RC Engineering and Construction Management (RCECM), headquartered in the Tri-Cities, WA is a dynamic company that
provides robust engineering and construction management support services to federal, public works, and environmental
industries and clients nationwide. We are currently seeking various levels of estimators for full-time staff positions and
project-term assignments on federal projects. Work will primarily be out of Portsmouth, OH, however, work assignments could
also be at various locations nationwide.
**All candidates must be able to meet site access requirements for federal facilities and be able to obtain a DOE
security clearance if required**
Responsibilities
 Preparation of cost reports and estimate packages
 Preparation of Estimate Risk Analysis and making contingency recommendations
 Performing quantity takeoffs using drawings and specifications
 Preparing engineering estimates and cost data in support of bids/proposals, 3rd party estimates, and claims
 Evaluating/analyzing cost and schedule criteria and preparing status reports; preparing/maintaining construction schedules
 Preparing complete bid/cost packages, including scope of work, bid, and project schedules
 Coordinating/communicating with vendors; maintaining vendor/supplier database
 Preparing Material Difference estimate packages
 Analyzing claims
 Performing value engineering estimates
Skills
 Self starter
 Excellent written and verbal communications skills
 Demonstrated ability to analyze and solve problems
 Ability to be flexible with changing priorities in a fast-paced environment with a proven track record of meeting deadlines
assigned
 Good understanding of construction practices and market pricing
 Ability to review design drawing, perform takeoffs, develop quantities and utilize other information from completed
projects to develop estimated quantities and costs
 Good understanding of the fundamental concepts of Project Controls, Cost Engineering, Scheduling and Estimating
 Good understanding of the estimating role in Baseline Centric Execution
 Knowledge of environmental cleanup and remediation a plus
Education/Experience Required





Minimum of 5 years cost engineering or construction estimating experience
Bachelor degree in engineering or related field required
Minimum of 1 year experience RS Means and MC2 estimating programs
Understanding of FAR 15.406, Table 15-2 and DOE 413.3b
Strong PC skills to include Microsoft software; automated and cost management systems
