Visit: www.cfmws.com/YourServices 3 Defence Team – Morale & Welfare • Approximately 4000 “Staff of the Non-Public Funds, Canadian Forces”, of which 75% are PSP – Number varies due to casual employment, esp. in summer – 1781 full time, 777 part time, 1004 casual, 436 temporary staff – 42% CAF affiliation (Retired and/or Family) • 206 Canadian Armed Forces members • 153 National Defence public servants • 1,000 at Military Family Resource Centres (locally employed) • Plus many, many volunteers 4 PSP • • • • • • • • • • • • Military Fitness Military Sports Health Promotion Human Performance Messes Community Recreation Special Events Speciality Interest Activities (Golf, Curling, Marinas, etc) Newspapers Deployment Support Deployment Resources Community Gateway (NPP Web Local B/W/U portal) 5 PSP – Key Initiative Visit: www.cfmws.com/FORCEprogram 6 PSP – DFIT.CA Proposed Reactive Interface and Mobile Site Coming in Fall 2015 7 Army Reserve Mess Project • The Army Reserve units will bank with NPP and NPP will provide all finance support: monthly financial report, audit and compliance review and staff expertise • The Army Reserve units will be supported by CFMWS HR office for all NPP hiring (messes, canteen, kit shops and museums) • The Army Reserve messes will be supported with Reserve Mess Advisors at the Army division level (4) with oversight and expertise from CFMWS PSP HQ 8 Unit Fund-Army Reserve • Non-Public Property (NPP) funds cannot be used for Public responsibilities • NPP Funds are to be used for the benefits of NPP beneficiaries (your soldiers, former members and their families) • All NPP entities must bank with NPF accounting (messes, rec clubs, kit shops, museums, canteens, etc). The Army Reserve project will address this for Army Res units • For Regimental funds created before 1973, above does not apply • Security of NPP is your responsibility (ensure segregation of duties, control of funds and safeguard of NPP) 9 Misuse of NPP/Alienation of NPP • Use of NPP for other that M&W NPP programs – Unit fund can be used to pay for Unit display space expenses inside of a Base Museum. All other museum expenses are through DHH – Cannot use NPP to pay for mess furniture, only enhancements above the scale of issue – Cannot use NPP to buy gifts or give to charitable organizations • You may request alienation of NPP to DG CFMWS – If a unit wished to improve their messes and you have no public funds you may request to DG CFMWS approval to alienate (CDS authority) 10 Representational Expenses • Every NPP fiscal year, the NPP Board of Directors determines the maximum cumulative amount for Area Commanders • Spending ceilings are communicated by CFMWS via annual message. (April) Currently $1177 11 Representational Expenses Allowable Expenses • • • • • • Costs associated with infrequent and impromptu meetings/visits with/of municipal, provincial or federal representatives IRT M&W programs Support/enhancement to Change of Command ceremonies when Public is not provided (i.e. flowers) Support for ceremonies associated with appointment/end of tenure of Honorary Col (not for travel expenses) Costs associated with hosting foreign forces not covered by Public, including small mementoes Costs associated with hosting visitors when not covered by Public Attendance of Sr Unit Rep at local community events Not Allowable Expenses • Support normally provided by the Public • Costs associated with Branch Heads meetings and luncheons • Provision of flowers, gifts to hospitalized members of immediate family members 12 Reserve Unit NPP Consolidated Insurance Program (CIP) • All NPP approved entities, programs, services and activities can be covered by CIP (i.e. Unit family days) • Reserve units must apply to get insured by CIP through CIP Manager, Janice Bisko at janice.bisko@forces.gc.ca • CIP Rates are competitive – Premiums : your annual sales X 3 % – ie: sales for your combined mess are $14,000/year, your premiums are $420/year. Sales at your Museum are $1000/year, your premiums are $30/year • CIP Manager can assist you with any NPP insurance questions for your Kit Shops, canteens, messes and NPP unit activities • Some of you are already CIP insured 13 Reserve Unit COs duty: Provision, Serving and Consumption of Alcoholic Beverages • Unit Reserve COs establish and promulgate orders governing the times, locations and conditions for the introduction, serving and consumption of alcohol at facilities and functions of the unit. • promote responsible attitudes and practices in order to avoid or reduce domestic or social problems and the adverse effects on health and work performance associated with immoderate use of alcohol • ensure that all reasonable steps are taken to avoid contributing to injury or death resulting from the consumption of alcohol served at CAF facilities or CAF sponsored functions • the standards of care for the serving and consumption of alcoholic beverages must conform with those established by provincial and municipal laws; (in Ontario, it is called Smart Serve) • the sale of alcoholic beverages is not subsidized or discounted. Provisions should therefore include: ̶ a prohibition on the operation of bars except on a profit-making or break-even basis ̶ a prohibition on "Happy Hour" or "two for one", etc. specials 14 NPP Artifacts and Memorabilia • Items of NPP that have a symbolic, historical, traditional or sentimental value • Not to be confused with crown-owned artifacts • Items on NPP Distribution Account (will be part of the financial services provided) • Disposal of artifacts are authorized by CDS (through DG CFMWS) (part of the financial services provided) • Loan of artifacts can be approved • Consolidated Insurance Program (CIP) covers Reg force artifacts.
