The HEIs have been partnered in the form of four (4) consortia The 17 HEIs use approximately 300 facilitators in total from this sector 3 Categories of Training Providers Independent Individual Contractors (IICs) These are persons who are recruited on the basis of specific technical expertise, public sector knowledge and experience in a particular field, e.g. ex CFO of provincial and national departments facilitate training in SCoA. Engaged by Palama as IICs under the terms and conditions of a contract agreement and in accordance with the Income Tax Act, Act 58 of 1962 as amended. Palama conducts the Induction and the Train-the-Trainer courses at recruitment and from time to time. The individual providers are paid at mid-market rates of the training and development industry and are based on the dpsa rates for consultants.
