A teacher is someone who must be eligible for state of Florida temporary certification but teaching is more than holding a statement of eligibility. Qualities of an Effective Teacher Dispelling the Myth Qualities of an Effective Teacher Teaching is more than a job. Do you want to be a teacher? Think about it. As a teacher you have a chance to effect change on society as a whole and to have a positive influence on the lives of others. An effective teacher is someone who has the ability to establish positive realistic expectations for success of their students and themselves. An effective teacher is someone who is organized and able to maintain a well-ordered environment, from the paperwork and deadlines, to the behavior of students. They should be able to walk away, so to speak, and learning should continue. An effective teacher knows how important it is to reflect, not necessarily on what they plan to do, but how they will carry out that plan. An effective teacher is someone who knows how to create interesting lessons. These lessons must be captivating, reach all students, and ensure mastery. Qualities of an Effective Teacher (cont.) An effective teacher is kind and fair. An effective teacher does the right thing. An effective teacher is consistent. Effective teachers do not overlook the small acts of kindness they perform everyday. They do not think they are of no benefit. Even tiny drops of water - in the end - will fill a huge vessel. Effective teachers do not overlook any negative actions they may perform just because they appear small. However small a spark may be, it can burn down a haystack as big as a mountain. Effective teachers must be open to the possibilities of the teaching and learning experience by always challenging their own assumptions. Effective teachers must find joy in the unanticipated. Instructional Staffing Human Resources Hiring Process Current State Hiring process has not been reviewed and redesigned in this manner at least within the last decade No/limited recruitment planning* or new hire follow up Limited use of data Hiring process is complicated, paper intensive and time consuming Use of technology is limited Quantity of available applicants has been primary focus, leaving relatively less time to focus on quality Focus groups revealed that new hires often feel unsupported by “downtown” and have a hard time “navigating through the system” Orientation for new employees is too infrequent, lacks consistency from school to school and is often not tailored to the school *A Three-Year Instructional Recruitment Plan was developed in accordance with enhancing the hiring process (Agenda Item A-3, June 2007, School Board Meeting) Key Changes Plan Use data to project school- and subject-specific instructional vacancies and how to fill those vacancies annually and over a three-year period Recruit Intensify focus on the most effective and efficient methods, and eliminate those with a lower return on investment. Specifically focus on needs of students, based on data, and strategic initiatives Explore implementing incentives for hard-to-staff schools and categories Organize a county-wide community leadership team to aid in identifying macro-level recruitment/retention issues and to form partnerships to resolve those issues (e.g. partner with private sector to provide incentives to recruit/retain instructional staff) Continually use data to understand turnover, project vacancies, and assess recruitment strategies Key Changes (cont.) Select Automate screening process including full implementation of on-line application and creation of candidate management system Improve and simplify interview forms and allow principals to view all data (e.g. degree, GPA, years of experience) Improve quality of full-time instructional applicants by requiring completion of on-line training for non-education majors, prior to completing application Streamline screening process for applicants who are located outside the tri-county area (which decreases the number of times an applicant must “fly in”) Decentralize process by allowing applicants to apply online or at the region and by conducting screening interviews in the field (with staffing officers) Allow principals to have access to view, contact, interview, and offer a position to applicants much earlier in the process Key Changes (cont.) Hire Follow-up with all applicants, regardless of result of interview, within one week Increase utilization of current technology to capture, maintain and analyze interview information Extend an offer in writing in addition to verbally within one business day of decision Proactively work with principals to ensure new hire has met all requirements to begin employment Streamline central office processes to decrease number of steps for applicants and the number of downtown visits (see page 8) Provide new hires with essential employee information prior to employment Conduct orientation for new hires more frequently and ensure consistency among schools (currently, District orientation occurs only twice per year) Follow-up Survey new hires on recruiting, hiring and orientation processes Create and provide access to customer service centers to address new hire questions and concerns Conduct periodic and exit surveys of instructional staff to acquire retention and attrition information Applicant Process Comparison Current process: Seven in-person stops for typical applicant Downtown to pick up application Downtown to submit application School site to interview with principal Downtown to schedule an interview Off-site for drug testing Downtown to interview with Staffing Office and fingerprinting Downtown for I-9 verification 5 trips downtown Time of Hire Proposed process for local applicants: On-line application and three in-person stops Submit application online Downtown, region, or school site to interview with Staffing Office School site to interview with principal Downtown for fingerprinting, drug-testing & I-9 1-2 trips downtown Time of Hire Proposed process for out-of-town applicants: On-line application, phone interview and two in-person stops Submit application online Phone interview with Staffing Office School site to interview with principal Downtown for fingerprinting, drug-testing & I-9 Time of Hire 1 trip downtown What is Different for the Applicant? Informational Edited copy M E M O R A N D U M July 8, 2003 TO: FROM: All School Site Principals All Work Location Supervisors Mercedes Toural, Deputy Superintendent of Schools and Chief Education Officer Marjorie H. Adler, Chief Personnel Officer Office of Human Resources SUBJECT: POST UNITARY STATUS – LETTERS OF INTENT TO HIRE FOR FULL-TIME INSTRUCTIONAL STAFF Miami-Dade County Public Schools (M-DCPS) is fully committed to a teaching corps that is reflective of the wide diversity among the students we serve. In accordance with School Board Rule 6Gx13- 4A-1.01 – Equal Opportunity Employment and Assignment, M-DCPS strives to recruit, hire, and maintain a highly qualified and diverse pool of instructional applicants. After more than thirty years of operation under a desegregation order that mandated specific racial composition among school faculties, the district was declared a unitary system effective July 1, 2002. Post-unitary status and the Board’s commitment to diversity have made it possible to select instructional staff based upon a variety of qualifications and factors, including educational background, advanced degrees, experience and the needs of the school. The current District guidelines insure a highly qualified and diverse pool of applicants for all of our schools. In order to adhere to these guidelines and Board policy, principals may no longer initiate full-time instructional employment using a “letter of intent”. With the opening of the Applicant Tracking System (ATS), effective July 8, 2003, instructional applicants may be interviewed and hired only via the ATS. Principals are reminded to complete the Instructional Personnel Interview Form (IPIF) for each instructional hire and submit it accordingly. The only area where a letter of intent from the worksite supervisor will be permitted is part-time vocational or adult and noninstructional support staff. These applicants will continue to be processed with a complete application and a letter of intent from the worksite supervisor. Your adherence to this procedure is anticipated and appreciated. Questions may be directed to Ms. Marilyn Thomas at 305.995.7003 or mathomas@dadeschools.net. Overview New IPIF Populated IPIF Completed IPIF Applicants are input. Dispose of applicants.
