General Summary of Function/Purpose of Position This position is responsible for auditing data and technical security relating to Michigan Criminal Justice Information Systems (CJIS). This position is assigned to audit criminal justice agencies located in a 16-county region of the state (within the Mid-Michigan, Saginaw Bay, and Northern Metro Detroit areas). This involves examining user agency records, policies, practices, and procedures of users of various criminal justice information systems to identify and resolve issues of non-compliance that threaten the security and integrity of these systems. Also responsible for providing LEIN training to LEIN users. Page 1 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. Duty 1 General Summary of Duty 1 % of Time 75 Responsible for examining agency records, policies, and practices to identify the level of compliance by user agencies with state law, federal law, and other requirements and develop agency cooperation for resolving non-compliance issues. Individual tasks related to the duty. Compare automated records with police reports, warrants, and other source documents for accuracy and completeness. Review agency procedures for conducting background investigations of new employees or operators as required. Evaluate site security procedures, training records, and dissemination practices through observation and interview techniques. Review access to criminal history information for appropriate use and supporting documentation. Identify non-compliance issues and document in audit report. Communicate audit findings with agency personnel. Recommend corrective action and gain agency cooperation in correcting non-compliance issues. Provide on-site training as needed. Establish follow-up schedule to ensure the agency has taken corrective actions. Report audit activity in audit database. Prepare written communications with audit agencies as needed. Make recommendations including audit rating and initiation of sanctions if necessary. Duty 2 General Summary of Duty 2 % of Time 10 Assist agencies with issues related to records in Michigan’s criminal justice information systems. Individual tasks related to the duty. Research and respond to requests regarding appropriate use and access to criminal justice information from law enforcement agencies, courts, prosecutors, corrections facilities, state and local governmental units, and the general public. Act as a resource and assist with problem solving for courts and law enforcement agencies engaged in court entry of warrants. Provide direction to agencies that request assistance with the development of new policies or procedures related to automated criminal justice records. Provide feedback to various sections within the Criminal Justice Information Center (CJIC) regarding issues found during audits. Evaluate site security for agencies establishing new terminal locations. Assist local terminal agencies in resolving problems related to servicing non-terminal agencies and coordinating services between communications centers and the agencies they serve. Make presentations about criminal justice information systems to criminal justice agencies or related organizations. Assist agencies with preparation for NCIC audits and attend NCIC local agency audits. Page 2 Duty 3 General Summary of Duty 3 % of Time 5 Assist in providing training to LEIN operators and Terminal Agency Coordinators (TAC) and other users of the automated criminal justice information systems. Individual tasks related to the duty. Develop training presentations and exercises regarding LEIN policies, requirements of client agencies, and audit procedures. Present training to Terminal Agency Coordinators (TAC) or other designated agency representatives. Duty 4 General Summary of Duty 4 % of Time 2 Assist in the investigation of complaints and alleged misuse of automated criminal justice information systems and/or information by user agencies. Individual tasks related to the duty. During the performance of agency audits, identify alleged violations for referral to the state CJIS Systems Officer (CSO). Assist as needed or requested by other sections within the CJIC allegations of violation of CJIS laws, rules, and/or policies. Conduct self-audit and related activities. Communicate changing practices, new trends, and field needs through channels to the CSO and other applicable sections. Modify and maintain computerized audit tracking database designed to automate scheduling/audit tracking functions. Duty 6 General Summary of Duty 6 % of Time Individual tasks related to the duty. Page 4 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Determine if agency records, policies, or procedures represent non-compliance with CJIS system laws, policies, or requirements, and if violations involving intentional misuse or unlawful access exist. Determine the appropriate corrective action to be required of the audited agency if violations are uncovered. Determine auditing schedule. These decisions affect the integrity of the LEIN, NCIC, and other criminal justice information systems and directly impact the safety of criminal justice personnel who rely on this information. The decisions of the auditor may result in the initiation of the CJIS Sanctions Policy against the audited agency and may result in criminal prosecution and discipline, up to and including dismissal of employees at the audited agency. 17. Describe the types of decisions that require the supervisor’s review. Consultation with the supervisor is necessary when an unwritten policy or past practice requires clarification or when an agency will be reported to the CJIS Systems Officer for incidents of misuse or unlawful use of criminal justice information. If an agency disputes an audit rating or finding, the supervisor reviews the information and makes the final determination. 18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Extensive travel is inherent in the position and some audits may require up to two days travel by automobile and overnight lodging. Audits conducted in the winter require driving in inclement weather. Employees in this position may not be provided suitable or adequate workspace at agencies they audit. Lack of easily accessible parking may require employees to transport portable computer equipment and resource materials for several blocks and in adverse weather. Some audit sites may be in older buildings that are not accessible to persons with disabilities. Depending on the efficiency or travel and scheduling, employees may be required to be away from home for as long as one week. 19. What is the function of the work area and how does this position fit into that function? The work area manages the criminal justice information system, the fingerprint system and the criminal history system for the state. It is also responsible for information integration initiatives and supports the Criminal Justice Information Center. This position is responsible for monitoring compliance with the laws, policies, and procedures that impact data integrity and the security of the system used to communicate information to criminal justice agencies. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Possession of a Bachelor’s degree in any major, or in lieu of the degree, is a current state employee and has equivalent state classified service accepted by Civil Service. EXPERIENCE: Three years of experience as an operator of the LEIN is desired. Two years of experience as a Terminal Agency Coordinator is desired. KNOWLEDGE, SKILLS, AND ABILITIES: Ability to comprehend the policies and procedures of the LEIN and National Crime Information Center, CJIS, and State of Michigan security policies is required. Ability to operate Microsoft Office, Microsoft Access, Microsoft Power Point, and Microsoft Outlook is required. Ability to work independently, remains detail oriented, and have excellent verbal and written communications skills. CERTIFICATES, LICENSES, REGISTRATIONS: A valid driver’s license is required.
