Minutes from the Meeting to discuss the preparation of a business plan for
developing and deploying alternatives to DDT

Participation and Presentations
1. The Conference of the Parties to the Stockholm Convention at its third meeting in Dakar,
Senegal this year, requested the Secretariat to prepare a business plan to promote a global
partnership for developing and deploying alternative products, methods and strategies to
DDT for disease vector control. In seeking the views of stakeholders, the Secretariat
convened a meeting of representatives from various relevant sectors to discuss the
preparation of the business plan.
2. Twenty three persons participated in the meeting (listing shown below). Besides the
Secretariat of the Stockholm Convention, there were representatives from Industry,
Research Organizations, Inter-governmental Organizations, Non-governmental
Organizations and Party States to the Stockholm Convention.
3. The meeting was chaired by Ms. Fatoumata Ouane, Senior Scientific Officer for the
Secretariat of the Stockholm Convention and opening remarks were given by Mr. David
Ogden, Officer-in-Charge of the Secretariat, Mr. Lucien Manga, Regional Adviser for
Vector Biology and Control at WHO-AFRO and Ms. Ellen Tynan, Senior Environmental
Specialist at the World Bank.
4. Mr. Lucien Manga presented the global trends in DDT use in which he highlighted the
need for local assessment in decision making for disease vector control and used the
example of Cameroon where at least one specie of the mosquito malaria vector that was
susceptible to DDT remained in certain areas of the country. Mr. Manga concluded that
in Africa, Indoor Residual Spraying programmes are expanding and the related use of
DDT is therefore also on the increase. He expressed the view that DDT will continue to
be a part of malaria control options for many years to come but that the expansion of
resistance urgently requires the development of new products. He felt that programmes
can still go a long way with tools that are currently available if the necessary technical
capacity exists but in any case, current and new tools need to be used as part of integrated
vector management strategies.
5. Mr. Paul Whylie presented the mandate provided by the Conference of the Parties to the
Stockholm Convention for the preparation of a business plan for promoting a global
partnership on developing ad deploying alternatives to DDT for disease vector control.
He said that the meeting was convened to gain the insight of the various stakeholders on
how best to undertake the process of preparing the business plan; to investigate the
possibilities for funding and to discuss the initiation of a global partnership that may
result from the preparation of the plan.

Discussion
6. Certain participants questioned the need for a business plan and who would own it. Given
the need for a comprehensive attack on vectors using the efforts from all stakeholders, the
question was raised if there may not be the need to first establish a partnership or global
organization from which a business plan should then emanate.
7. There was thought that alternatives could include measures outside of other chemical
insecticides. Consideration was given to whether financial resources may be the limiting
factor for eliminating the use of DDT as other insecticides already exist that could replace
it in IRS.
8. Some participants felt that capacity building should be a priority as threshold levels of
capacity on the ground was a basic requirement for deploying any alternative measure.
Others thought that parallel work could be undertaken to include development and
deployment of alternatives even as capacity building activities were ongoing.
9. Given the real possibility of complete resistance to DDT becoming a reality, some
participants felt that long-term solutions had to be developed to replace DDT and that
what was required was the involvement of communities that were affected within the
context of an IVM approach.
Recommendations
10. The following conclusions were drawn to carry the process forward:
(a)
The preparation of a business plan is not the appropriate measure for promoting a
global partnership on developing and deploying alternatives to DDT;
(b)
A two-pronged approach for the preparation of relevant papers should be undertaken.
Firstly, a background study should be undertaken involving a comprehensive global
situation analysis on DDT including the following:

A regional analysis of DDT use for disease vector control;
An analysis of the current efforts globally to control disease vectors especially
the mosquito vector for malaria;
A compendium of the available alternative products, methods and strategies to
DDT use including non-chemical alternatives and the current research work
being undertaken to find alternatives;
Results of consultation with various stakeholders especially relevant
organizations in malaria endemic countries that are involved in disease vector
control;
A summary of current efforts to combat the malaria vector without the use of
DDT;
A listing of the involvement in disease vector control of the various
stakeholders;
A compilation of the barriers and gaps that exist in developing and deploying
alternatives to DDT;

The results of dialogue with potential donors and funding agencies to identify
their suggestions and concerns for supporting the global efforts on malaria
vector control.
Secondly, a paper should be prepared that analyses the options for a global
partnership that:
ƒ
Uses the information gathered from the first study;
ƒ
Establishes at least three options for having a global partnership for developing
and deploying alternatives to DDT and how such a partnership could be
created;
ƒ
Includes a set of milestones through which monitoring of the implementation
of the options for the strategic plan may be undertaken;
ƒ
Includes a process for stakeholders to interface and continue collaboration
over a given time period in the future;
ƒ
Includes the roles of the various stakeholders in the implementation of a
strategic plan;
ƒ
Analyses the relative costs involved in implementing each option;
ƒ
Seeks comments from all stakeholders during the preparation of the paper;
(c) Subsequent to the preparation of the two documents mentioned above, a wider
stakeholders’ meeting should be held prior to the fourth meeting of the Conference
of the Parties to seek comments and acknowledgement of the papers prepared.
These papers would then be presented to the COP for review and further action.
