POLICY: This handout contains policy and procedural guidance compiled from Air Force Instruction 36-2903 and Air Force JROTC Instruction 36-2001. The material contained herein is directive in nature; however, it cannot provide rules for every imaginable situation. Therefore, pride, professionalism and common sense must sometimes prevail. Liberty High School Air Force Junior Reserve Officer Training Corps (AFJROTC) cadets comply with our uniform wear and personal appearance standards or risk course failure and removal from the program. B. PROCEDURES: Liberty AFJROTC cadets wear the prescribed uniform at least 1 day per week. The Senior Aerospace Science Instructor specifies the appropriate uniform and the day to wear it. This information is posted on the bulletin board in the classroom. To ensure compliance with established uniform wear and personal appearance standards, cadet “open ranks” inspections will be conducted on uniform wear days. All students enrolled in Aerospace Science I, II, III, & IV will participate in these inspections (this also applies to cadets who have not been issued a uniform). During “open ranks” inspections, an instructor or designated cadet will check each cadet’s uniform and personal appearance. On designated uniform wear days, cadets will wear all accessories (ranks, insignia, badges & ribbons). C. STANDARDS: It is very important for cadets to maintain high standards of personal appearance, especially while dressed in the Air Force Junior ROTC uniform. How you look, favorably or unfavorably, directly impacts upon how people view you, your school, our JROTC unit and the United States Air Force. Wear the uniform with pride. The uniform represents a long and honorable tradition of devotion to duty in service of one’s country. Not only should it be worn proudly, but also properly. D. GENERAL GUIDELINES: Keep the uniform neat and clean. Wear the flight/service cap when outdoors -remove it when indoors. Keep your hands out of your pockets. Keep all pockets buttoned. Do not fill pockets with bulky items. Keep shoes shined, including the heels and edge of the soles. Keep all metal devices, buckles and badges clean and free of scratches. Check your personal appearance in a mirror. Have a fellow cadet check you over. E. RESTRICTIONS: Unless specifically authorized by the Senior Aerospace Science Instructor, cadets will only wear the uniform while traveling to and from school, to participate in Junior ROTC approved programs, or while participating in official activities. The uniform will not be mixed or worn with any civilian type clothing. Cadets will not lend their uniform to anyone. Distinctive items of the JROTC uniform (ranks, badges, nametags, etc.) will not be worn on civilian clothing. The uniform will not be worn while hitchhiking. No soliciting is allowed while in uniform. Cadets will not wear the uniform while participating in student demonstrations, or crowd control, or in any other inappropriate activity where wear of the uniform may give the appearance that the Air Force is advocating some political or religious issue over another. F. ISSUE AND MAINTENANCE: Each cadet will be issued a uniform at the beginning of each year. Once issued, it is the cadet’s responsibility to maintain all items in a clean and orderly condition throughout the school year. The service dress coat, lightweight jacket, slacks or pants, tie/tab and cap are to be PROFESSIONALLY DRY CLEANED ONLY. The shirt or blouse and socks are the only washable items. If any uniform item does not fit properly or is damaged, see the Aerospace Science Instructor. Do not wait until someone else calls attention to it. All uniform items must be turned in at the end of the school year or when a cadet “drops” from the Air Force Junior ROTC program. CHAPTER 2 PERSONAL APPEARANCE A. GENERAL: Uniform: Neat, clean, pressed, in good condition, zipped or buttoned. Footwear: Shined (including heels and edge of the soles) and in good condition. Watch: Conservative. (conservative estimate> c : marked by or relating to traditional norms of taste, elegance, style, or manners) Bracelet: Conservative and no wider than one (1) inch. (1) Rings: A maximum of three at any one time (includes both hands). NO THUMB RINGS Earrings: Male cadets -- will not wear while in uniform. Female cadets: small spherical (round), conservative, diamond, gold, white pearl, or silver. Pierced or clip on earrings may be worn while in uniform. They must fit tightly without extending below the earlobe. Only one (1) earring per earlobe. Eyeglasses and Sunglasses: Must be free of ornamentation on frames and lenses. Conservative, clear, slightly tinted, or photosensitive lenses indoors or in formation. Conservative lenses and frames outdoors - -faddish styles and mirrored lenses are prohibited. Also, sunglasses will not be worn in formation. They (sunglasses) are not to be worn around the neck or up on top of head while in uniform Pencils and pens: Concealed (except BDUs; see Chapter 7). Cellular phones, headphones and earphones are prohibited while in uniform. Necklaces: Concealed under collar or undershirt. This means if people