2011 ICP HHC Price Surveys Additional Guidance 1 1. Introduction This note gives instructions and guidance for the conduct of the 2011 ICP Household Consumption Price Surveys and it is intended to complement the Global Core List (GCL) item specifications. The provided information does not replace or contradict the original items specifications. 2. Clothing and Footwear 2.1 Basic Headings covered Guidance given in this section relates to the following three Basic Headings: 110300 CLOTHING AND FOOTWEAR 110310 110311 110311.1 110312 110312.1 110320 110321 110321.1 CLOTHING Clothing materials, other articles of clothing and clothing accessories Clothing materials, other articles of clothing and clothing accessories Garments Garments FOOTWEAR Shoes and other footwear Shoes and other footwear This does not include Basic Headings relating to cleaning, repair and hire of clothing or footwear. 2.2 Item types The GCL includes four types of items as follows. A. Specified Brands (SB) These are international brands or (multinational) shop-chains brands which are referred to in the item description either as a single specified brand to be priced or a set of specified brands deemed comparable/equivalent: I. Single specified brand (“specified brand”) - Shown as Brand: <NAME 1> in the GCL - For example: Brand: TRIUMPH For these items, only the single specified brand should be priced. II. Set of specified brands (“brand cluster”) - Shown as Brand: <NAME 1>/ <NAME 2>/... in the GCL - For example: Brand: NIKE/ADIDAS/ASICS 1 For these items, any of the brands listed may be priced, because they are assumed to have equivalent brand-value. It may not therefore be necessary or even possible to price all of the specified brands. However, surveyors should note that the string of brands mentioned in the item description is not a mere list of examples, it’s rather the list from which the brand(s) to be priced must be chosen. Brands which are not included in the item definition should not be priced for this item. B. Generic type – Well Known Brands (WKB) or Popular Brand - Shown as Brand: Well Known or Brand: Popular in the GCL This category includes all international brands or multinational shop-chains brands, typical for a concrete country, as well as brands and shop-chains brands exclusively nationally or regionally renowned or spread. Products to be priced have to be identified, firstly on the basis of their physical characteristics as indicated in the item specifications. Price collection has to follow the consumers’ purchasing pattern and principally representative brands have to be priced. In addition the parameter “Brand stratum” is included to most of the WKB item specifications. It refers to three different segments within the market supply of branded clothing and footwear: 1. High - shown as Well Known: High or Popular Brand: High 2. Medium - shown as Well Known: Medium or Popular Brand: Medium 3. Low - shown as Well Known: Low or Popular Brand: Low For better clarification, the three different strata are represented by a list of brands and shop-chains brands in Annex 1. Due to the very high number of such brands, it is almost impossible to list them all; therefore only a sample-picture is provided to help the price collectors identify the items. Countries are encouraged also to price their representative brands not appearing in the list in Annex 1. They will identify these items on the basis of their experience and in the light of the general brand-value concept. C. Generic type – brandless - Shown as Brand: Brandless in the GCL These are products from unidentified or not renowned producers or without "brand-value“, although in some cases their “labels” or logos may seem similar to international brands. Typical example would be a sportswear item with two or four stripes, which may deceive purchasers to think that it’s an ADIDAS item, yet genuine ADIDAS items have three stripes. Usually such products do not have own catalogues or own advertising campaigns and the quality of the products (materials, finishing) is lower than of those in categories A and B. Three kinds of brandless products can be identified: - Typical brandless products, i.e. products without any brand name in the classic sense. - Supermarket/hypermarket chains often sell own products of different lines (e.g. clothing, footwear, personal care products) under their unique name/label; they are mostly considered as brandless. However, exceptions can exist for higher level shops – in such case 2 the item should be reported under the appropriate WKB stratum. Note, that such “labels” on the products often are different from the shop name. - Fake products or falsifications, which should be considered as brandless, even if shops make particular advertising. D. Generic type – brand not relevant - Shown as Brand: Not relevant in the GCL For certain products, such as the clothing materials, the brand concept is not valid. 2.3 Brand strata demonstration For clothing and footwear items an indicative list of brands and shop-chains brands is presented in Annex 1. The aim of the list is to assist price collectors to recognize three different segments of brands for generic WKB-definitions. The “classification” is neither comprehensive nor absolutely strict, but indicative. It is recommended that the Regional and National Coordinators expand these strata with other representative brands (particularly with national brands) and shop-chains brands deemed important for their respective countries. Note that the appreciation of a certain brand or shop-chain brand may differ between countries, which may result in a particular brand not being allocated to the same stratum (high, medium, low) by different countries. However, there should be NO such discrepancy within the same country. The national coordinator has to see to it. Exclusive designer brands are excluded from the ICP survey. Annex 2 gives an indicative list of brands considered to be “too” exclusive. Hand-made products are generally excluded from the ICP survey. 3 Annex 1: Brand strata demonstration1 The following list of brands and shop-chains brands is indicative and not exhaustive.
