas on a Blue Flag beach during Blue Flag season. Blue Flag season runs every day during the period 1 December - 31 March, 10:00-18:00. Blue Flag beaches for the 2011/2012 season are Bikini Beach, Mnandi, Strandfontein, Muizenberg, Llandudno, Camps Bay, Clifton 4th, and Silwerstroomstrand (December-January); 3.9 NO alcohol is allowed on public open space in the coastal zone, regardless of whether it is being sold, supplied or consumed. A temporary licence to sell/serve/consume alcohol on a beach can be applied for through the SAPS; however applicants are advised that it is unlikely that such a licence will be granted. 3 SECTION 4 Definitions: 1. Coastal zone means the area comprising the inshore marine waters, extending inland to include the beach as well as coastal dunes, and all infrastructure and facilities in this area. 2. Formal access means access to the coast/beach which is supported by infrastructure (boardwalks, walkways, steps etc.). 4
