EATMCG/8 WP/07 21-22 May 2015 THE EIGHTH MEETING OF THE INFORMAL EAST ASIA AIR TRAFFIC MANAGEMENT COORDINATION GROUP (EATMCG/8) (Hong Kong, 21-22 May 2015) Agenda Item 6 Revision of EATMCG Terms of Reference Presented by IFATCA Summary The EATMCG Terms of Reference were last revised at EATMCG/4. A revised Draft Terms of Reference is provided for discussion. 1. Introduction 1.1 The EATMCG Terms of Reference (ToR) were last revised at EATMCG/4 (see Attachment 1). Some further amendments to the ToR were proposed at EATMCG/5, but after some discussion there was no agreement and the original ToR are still in place. 2. Discussion 2.1 It is proposed that the ToR are revised to reflect the membership of EATMCG and the work in planning for the implementation of a number of major regional initiatives that are currently being developed. 2.2 A draft Revised ToR is at Attachment 2. 3. Recommendation 3.1 The meeting is invited to discuss the revised Draft ToR and make any changes as necessary, and approve them as the new EATMCG ToR. Attachment 1 EATMCG/4 TERMS OF REFERENCE 1. The objectives of EATMCG are to develop and implement tactical/strategic, benefit driven plans in a harmonious manner to improve en-route airspace capacity in addition to enhancing safety and efficiency in the region. 2. The members of EATMCG shall consist of ATM experts from Hong Kong, Japan, Philippines and Taiwan. 3. To meet the objectives above, the EATMCG shall; a) Review the current operation/procedures among all facilities concerned. b) Review the existing route structures in the airspace of concerned FIRs, taking into consideration major traffic flows in the region. c) Develop a new route structure and altitude allocations if necessary. d) Review and determine the longitudinal separation at FIR boundaries, taking into consideration the demand of routes. e) Develop and implement cooperative Air Traffic Flow Management (ATFM) operations and procedures among facilities concerned. f) Consider and discuss the implementation of ATS Inter-facility Data Link Communication (AIDC) with neighboring FIRs. g) Develop and implement the necessary strategic plans based on ICAO regional and global plans, taking into consideration the need for inter-regional harmonization, service provider and airspace user requirements. h) Explore possibilities for further enhancements to operational efficiency of ATC operations/procedures and route structures. 4. The EATMCG meeting will be held once or twice a year. 5. The Meeting may invite industry partners and accredited organizations to attend when considered appropriate, in the capacity of Observers. Attachment 2 EATMCG TERMS OF REFERENCE 1. The objectives of the East Asia Air Traffic Management Coordination Group (EATMCG) are to develop and implement strategic and tactical benefit driven plans in a harmonized and collaborative manner to improve airspace and airport capacity in addition to enhancing the safety and efficiency of ATM operations. 2. To meet these objectives, the Group shall: a) Develop and implement strategic plans for the introduction of operational practices and procedures in line with the regional Seamless ATM Plan, including the establishment of longitudinal separation based on CNS availability and aircraft systems; b) Develop and implement route structures based on the regional PBN Implementation Plan and with regard to user requirements; c) Develop and implement cross-border ATFM procedures taking into consideration the regional ATFM Plans; d) Explore possibilities for further enhancements to operational practices and procedures to optimize ATM safety and efficiency. 3. The members of EATMCG shall consist of ATM experts from Hong Kong, Japan, the Philippines, Republic of Korea and Taiwan. 4. EATMCG meetings should be held at least once a year.
