Typical Standard Notes for Project Plans that Require Connection to HRSD Interceptors:
PROJECTS THAT CONNECT TO AN EXISTING HRSD VALVE

All persons must contact Miss Utility at phone 1-800-552-7001 a minimum of 48 hrs prior to
excavation.
Contact Hampton Roads Sanitation District's (HRSD) Interceptor System Manager, {use name and
phone number given below}, a minimum of two working days prior to excavation of, or in the
vicinity of, HRSD lines. MISS UTILITY calls do not fulfill this requirement.
Under no circumstances can a direct connection be made to the HRSD Interceptor System without the
presence and approval of a designated HRSD Inspector. Contact the Interceptor System Manager a
minimum of two working days prior to connection to District facilities in order to schedule the HRSD
Inspector.
Contractor shall note that six months after completion of connection and or final site work, HRSD
shall inspect the connection to ensure all pertinent appurtenances are to grade and functioning
properly. Contractor shall be expected to warranty and repair any discrepancies noted.
Valve boxes and riser pipes to be installed over HRSD valves shall be in accordance with HRSD
Standard Design Guidelines.
Unless specifically authorized by HRSD’s Interceptor System Manager, new connection valves shall
remain closed after installation.
Under no circumstances shall new lines be pressure tested against existing HRSD valves. Required
pressure testing shall be satisfactorily completed prior to connection to the HRSD Interceptor System.
Only HRSD personnel are authorized to operate HRSD Valves.
Unless specifically stated in writing by the local Jurisdiction to HRSD, all pressure connections to the
HRSD interceptor force main infrastructure will require a "TEE" to be installed in accordance with
HRSD Standard Design Details.

Contact Hampton Roads Sanitation District's (HRSD) Interceptor Systems Manager, {use name and
phone number provided below}, a minimum of two working days prior to commencing work to
coordinate inspection. MISS UTILITY calls do not fulfill this requirement.
Under no circumstances can a direct connection be made to the HRSD Interceptor System without the
presence and approval of a designated HRSD Inspector or Engineer.
All materials installed that are to be dedicated to HRSD ownership shall be new and unused at
installation and are subject to District approval.
Contractor shall note that six months after completion of connection and or final site work, HRSD
shall conduct a field inspection at the connection site to ensure all appurtenances are functioning
properly and all valve castings are to grade. Contractor shall be expected to warranty and repair any
discrepancies noted.

Taps into HRSD Interceptors must be made only by contractors approved by HRSD Interceptor
System Manager. The project General Contractor shall be responsible to ensure his or hers selected
tapping contractor has filled out the “Approved Tapping Contractor Form” and has met all insurance
and qualification requirements at least two weeks prior to commencing work. Please visit HRSD’s
official web site, www.hrsd.com to download the form.
Tapping saddles and tapping valves shall be new and in accordance with District Standard Details.
Tapping saddles and tapping valve are to be dedicated to District ownership immediately upon
installation.
Three copies of the tapping saddle and valve manufacturer's catalog cut must be provided to the
District Interceptor’s Engineer for approval, two weeks prior to scheduled connection.
New force mains must be installed and successfully pressure tested prior to connection to the District
system.
Prior to making the tap a two-step pressure test is required:
a)
The tapping saddle and HRSD valve body shall be pressure tested with the valve fully open
against an acceptable end plug or flange. The test shall be in accordance with saddle
manufacturer's recommendations or to 50 psi for 30 minutes with zero leakage, whichever is
the greater test, except PCCP pipe; which will require special coordination with the District’s
Interceptor Engineer prior to installation of saddles.
b.)
The fully closed valve must be successfully pressure tested against the force main and saddle
installation used for part (a.), also in accordance with saddle manufacturer's recommendations
or to a wet pressure test of 50 psi for a period of 30 minutes with zero leakage, whichever is
the greater test.
Connection design shall be approved by the District’s Interceptor System Manager prior to plans
completion.

All drop connections shall be exterior and in accordance with District Standard Details.
All manhole castings shall be in accordance with District standards, and shall meet minimum weights
noted.
All manhole rim elevation adjustments shall be in accordance with HRSD Standard Details.
All new gravity construction shall be completed, tested and approved in accordance with Section 2.05
of the Virginia Sewerage Regulations. Written notice by the jurisdiction of successful testing shall be
provided to the HRSD’s Interceptor System Manager prior to final connection and acceptance.
Connection design shall be approved by HRSD’s Interceptor System Manager prior to plans
completion.
