Request for Proposals United States Institute of Peace – Enhancing Knowledge of Peace to Counter Violent Extremism Project Name: Enhancing Knowledge of Peace to Counter Violent Extremism Response Deadline: October 15, 2015 I. General Instructions A. The United States Institute of Peace (USIP) requests proposals for a project to counter violent extremism through the strategic use of public art, education & media throughout Afghanistan. B. USIP is not responsible for any costs incurred by the responding firms prior to issuance of an executed agreement with USIP. C. Submissions must be typed and submitted in Microsoft Word and Excel files, and must follow the organization of the requests for information in the Submission Requirements section below. No changes or corrections to a response will be allowed after the deadline. D. Any questions concerning this Request for Proposals should be directed to eurwin@usip.org. Pertinent responses will be made available to all proposers by e-mail. No inquiries will be accepted or responses given after October 15, 2015. II. Scope of Work Afghanistan suffers from pervasive violent extremism, this project seeks to use community leaders, media and public spaces to create narratives that counter violent extremisms by addressing issues such as extremism, legitimacy of nation-states, forgiveness, negotiation and mediation, and peace among the communities that are the most vulnerable groups towards radicalization and extremism in Afghanistan. Proposals should include specific plans and rational for the types of programs, the themes, and the geographical locations for the campaign, as well as justifications for each. In order for a proposal to be successful the applicant should demonstrate that it has solid experience in evidence-based peacebuilding, advocacy work, including working with USIP RFP 1 community leaders. Priority will be given to applicants that demonstrate ability to work effectively with both government and private sector, as well as with civil society actors in the implementation of the project. III. Submission Requirements A. Proposal Those who wish to be considered for this RFP will submit a proposal to USIP by October 15, 2015. The proposal should be no more than 8 pages in length and must include the following sections: 1. Background: brief description of the project and the context 2. Objective(s): What you hope to achieve in the course of the project—each objective should be clearly stated in a single bullet point; proposals should have no more than 3-5 objective bullet points 3. Outputs: A detailed description and enumeration of what activities/events/trainings/preparations you will undertake; the number of beneficiaries you hope to engage with these activities; and what your project will produce in physical terms. 4. Geographical coverage 5. Monitoring and Evaluation: How will you monitor to ensure that both your outputs and your objectives are achieved 6. Work plan/Timeline: A simple graph representation that depicts the activities (as listed in the Outputs section) and the month by month implementation plan. 7. Budget: A line item budget in Excel format, with the total project cost included. The project duration is between 12 and 36 months. Shorter project duration is possible with justification. USIP will review these proposals and promptly reply as to whether this is the type of activity and concept that is likely to be successful, or to give feedback on adjustments or elements that would make it more likely to be successful. IV. General Terms and Selection Process A. The Selection Committee will review all submissions received on time using the selection criteria established for the project. B. The Selection Committee reserves the right to reject any submission or to reject all submissions in the best interests of USIP. USIP may cancel this Solicitation at any time prior to contract award if it is in the best interests of the Institute. C. The successful applicant shall not discriminate against any person. USIP RFP 2
