Pemerintah Daerah Dalam Pemberdayaan Masyarakat di Kabupaten
Pinrang (Studi Kasus: Pengentasan Anak Putus Sekolah di Kecamatan
Lembang ), di bawah bimbingan Dr. H. A. Gau Kadir, MA dan Dr. Muh.
Tamar M.Psi.
Penelitian ini bertujuan untuk mengetahui dan menganalisa peranan
pemerintah daerah dalam pemberdayaan masyarkat khususnya dalam
pengentasan anak putus sekolah di Kecamatan Lembang Kabupaten
Pinrang.
Penelitian ini bersifat deskriptif yang memberikan gambaran secara faktual
mengenai analisa peranan pemerintah daerah dalam pemberdayaan
masyarakat khususnya mengenai pengentasan anak putus sekolah di
Kecamatan Lembang Kabupaten Pinrang. Teknik pengumpulan data
dilakukan melalui observasi dan wawancara. Data yang diperoleh selanjutnya
dianalisis secara kualitatif.
Dari hasil penelitian menunjukkan: (1) Kondisi obyektif anak putus sekolah di
Kecamatan Lembang mencapai angka 979 anak, terdiri dari tingkat SD
berjumlah 166 anak, SMP 372, dan SMA 441 anak. (2) Berdasarkan 5 kasus
yang ditemukan penulis di lapangan, faktor yang menjadi penyebab anak
tidak atau putus sekolah adalah: (a) Lemahnya ekonomi keluarga, (b) Latar
belakang pendidikan orang tua, (c) Kurangnya minat untuk bersekolah, (d)
Kondisi lingkungan tempat tinggal, (e) Teman Sepergaulan, (f) Pandangan
masyarakat mengenai pendidikan. (3) Peranan pemerintah daerah
Kabupaten Pinrang dalam mengentaskan anak putus sekolah yang terjadi di
Kecamatan Lembang yakni: (a) Membuat suatu kebijakan untuk
mengentaskan anak putus sekolah, (b)Sosialisasi kepada masyarakat, (c)
Memberikan bantuan berupa dana, (d) Optimalisasi pemberian beasiswa
pendidikan bagi masyarakat msikin, dan (e) Program bantuan paket. Sejauh
ini program pemerintah yang kurang terealisasikan dengan baik adalah
sosialisasi kepada masyarakat, optimalisasi pemberian beasiswa pendidikan
bagi masyarakat miskin dan program bantuan paket pendidikan. Hal ini terjadi
kurangnya kerjasama dengan pemerintah daerah terkait yakni Kepala
Desa/Lurah dengan Dinas Pendidikan, Pemuda dan Olahraga mengenai data
masyarakat miskin serta tidak meratanya informasi kepada masyarakat.

Government Role In Community Empowerment in Pinrang Regency
(Case Study: End Child Poverty Schools in Lembang District), under the
guidance of Dr.. H. A. Gau Kadir, MA and Dr.. Muh. Tamar M. Psi.
This study aims to determine and analyze the role of local government in
community empowerment, especially in reducing school dropouts in the
Lembang District, Pinrang Regency.
This research was descriptive which gives a factual analysis of the role of
local government in community empowerment especially about reducing
school dropouts in the Lembang District, Pinrang Regency. Techniques of
data collection are done through observation and interviews by selecting
informants who played a part and technically involved in community
empowerment, especially in reducing school dropouts. The data obtained
were then analyzed qualitatively.
The results showed: (1) factual condition of non school children in District
Lembang reached 979 children, consisting of primary school children
numbered 166, Junior high school 372, and 441 senior high school kids. (2)
Based on 5 cases which are found by the author in the field, factors that
cause non-or dropping out of school children are: (a) Lack of family economy,
(b) parents’ educational background, (c) Lack of interest to school, (d)
neighborhood conditions, (e) Playmate, (f) The public view of education. (3)
The role of local governments in alleviating Pinrang’s school dropouts
children that occurred in Lembang District are: (a) create a policy to alleviate
school dropouts children, (b) dissemination to the public, (c) provide
assistance in the form of funds, (d) optimization of educational scholarships
for pauper, and (e) Program assistance package. All this time, the
government programs that are less well socialized to the society, the
optimization of educational scholarships for the poor and education package
assistance program. This happened because of a lack of cooperation with the
relevant local government such as head of villages /villages chief with the
Department of Education, Youth and Sports concerning about the data of the
poor people and unequal information distribution to the public.
