In order to get caught up on admitting students for spring, Admissions is sequestering staff to focus on this task.
The goal is to catch up on processing all applications completed by November 14th by Friday 12/12.
Admissions understands that the delays in processing applications is impacting students. Some applications
have taken 8 weeks to be reviewed. They do not have complete control to fix issues with student
records. Corrections and admissions often have to be coordinated with USSS which slows down the process.
The understanding of department faculty and staff with the delays in responding to requests is appreciated.

The fall admissions process for the beginning students is more automated for the IUPUI decision making
process and, with adjustments, is now better able to stay on track with our processing timeline standards.

Changes to Military Withdrawal procedures—Winnie Wilson, Mary Beth Myers
o Policy can be found at http://veterans.iupui.edu/practices/withdrawal.php
o Business process has been revised to accommodate students who know they will be activated in the subsequent
semester. Attached at the end of the agenda.

A proposal for completion of the major of the Bachelor of Social Work online has been forwarded to IU Online Office
for review.
Academic Affairs Committee Report –John Watson, Chair
 AAC has reviewed the proposed IU policy on Transfer Credit Related to Military Service and made
recommendations to the IFC Executive Committee.

AAC is reviewing the IU policy on the transfer of credit in 100 and 200 level courses from 2 year institutions.
AAC is reviewing the question on the appropriate amount of overlap of credits between 2 majors and a major
and a minor that was referred based on APPC discussions.
AAC is discussing the appropriate dates for withdrawal deadlines with a focus on what occurs after the last date
for an automatic W.
A new item for AAC is to discuss the PUL assessment plan for the General Education core.
Items for Review, Discussion, or Action
 Baccalaureate degree Law in Liberal Arts—School of Liberal Arts (Erin Engels)
o Several suggestions were offered during the discussion. The proposal was revised to add a Business Law class
and SPEA classes were added. The reference to the Community Learning Network option was deleted. The
suggestion of an alternative name for the degree was considered, but no change was made.
o There was consensus agreement to recommend approval of the new B.A. degree Law in Liberal Arts.

o The approval process for this degree is APPC–>EVC Paydar–>ALC–>IU Trustees–>Indiana Commission for Higher
Education (ICHE)

Background information on proposal for Art and Technology Minor—Jennifer Lee
o At an upcoming meeting, APPC will review the proposed Art and Technology Minor. Because the minor is
configured differently than the typical minor, Jennifer presented background information to assist individuals
when they review the proposal.
o This minor will be jointly administered by Herron and Informatics & Computing. Students who are pursuing a
BFA in Herron will take 18 credits within Informatics & Computing which will be combined with specific courses
in Herron in order to be awarded the minor. Students in Informatics & Computing with take 18 credits in Herron
which will be combined with specific courses in Informatics & Computing to be awarded the minor. While on
first read, it may appear that the student must take 36 credits to be awarded the minor, each student will only
be taking 18 credits outside of their major in order to receive the minor.
o The collaborative minor was developed out of the recognition that majors in both schools could benefit from the
course content in the other school and this minor eliminates the potential for duplication of content in the
courses taught in each school.
o The proposal is currently undergoing minor revisions with the plan to distribute the proposal to APPC before
12/19 so that review can occur at the 1/9/15 APPC meeting.

Change in OIA transfer credit practices—OIA
o Background
 The OIA has a historical practice dating back more than two decades that permits the responsible
department designee to adjust the amount of transfer credit awarded to an individual course by +1/-1 credit
(while staying within overall transfer credit ratio guidelines). This is an IUPUI-specific practice that is not
based on any current institutional or professional international credential evaluation practice.
 We recommend discontinuing this practice, but need to identify an optimal time to implement the
transition, as programs may review transfer credit allocations at multiple points in a student’s
undergraduate program. We therefore recommend that OIA implement the change “immediately,” i.e.
effective with all new transfer credit evaluations for the Fall 2015 admission cycle. Any transfer credit
articulations prior to this change would be grandfathered in and would not have their credits readjusted.
Any credit adjustments made in the past to support IUPUI course equivalence decisions and/or current 2+2
agreements would be honored for five years and/or until those agreements are up for renewal. This will give
us ample time to work with IUPUI programs on adapting to the change in practice.
o The recommended practice going forward: Credits cannot be added or subtracted from the original transfer
credit amount assigned to each course on the evaluation form. The amount of credit per course is determined
by the transfer credit ratio calculated for the foreign institution.

Adopted as administrative practice for new Fall 2015 admits.
Faculty who recorded grades in Canvas must read the email communications from UITS or the IUPUI Registrar prior
to attempting to submit grades.

Business Process:
Military Withdrawals
Updated 11/3/2014
The following process will be used when a student is called to active duty while enrolled in classes during a
given semester or when a student knows (and will be able to document) that the student is going to be called
to active duty before the immediate subsequent term.
1. Student receives active duty orders from the student’s branch of service.
2. Student forwards a copy of orders along with a signed letter stating the courses from with the student would
like to withdraw to the Office for Veterans & Military Personnel (OVMP).
 OVMP makes a copy of documents for scanning and indexing into student’s record via Onbase.
 OVMP notifies the school Recorder and updates AdRx notes to reflect military withdrawal.
3. OVMP forwards a copy of all documents to the Office of the Registrar. The Registrar’s Office:
 Drops the courses with W grades for the term.
 Initiates 100% refund through Bursar/ Financial Aid.
 Adds following transcript text to the student official academic record:
“Military Withdrawal: student withdrew due to military obligation”
4. Registrar’s office updates student’s Program/Plan Stack to reflect leave of absence (“Program Action” with LEAV
code).
 Student’s IU accounts (OneStart, OnCourse, IU email) will remain active for two years following military
withdrawal, unless the following occurs before the two year expiration:
o Notification of extended military orders in which case OVMP will notify Registrar as to the appropriate
status of the program/plan stack.
o Notification from student that the student will not be returning to school following deployment in
which case OVMP will notify the Registrar and the program/plan stack will be discontinued.
5. If the student returned within the two year period, the student will be readmitted into the institution at the
same academic status as when the student left (Higher Education Opportunities Act, Sec. 668.18).
 Student will be required to contact the OVMP and complete a Military Leave Return Form. The OVMP will
confirm continuous academic pursuit within the same program/ plan as when the student left.
6. The OVMP will notify the Registrar’s Office for the student to be term activated.
 Program/Plan stack LEAV is converted to RLOA (Return from Leave of Absence).
If the academic unit requires advising, the veteran will be expected to be advised after being term activated.