can see it (the necklace), it’s not concealed. Nail polish: Male cadets: Will not wear polish while in uniform. Female cadets: Will be conservative (see definition above), single color and in good taste. Will not contain ornamentation. No wacky colors!! Hair nets: Wigs: B. Will not be worn when in uniform. Male cadets: Will not wear while in uniform. Female cadets: Must be in conformance with the same standards required for natural hair. Must not exceed limits stated for natural hair. FEMALE CADET HAIR GUIDELINES: Hair will be: Clean, well groomed and neat. If dyed, it will look natural. Styled to present a professional appearance. It will be styled to permit proper wear the headgear. This means that the hair should not be too full or high on the head. Plain, conservative pins, combs, headbands, elastic bands and barrettes, similar to the individuals hair color are permitted to keep the hair in place. Hair ornaments, such as ribbons or jeweled pins will not be worn. Hair will not: Contain an excessive amount of grooming aids (greasy creams, oils or sprays). Touch eyebrows when groomed or protrude below the front band of properly worn headgear; however, it may be visible in front of a woman’s flight cap. Exceed three (3) inches in bulk or prevent proper wear of headgear. (Note: “Bulk” means the distance that the hair projects from the scalp when groomed as opposed to length of hair.) Worn in an extreme fad or style. Also, hair will not extend below the bottom edge of the blouse collar at the back of the neck. Even if you wear a ponytail, your hair must not hang below this point. Basically, if your hair hangs below the bottom edge of your collar, on the sides and back, you are in violation of these guidelines. C. MALE CADET HAIR GUIDELINES: Hair will: Be clean, well groomed and neat. Must not contain excessive amounts of grooming aids (greasy creams, oils or sprays.) If dyed, it will look natural. Have a tapered appearance on both sides and back. A tapered appearance is one that when viewed from any angle, outlines the individuals hair so it conforms generally to the shape of the skull. HAIR WILL NOT: Be worn in an extreme style, fad style, or in such a way that exceeds length and bulk standards. Touch the ears or eyebrows and only closely cut or shaved hair on the back of the neck may touch the shirt collar. Hair will not protrude below the hatband of properly worn headgear. Exceed 1 1/4 inches in bulk. (Note: “Bulk” is the distance that the hair projects from the scalp when groomed. The bulk and length of the hair must not interfere with the proper wear of headgear. Beards: Will not be worn while in uniform. Sideburns: Will be neatly trimmed and tapered in the same manner as the haircut. Will be straight and of even width (not flared) and end in a clean-shaven horizontal line. Will not extend below the lowest part of the exterior ear opening. Mustache: Will not extend downward beyond the lip line of the upper lip or extend sideways beyond a vertical line drawn upward from the corner of the mouth. D. TATTOOS, BODY PIERCING AND EARRING WEAR: Tattoos/brands: Unauthorized (content): Tattoos/brands anywhere on the body that are obscene, advocate sexual, racial, ethnic or religious discrimination are prohibited. Inappropriate (image): Excessive tattoos/brands will not be exposed or visible while in uniform. Excessive is defined as any tattoo/brand that exceeds 1/4 of the exposed body part and those above the collarbone and readily visible when wearing an open collar uniform. Body piercing: When in uniform, cadets are prohibited from attaching, affixing or displaying objects, articles, jewelry or ornamentation to or through the ear, nose, tongue or any exposed body parts (includes being visible through uniform). CHAPTER 3 FEMALE CADET UNIFORM A. SERVICE DRESS COAT: Follows the contours of the figure, but allows for movement without pulling in the back and at the waist. The length is proportional to height. Collar is set away from the neck. The sleeves end approximately 1/4 inch from the heel of the thumb. Worn with skirt or slacks. Do not wear nametag on the service dress. See Figures 1. B. BLOUSE (SHORT-SLEEVE): Will have a tapered fit. Military creases prohibited. Blouse must be tucked into slacks. May be worn with open or buttoned collar. If collar is buttoned, a tie tab must be worn. Also, collar will be buttoned and tie tab affixed when service dress coat is worn. Semi-formal: Blouse, white, polyester or cotton, button front, with small pointed collar. Wear with blue tie tab. (Note: Blouse purchased at cadets’ own expense). See Figure 2 & 2a. C. SLACKS: Slacks fit naturally over the hips with no bunching at waist or bagging at seat. Bottom front of slack legs rests on the front of shoe with a slight break in the crease; back of legs is approximately 7/8 of an inch longer than the front. Tailored, straight hanging. See Figure 3. D. BELT AND BUCKLE: Worn with slacks with belt loops. Silver tip end of the belt extends beyond the buckle FACING THE WEARER’S RIGHT. No blue fabric shows. Cut excess fabric from belt. E. TIE TAB: Blue, inverted “V” tie tab. Tab must be worn when