Project Overview/Goal Project Overview The National Veterans Training Institute (NVTI) at the University of Colorado Denver was contracted by the Colorado Department of Labor and Employment (CDLE) to write, develop, program, design and produce a multi-module ELearning program for service providers who work with the veteran client whom they previously had very little interaction. NVTI is seeking quotes from vendors to provide video production services in order to develop two high-quality, video-based ELearning programs. These programs will be produced and made available to employment service providers located throughout the nation. This is NOT an all-or-nothing solicitation. Award may be made to more than one vendor. There are three components to this project as detailed below. Vendors are encouraged to quote on all components of the project, but may submit responses on any individual components. One ELearning program would detail and instruct service providers to assist the new veteran clients in their job search: identifying related skills and experience, translating the skills and experience into skills desired in the private sector, the development of a civilian resume, improving interviewing skills when talking with private sector employers, the importance of researching companies, and how to translate skills and experience into terms understandable to civilian employers. It will also discuss the roles of the service providers, federal programs available to the veteran client and service providers, information and things to be aware of when dealing with individuals with a disability or other barriers to employment. The 2nd ELearning Program will detail the intricate steps a veteran needs in pursuing a Federal Occupation. This 12 step program will feature most aspects of the federal hiring procedures and rules in which to obtain federal employment opportunities. Service providers may not currently possess the knowledge or expertise to assist the veteran client at a high level – these programs will instruct service providers with the skills necessary to provide superior service to the veteran client. Goal The goal is to distribute this ELearning course which will define and demonstrate the techniques of skills translation, resume interpretation, interviewing skills, and job search, utilizing effective techniques specific, federal program guidelines and procedures to the veteran population. These courses will incorporate high quality video interaction, programming, and challenging interaction for the learners. The course will utilize video host, vignettes and supporting footage requiring studio, onlocation service, and post-production (editing) services. Scope of Work To produce this series the NVTI requires a professional, highly experienced Colorado Production facility to provide one, two, or all three of the following services: 1. On-location shooting – Requires at least a two-person camera and audio crew to videotape over 30 individual scenes throughout the Front Range over the course of up to one week. Duties include, but are not limited to lighting, audio, camera, and set-design expertise. The crew will videotape professional and non-professional talent in each scene. The University estimates 5 8 days of on-location shooting. HD format is preferred. The University is estimating utilizing the services of 6 primary actors and 12 tertiary actors for these roles. On-location video-taping (ENG) with crew Production facility will be required to provide available usable, fully equipped state-of-theart production, recording (audio and video), equipment and capability. Production facility will provide any and all readily available production crew for shooting on videotape, with sound on HD, digital, beta-cam formats providing a highly trained and experienced staff and production crew personnel which can accommodate NVTI’s schedule and needs for shooting on videotape (on-location). Facility must be available to provide schedule priority to the extent possible, to NVTI for all personnel, equipment and facilities during production periods. 2. Studio Production Services: Requires a studio with complete production crew for videotaping in-studio talent, and the necessary equipment for the studio production (including, but not limited to camera’s, audio, teleprompting capabilities, lighting, engineering, tape operation, etc.). The integration of green screen digital technology may be utilized therefore must be available and technically capable of utilizing digital technology in studio and incorporating it for post-production needs. The awardee will provide studio crew whose responsibilities will include, but not limited to; camera operation, lighting, audio, set design, engineering, teleprompter operation, tape recording, for at least three to five days shooting (not including set up time for set-design). The University estimates 4 - 6 days of studio shooting not including set design, lighting and prep. HD is desired format. At least two hosts will be utilized for these services. Production Studio Facilities Equipment and crew Production facility will be required to provide available usable, fully equipped production equipment, recording (audio and video), utilizing the highest quality state-of-the-art studio with electronic background capability. Production facility will be required to provide any and all readily available production crew for shooting on videotape, with sound on digital, beta-cam formats, with multiple camera’s in studio, full-time code, digitally compiled equipment. Personnel will need to be experienced on videotaping equipment necessary for technical expertise and support on all applicable equipment. Must be available to provide schedule priority to the extent possible, to NVTI for all personnel, equipment and facilities during production periods Page 4 of 7 3. Editing Production Services: The requirements includes linear and/or non-linear professional state-of-the-art editing equipment, expertise and services, potentially utilizing a variety of formats including, but not limited to; beta tape, HD, and digital format. It is required this staff to be highly skilled positions, to be responsible for sequential editing for each of the 7 programs, up to 30 minutes in length on Veteran course and 12 programs on the Federal Hiring course, requiring up to 15 days to complete the production. Editing services requires (computer) graphics and professional equipment during edit. The University estimates 10 - 15 days for these services. Post-production (editing) services with editor and chyron operations personnel Production facility will be required to provide available usable, fully equipped editing capabilities (linear and/or non-linear ), utilizing the highest quality state-of-the-art editing equipment. Must be able to edit in HD, beta-cam and any and all digital formats, utilizing computerized digitally editing equipment, with a readily available with staff / crew necessary for technical expertise and support on all applicable equipment. Must be available to provide schedule priority to the extent possible, to NVTI for all personnel, equipment and facilities during production periods. IV.
