It is highly desirable that the individual have 6-7 years in managing large, complex information technology projects. This position is responsible for managing OA/OIT sponsored projects of strategic importance. Such projects require coordination with multiple organizations involving stakeholders from OA/OIT (i.e., Office of IT Innovation, & Transformation (ITO); Office of Enterprise Services & Solutions (ESS); Commonwealth agencies; and business partner/vendor community). The position reports to the Director, Enterprise Project Management Office (EPMO) but will interface regularly with the other commonwealth positions such as, but not limited to, agency CIOs and IT managers, project and portfolio managers, IT Governance and affiliated sub-committees. This position may report status and recommendations to the Deputy Secretary for Information Technology and other senior leadership. The Senior Project Manager will be responsible for managing multiple complex projects simultaneously and for reporting the status of assigned projects to the to the Director of EPMO and the Chief of Office of Policy, Planning & Performance Management (OPPPM), escalating issues/risks as appropriate. The Senior Project Manager has full accountability for the projects he/she manages. The Senior Project Manager will work with the other OPPPM directors, managers, staff, and designated project managers or technical leads to promote the use of project management best practices within the EPMO and ensure all projects in the portfolio are managed following those practices. Managing project stakeholders (e.g. project team, executive leadership, vendors, etc.) expectations and communications to ensure all affected parties have the information they require and have a clear understanding of the projects and expected outcomes. Identifying and documenting accomplishments; performance, and outcome data; and lessons learned for assigned project initiatives and IT Governance initiatives. Ensuring EPMO and applicable commonwealth agency project initiatives are tied to OA/OIT (Commonwealth -wide) strategic goals and objectives. Keeping stakeholders within the Office for Information Technology and agencies informed on projects by creating dashboards and providing regular reports to executive leadership as to the status of assigned internal EPMO or enterprise wide project initiatives. Establishing standard project management practices and centralized project data repository frameworks and reporting mechanism for projects within the EPMO portfolio by applying working knowledge of available portfolio and project management tools and project management best practices to propose and implement solutions. Identifying areas for improvement in the EPMO project management practices and partnering with the OPPPM management, staff, and other stakeholders to devise and implement improvement plans. Making decisions with in the designated authority as defined in the charter to minimize project risk (personnel, cost, timeframe, policy, scope and quality) supported by sound analysis and application of project management tools (i.e., Earned Value Management (EVM), Change Management, risks/issues management, etc) and project management best practices. Provide guidance and mentoring for less experienced EPMO staff to build overall understanding of project management, policy research and creation, creating strategic plans and executable tactical roadmaps, facilitating workgroups, and ensuring EPMO initiatives are being managed properly and effectively based on approved methodologies and applicable OA/OIT EPMO standards, procedures, and guidelines. Direct and manage enterprise pilots and proof of concept projects involving multiple commonwealth agencies and business partners, by applying working knowledge of available project management, business and technology requirements and assessment criteria, technology/product evaluation methods and best practices to formulate executable strategies and recommendations to implement enterprise solutions. Ensure effectiveness of governance frameworks by using stakeholder surveys and monitoring key performance metrics based on known bench marks and predefined service level objectives and targets outlined in the governing body's charter. Ensures IT capital investments are sound business and technical decisions that will yield the best possible results for the Commonwealth by conducting detailed assessments on IT project submissions by analyzing the associated project charters, business cases, risks, and applying working knowledge of agency and OA/OIT enterprise initiatives, project management earn valued tools, business case and applicable financial analysis methodologies and best practices. Creates statements of work for contracted professional services within OA/OIT and performs reviews regarding vendor submissions to Requests for Proposal (RFPs). Assists in the development and facilitation of the Project Management training curriculum. Conduct other duties as assigned. To perform the responsibilities of this position, the incumbent is required to maintain regular communications with a variety of stakeholders, including: Interact and coordinate with OA/OIT leadership, affected agency leadership, and business partners in establishing/maintaining project direction, resolving issues, managing stakeholder expectations, and obtaining project objectives. Relationship building with key project stakeholders and team members to ascertain, align, and achieve goals and to ensure lines of communication are clear, accurate, and timely. Establish highly collaborative, cooperative, and effective relationships with commonwealth agency business and technical communities to accomplish shared goals and objectives. Clarifying for team members how their work assignments relate to and help achieve project objectives. Serving as the primary point of contact for all project-related issues and their resolution. Resolving conflicts with diplomacy and sensitivity in a timely manner. Regular communication with OA/OIT, with and between agencies under the Governor's jurisdiction, and with other Project Managers to facilitate coordination of activities and promulgation of standards. Routine updates to the OPPPM Chief and EPMO Director of critical matters related to assigned projects and initiatives. Ensuring that assigned OA/OIT sponsored projects are being managed following project management best practices. Coordinating and presenting technical briefs and proposals to agencies and OA/OIT executive management as necessary. Performs other duties as assigned.