blouse collar is buttoned or the service dress coat is worn. F. FOOTWEAR: Low quarter shoes: Black oxford; lace-up style with a plain rounded toe. (Note: Corfram is authorized for ASIII & IV cadets only). Pumps: Plain black, commercial design, without ornamentation (buckles, bows, straps, etc.,) smooth leather. Must have heels; however, they will be no higher than 2 1/2 inches. (Note: Purchased at cadets’ own expense). Socks: Plain black without design. Hose: Sheer nylon in neutral, dark brown, off-black or dark blue shades only. Do not wear patterned hose. (Note: Purchased at cadets’ own expense). G. LIGHT WEIGHT JACKET: Dark blue polyester. When worn, must be zipped at least half-way up and no name tag. See Figure 4. H. HEADGEAR: Flight Cap: Worn slightly to the wearer’s right with vertical crease of the cap in line with center of the forehead, in a straight line with the nose. The cap extends approximately one inch from eyebrows. When not wearing, tuck under the belt on either side, between 1st and 2nd belt loop. Flight cap is authorized for wear with both the service and service dress uniforms. Service Cap: (AS-III & IV cadets only) Worn squarely on the head; center large insignia on the front of the hat. Rounded design, sides form a front brim, with white vinyl hat cover. (Note: Purchased at cadet’s own expense). See Figure 5. I. UNDERGARMENTS: Must be worn with all service and dress uniforms. Also, all cadets must wear the white “V” style undershirt. J. SKIRTS: AS-III and AS-IV female cadets may wear uniform skirts. Pumps are required footwear for wearing the uniform skirt. K. GLOVES OR MITTENS: Black or gray; leather, knitted, tricot, or suede (or a combination of these) gloves or mittens may be worn with the uniform. Flight or Ground School Badge or Academy of Model Aeronautics silver wings centered ½ inch above a line horizontal to top of name tag, if no ribbons. AFJROTC patch on left sleeve ½ to 1 inch below shoulder seam and centered Model Rocketry Badge centered ½ inch above ribbons or ½ inch above a line horizontal to top of name tag, if no ribbons. Ribbons centered with bottom of ribbons even with bottom of name tag. Figure 3a Women’s Blue Skirt The women’s blue skirt hangs naturally over the hips with a slight flare; skirt length will be no shorter than the top of the kneecap and no longer than the bottom of the kneecap; and be the approved U.S. Air Force skirt. The skirt will be a straight style with belt loops, a kick pleat in back, two pockets and a pleated front. The skirt will also have a back zipper and lining attached to the waist. SERVICE DRESS COAT: The bottom of the coat extends to length of fingertips with hands slightly cupped; will not be form fitting; suppressed at waist with ease in shoulders, chest and underarms. Bottom edge of coat extends to 3 - 3 1/2 inches below top of the thigh. Do not wear nametag with the service coat. Do not wear metal ranks on the shirt while wearing the Service Dress coat. See Figure 6. B. SHIRT – SHORT SLEEVE: Will have a tapered fit. Military creases are prohibited. Shirt must be tucked into trousers. May be worn with open or buttoned collar. If collar is buttoned, a tie must be worn. Also, collar will be buttoned and a tie affixed when the service dress coat is worn. Semi-formal: Shirt, white, polyester or cotton, button front, with short or medium pointed collar. (Note: Purchased at cadet’s own expense). Wear with polyester herringbone twill. See Figure 7 & 7a. C. TROUSERS: Trim-fitted with no bunching at waist or bagging at seat; knee and bottom leg widths not altered beyond current specifications for the waist size; front of trousers rests on the front of shoe with a slight break in the crease; back of trouser legs will be approximately 7/8 inch longer than the front. See Figure 8. D. BELT & BUCKLE: Worn with trousers. Silver tip end of the belt extends beyond the buckle FACING THE WEARER’S LEFT. No blue fabric shows. Cut excess fabric from belt. E. TIE: Dark blue, polyester herringbone twill. Wear is optional except when wearing the Service Dress uniform, where it is mandatory. The bottom of the tie must be between the top and bottom of the belt buckle (see Figure 7). See Figure 9 for instructions on tying the tie. F. FOOTWEAR: Low quarter shoes - black oxford; lace-up style with a plain rounded toe. (Note: Corfram is authorized for ASIII & IV cadets only) G. LIGHTWEIGHT JACKET: Dark blue polyester. When worn, must be zipped at least halfway up and no name tag. See Figure 10. H. HEADGEAR: Flight Cap: Worn slightly to the wearer’s right with vertical crease of the cap in line with center of the forehead, in a straight line with the nose. The cap extends approximately one (1) inch from the eyebrows. When not wearing, tuck under the belt on either side, between 1st and 2nd belt loops. Flight cap is authorized for wear with both the service and service dress uniforms. Service Hat - (AS-Ill & IV cadets only). Worn squarely on the head. Center large size insignia on the front of the hat. No hair is protruding in front of hat. See Figure 11. I. UNDER GARMENTS: Undershorts and “V’ neck-style undershirt will be worn with all service and service dress uniforms. J. GLOVES OR MITTENS: Black or gray; leather, knitted, tricot, or suede (or a combination of these) gloves or mittens may be worn with the uniform. Figure 8 Figure 9 Four-in-hand Knot Start with the wide end of the tie on the right side: then cross the wide end over the front and to the left: bring it completely around the back to your right: bring it back and up through the center: pass it through the loop in front: tighten the knot neatly, forming a “dimple” with your index finger. Windsor Knot With the wide end of the tie about 12 inches longer than the narrow end, make a loop as shown. Bring the wide end around and behind the narrow end in the position illustrated: turn the wide end up and put it through the loop of the tie: pull the wide end through the knot and shape carefully. ACCESSORIES: The following additional uniform items are authorized for wear by Liberty High School Color Guard, Armed Drill Team and Unarmed Drill Team cadets: Scarves Shoulder Cords Berets AF Honor Team belts Colored gloves (Color Guard & UDT) CHAPTER 6 UNIFORM WEAR - ENFORCEMENT A. ENFORCEMENT POLICY: Cadets of higher rank have the authority and responsibility for enforcement of uniform wear standards and proper behavior while in uniform. Should on-the-spot corrections be required, they will be made in a non-threatening, non-hostile manner. Teach proper uniform wear. DO NOT DEMAND IT BE DONE! When making corrections, it should be done in private and as discreetly as possible. Any cadet who feels they have been treated unfairly has the right and duty to report the incident to their flight commander or an Aerospace Science Instructor. On the other hand, those receiving the correction are encouraged to accept it in the proper spirit. Any form of disrespect to a superior cadet will not be tolerated and such behavior could result in dismissal from the cadet corps! B. HEADGEAR POLICY: Hats will be worn anytime you are outdoors and in uniform -- coming to school, leaving school, or walking on campus, etc. Hats will not be worn indoors, while riding in a vehicle (i.e., school bus), and never in the classroom environment. Hats will not be worn while under cover. Senior cadets are also responsible for enforcement of this policy. CHAPTER 7 BATTLE DRESS UNIFORM (WHEN AUTHORIZED) A. WEAR: The Battle dress Uniform (BDU) is authorized for AS-IV cadets only. BDUs will only be worn when directed by the SASI. At all other times, cadets will wear the Service or Service Dress uniform. The BDU must be worn in accordance with this Guide and all other applicable directives (see Figure 12). B. CARE: BDUs must be neat and clean at all times. Cadets must also ensure that the uniform is pressed. C. BLOUSE & TROUSERS: The blouse will not be tucked into the trousers. If worn as a short sleeve, the sleeve material must match shirt and will touch or come within one (1) inch of forearms when arm is bent at a 90-degree angle. The trousers will be worn on the hips and bloused using the blousing elastic. They will not be tucked into the boot. D. BELT & BUCKLE: Subdued belt and buckle will be worn with the trousers. Black tip of belt may extend up to two (2) inches beyond the buckle. Cut excess fabric from belt. E. UNDERGARMENTS: Undershorts and the crew neck, black T-shirt must be worn at all times. F. FOOTWEAR: Black combat boots will be worn with black boot socks. Athletic shoes may be authorized by the SASI for specific events. G. HEADGEAR: BDU Cap: Worn squarely on the head with no hair protruding in front of the cap. AFJROTC hat insignia will be worn centered on the front of the hat. Cadets may stow the hat in either of the lower cargo pockets on the BDU trousers when not wearing. BDU Baseball Cap: Same as the BDU Cap except may be stowed by attaching to either lower pants pocket button on the BDU trouser legs when not wearing. H. COLD WEATHER: Cadets may purchase the BDU Field Jacket for wear during the winter. The Field Jacket must be configured the same as the BDU blouse except cadet officers will wear cloth ranks on the epaulets in lieu of the metal collar ranks. As an alternative, cadets may wear long underwear under the BDU as long as only the black T-shirt is showing (i.e.- must wear as long sleeves). I. GLOVES OR MITTENS: Black or gray; leather, knitted, tricot, or suede (or a combination of these) gloves or mittens may be worn with the uniform. Officer (small metal) and enlisted grade insignia worn on both left and right collars; centered on collar; one inch from, and parallel with, the bottom of the collar. Airman Basic have no collar insignia. Distinguished Cadet Badge worn centered and ½ inch above AEF, KHAS or Name tape. AEF Badge worn centered and ½ inch above KHAS or Name tape. Kitty Hawk Air Society Badge worn centered and ½ inch above Name tape. Model Rocketry Badge worn centered left to right and from the bottom of the pocket flap to the bottom of the right breast pocket. Academy of Model Aeronautic (AMA) wings worn centered and ½ inch above APT badge or AFJROTC tape. Center Awareness Presentation Team (APT) badge ½ inch above top of AFJROTC tape.
